Councillor Robertson declared an interest in planning application 17/01139/HOUSE 1 St Christophers Cottages, The Coombe. Councillor Cox declared an interest in respect of planning application 17/01082/HOUSE Tweenways, Townsend Road. i The granted a dispensation to Councillor Cox to discuss matters concerning Heart of Streatley Charitable Trust. b. Co-option of Councillor i. Council noted that no election had been called in respect of the vacancy created by Councillor Helmschrott-Bowden s resignation and that Council was able to fill the vacancy by co-option. Council resolved that Streatley Parish Council co-opt Dr Aslög Malmberg as Councillor. i The received a Declaration of Acceptance of Office from Councillor Malmberg. iv. The received a Declaration of Interests form from Councillor Malmberg. v. If possible, Councillor Malmberg was to be booked on the forthcoming New Councillor training course. 17/078 Apologies i. Councillor Coyle. 17/079 Open Forum i. There was one member of the public present. Mr Law spoke of speeding, particularly on the approaches to the crossroads, including that from Goring. The Chairman pointed out that the Thames bridge was actually in Goring Parish. Councillor Mitchell was able to respond with the various steps that were being taken to address speeding in the village and said that Goring on Thames PC had expressed an interest in working in collaboration with Streatley PC. 17/080 Minutes i. Council resolved that the minutes of the meeting held on 8 May 2017, having earlier been circulated, be agreed as the correct record and be signed by the Chairman. 17/081 Report of the West Berkshire District Councillor i. Councillor Law had presented apologies for not attending the meeting, He had no report to submit. 17/082 Planning a. Decisions made in between meetings (papers previously circulated) i. 17/01227/HOUSE Cherrycot, Three Gables Lane Chairman: 10 July 2017 Page 1 of 10

2 Two phased proposal. Phase one: Extensive refurbishment to existing bungalow, replacement windows, rearrangement of internal space and upgrade of thermal properties. Phase two: Single storey extension. Provide accessible approach routes with shallow gradients and step free entry. The, in consultation with five, had determined that Streatley Parish Council did not object to this application. Council resolved that Streatley Parish Council ratify the above decision. b. Applications for planning permission i. 17/01082/HOUSE Tweenways, Townsend Road Two storey extension to front, rear and side, loft addition over garage, single storey extension to connect house and garage, courtyard wall to front of property. Council was of the opinion that its views on this application were no different from those on its predecessor 16/01428/HOUSE and Council therefore resolved that Streatley Parish Council object to this application on the grounds that the proposed development does not marry well with the original design of the dwelling, which is characteristic of Townsend Road as set out in the Village Design Statement: The architecture of the dwellings is varied and reflects the different periods of development. Many have tall chimneys distinctive of the area and they form an interesting skyline. Roofing is pitched and is predominately in red/brown interlocking or plain clay tiles. The houses are generally two-storeys high. Traditional red/brown brick predominates in the majority of the dwellings, although some of the façades have flat, vertical tiling on parts of the walls, a few have horizontal wooden cladding and a number have a white rendered finish. Windows, are, in the main, wooden framed although there are one or two with metal frames and leaded panes. 17/01024/FULMAJ Streatley Farmhouse, Wallingford Road Create an enclosed garden by constructing a 2.25m high brick and flint wall along the western edge, a 2.25m high brick wall on the southern edge and a 2.25m lowering to 1.7m brick wall on the eastern edge. These will replace the roadside timber fence and trimmed hedges. Council resolved that Streatley Parish Council not object to this application, but defer to the Conservation Officer on heritage matters, in particular, on whether a countryside hedgerow is protected if it is: a boundary line of trees and shrubs that at one time was a continuous line more than 20m long with gaps of 20m or less in its length or: marks the boundary of an estate or manor or looks to be related to any building or other feature that s part of the estate or manor that existed before 1600 is part of a field system or looks to be related to any building or other feature associated with the field system that existed before the Inclosure Acts (that is before 1845). i 17/01139/HOUSE 1 St Christophers Cottages, The Coombe Chairman: 10 July 2017 Page 2 of 10

To demolish the rear garage and building a new single storey outbuilding Council resolved that Streatley Parish Council, notwithstanding its objection to the original application, not object to this application. iv. 17/01331/HOUSE Blackthorn, The Coombe Single and two storey front extensions with single storey rear extension Council resolved that Streatley Parish Council not object to this application. c. Planning matters received since the agenda was circulated (papers circulated prior to the meeting. i. None. d. Decisions by WBC i. 17/01009/HOUSE 8 Woodfield Cottages, Streatley Hill Loft conversion incorporating Velux roof windows. Streatley Parish Council had not objected to this application. Approved 1 st June. 17/00874/FUL The Granary, High Street S73a. Variation of Condition (2) Approved Plans of approved reference 15/03055/FUL Council had not objected to this application.. Approved 1 st June. e. Applications debated at previous meetings still pending WBC consideration i. 17/00186/COMIND, 17/00187/LBC2 The Grotto, Lower Basildon (Out of District) i iv. Conversion and refurbishment of existing listed residential building into 60 bedroom boutique hotel and private members club including Coach House extension, detached spa facility with outdoor swimming pool and enabling development in the form of 7 detached lodge units and 2 x 4 bedroom houses. Council had objected to the development of two 4 bedroom family houses. 17/00945/HOUSE Pensylva, The Coombe Extend existing bungalow with part 1 1 /2 storey and part one storey Council had not objected to this application. 17/00884/HOUSE Madera, Stichens Green Single storey timber building for use a garden room. Other Planning (and Licensing) Matters i. Appeal APP/W0340/W/16/ Application 16/00531/FULD Land adjacent to Place Manor, Wallingford Road Erection of 1 no. 5 bed dwelling with associated garaging, amenity space and alterations to vehicular access. Council had made written representation to the Planning Inspectorate setting out the terms of Council s original objections to the application, adding that Council considered that the appellant s proposed modifications to the original application (16/00531/FULD) do not justify a reversal of WBC s refusal to grant approval. Appeal dismissed 12 th May. 17/083 Finance Matters a. Payment of Accounts between meetings i Zurich Municipal: Council insurance Weilburger Coatings (UK) Ltd: Paint for telephone box. Council resolved to ratify the above payments. b. Payment of Accounts received by Council i Savages (Blewbury) Ltd: Goring Gap in Bloom donation. i iv Goring Press: Maps for Parish assembly CCB: Subscription Stephen Napper: Repairs to Recreation Ground car park fence and repair to bench. v Jeremy Spring: Reimbursement for Assembly refreshment. vi. v Arrow Accounting: Internal audit Ian King: Mileage claim. vi M&C Landscapes: Grasscut ix HMRC: 1 st quarter income tax payment. x BALC: Subscription Council resolved that the above invoices be approved for payment. Council resolved that these and future payments be made by the most expedient method determined by the (or, in his absence, the Chairman), be that cheque or internet banking. b. Council received and approved the accounts for the year ending 31 st March 2017 and authorised the Chairman and to sign them. Council noted the comments recommending adherence to the Transparency Code for Smaller Authorities by publishing on the website: 1. All items of expenditure above 100 (excluding recoverable VAT); 2. End of year accounts (in the format of the Annual Return accounting statement), including: a. Bank reconciliation for the relevant year; b. Explanation of any significant variances between years. 3. Annual Governance Statement; 4. Internal Audit Report; 5. Details of public land and building assets; 6. Minutes, agendas and meeting papers of formal meetings Council resolved that Streatley Parish Council comply with the Transparency Code by adding the remaining documents to those already published on the website. NB/ Council received and approved the s letter to the External Auditor. Council reviewed its Financial Regulations, 1. Approving correction of typographical in and other amendments to the Regulations adopted on 8 June 2015; 2. Approving an addition to sub-clause 6.10: Such payments are to be initiated by the, or, in his absence, the Chairman, and supported by two other internet banking signatories. Council resolved to adopt the Financial Regulations with the above amendments. ix. Council resolved that Councillor Malmberg be added to Council s bank signatories for written instructions and internet banking. x. Council noted a report from FoSR. i iv. d. Traffic Matters Council noted that repairs to the car park fence and entrance post had been completed, enabling the to make arrangements for the warning notices for the chain and basketball fence. Councillor Cox reported that a bonfire had been lit in the middle of the Recreation Ground. Council resolved to approve a request by a fitness trainer to conduct classes on the Recreation Ground, subject to a memorandum of understanding. i. Council noted that the water leak near the top of the High Street had been dealt with. i iv. e. Website Council noted that there appeared to be no issues arising from the traffic control on church Lane. It was also reported that the Swan was not likely to reopen until the New Year. The was instructed to enquire of WBC when the bus stop signs in the High Street might be erected. The was instructed to enquire whether WBC had any plans to widen the H markings on the High Street, to enable more space for vehicles to take refuge and give way to oncoming traffic. i. Nothing to report. f. Parish Assembly i. Pleasure was expressed at the way the Parish Assembly had been run. The Chairman requested that photographs taken at the event be submitted for possible inclusion in a report for the GGN. All. g. George Michael Celebration i. Nothing to report. h. Council Devolution i. Council received a verbal report from the on the workshop he had attended earlier in the day. Matters which could be devolved concerned land, buildings and Chairman: 10 July 2017 Page 6 of 10

7 services. There was no WBC land of relevance in Streatley and no buildings. The workshop had served a useful purpose in highlighting the responsibilities of parishes concerning land (and buildings) they owned. Taking over both property and services was only of benefit when it could be proven that such devolution worked to the parish s advantage in terms of local control and without imposing extra costs on local Council Taxpayers. i. Goring Gap in Bloom i. The was instructed to respond to the Treasurer to request earliy notice of future requests for funds. Council noted that one of the tubs by the bus shelter had disintegrated and instructed the to procure a replacement, with sufficient general purpose compost and plant food and to request the GGiB plant it up. i The was instructed to inform the SAS Chairman that Councillor Malmberg was their new Council portfolio holder. j. Telephone box. Council noted that payment for the paint had been made and that the painting would commence when the paint was delivered. Council reviewed the other action points from the Parish Plan. c. Neighbourhood Action Group i. Council noted that the next meeting would take place on 10 th July. The Chairman reported that a Burglary had taken place on Townsend Road on Election Day. d. Heart of Streatley Charitable Trust i. It was reported that Councillor Barnes and Gill Geoghehan had become co-chairmen and that work had started on repairs to the High Street wall. i The future of the Christmas Eve Torchlit Procession was under discussion. Concerns had been expressed about the possibility of campers using the meadow during the George Michael weekend. e. St Mary s Church. i. Concerns had been raised over the condition of the lychgate and the lightning conductor. NB 17/086 Matters Arising from Previous Minutes a. 16/088.b.iii Footpath 21. Nothing to report b. 16/156.a. The leak near the top of the High Street appeared to have been dealt with, but the inspection covers at the entrance to Vicarage Lane, previously reported, appeared still to be in a precarious state. e. 17/056.c. 9 Hill Gardens. Awaiting advices from WBC. f. 17/065. District Councillor s recommendation that Council respond to the Boundary Commission consultation on ward reorganisation. g. 17/072.c Working party for Reading Road permissive path.
