(Cllr. Marion O Sullivan) Hedge and gra cutting (following mowing operation) depoited on public walkway are either removed or bruhed/blown onto adjacent gra area depending on the quantity of cutting involved. Gra cutting on tream embankment are allowed to decompoe naturally. 5

6 David Joyce, Director of Service, Environment & Recreation. 6.4 UNOFFICIAL TRAVELLER SITE IN BLACKPOOL Can Cork City Council advie regarding information provided to local media on July 14 th 2016 relating to the unofficial traveller ite in Blackpool where Cork City Council advied that the reident were not on the houing waiting lit and where thi information wa ourced? Both familie have ubequently provided documentary evidence that they are both on the waiting lit over 6 year? Have afeguard ubequently been put in place to enure that information provided to the media i accurate given potential ramification? (Cllr. Fiona Ryan) We had a difficulty initially etablihing the correct identitie of the illegal occupant of the ite in Blackpool and thi led to a delay in etablihing that they were on the Houing waiting lit. A there i an upcoming court cae regarding thi matter I am precluded from commenting further. V. O Sullivan, Director of Service, Houing & Community. 6.5 DERELICT SITES IN BARRACK STREET/SOUTH MAIN STREET What action ha Cork City Council taken in relation to the Derelict Site in Barrack Street/South Main Street area? Have the owner of thee propertie been contacted with a view to remedying the ituation? (Cllr. Sean Martin) The City Council ha been in contact with all owner of derelict ite in the South Main Street/ Barrack Street area. One ite on South Main Street i on the Derelict Site Regiter; other ite are currently under review. The mot ignificant derelict ite on Barrack Street are currently being addreed (ee detailed tatu below). Once thee are fully addreed, focu will hift to other ite in poor viual condition. In thi regard, ix painting grant were taken up in the Barrack Street area in recent month. Mot Significant Derelict Site on Barrack Street 118/119 Currently on the Derelict Site Regiter. Owner ha not engaged to remove dereliction or carry out viual improvement Procee to place ite on the Regiter are underway. The owner ha commenced work on one building and i engaging with the Council to find olution. 6

Pat Ledwidge, Director of Service, Strategic Planning & Economic Development. 6.6 WORKS COMMENCE IN THE KILBARRY RAILWAY STATION Can the CE confirm that Cork City Council ha contacted Iarnród Éireann to update the Council on when work will commence in the Kilbarry Railway Station? (Cllr. Kenneth O Flynn) Iarnród Eireann have advied a follow: The viability of tranport node uch a Kilbarry tation ha to be aeed in the context of the region tranport trategy taking account of demand, economic and financial return and all potential tranport olution. The NTA in aociation with DTTaS and Local Authoritie are reponible for etablihing the regional trategy for the area and for providing funding for any required invetment. The tation i included in the Cork Commuter Rail Project Section 49 Levy Scheme, however, the levy funding available to Iarnród Éireann are inufficient for developing a tation at Kilbarry. Pat Ledwidge, Director of Service, Strategic Planning & Economic Development. 6.7 ISSUES IN GLENFIELDS ESTATE Due to ongoing iue in Glenfield Etate, Springlane Halting Site and other area in Ballyvolane, it i urgent that the iue raied in thi quetion ubmitted previouly are anwered and acted upon. Who i reponible for the management and maintenance of Springlane halting ite? Doe the manager believe that the ite i being maintained and managed to the appropriate tandard? Who i reponible for the maintenance of the fence between Springlane halting ite and Glenfield Etate? Will the repair work to fix the damaged ection of the fence be carried out and if o when will the fence repair work be completed? What meaure will Cork City Council put in place to enure that the fence i not damaged in the future? How many time ha Cork City Council repaired the fence in the recent pat? Why i the official pathway not being maintained to the appropriate tandard? 7

8 (Cllr. Thoma Gould) Cork City Council i reponible for the management and maintenance of Spring Lane Halting Site. The Site i being managed to a high a tandard a poible. Cork City Council i reponible for the maintenance of the fence. Any attempt to repair or replace the fence have been criminally damaged within 48 hour. No imple meaure will work. The only way to ecure thi boundary i to build a maed concrete wall of 250m at an etimated cot of 120,000. The fence ha been repaired 3 time in the lat 5 year. There i continuou criminal damage to the pathway. V. O Sullivan, Director of Service, Houing & Community Service. 6.8 NO. 1 PARKGATE VILLAS, BISHOPSTOWN ROAD No. 1 Parkgate Villa, Bihoptown Road. In view of the ongoing deterioration and dangerou condition of the above tructure, what meaure i Cork City Council propoing in the interet of health and afety, for the urgent demolition of thi declared derelict property? (Cllr. Mary Shield) Since 2009 the Building Control Department have engaged with the owner of thi property under the Local Government (Sanitary Service) Act 1964 in order for them to carry out work following complaint, to remove the immediate danger to the public a they have arien at that time. Building Control are currently dealing with the owner to addre ome further iue, that have come to our attention in the recent pat. We are aware the property i on the Planning Department Derelict Site Regiter and that a Planning Application wa ubmitted in the pat by the owner to develop the ite. Building Control will of coure continue to invetigate, and follow up on any future complaint thi department receive from the public of any potential danger, that thi property preent. 8

Bronan. Can the Chief Executive pleae advie the total amount outtanding to City Council in repect of overdue Development Charge and further can the Chief Executive pleae breakdown the total overdue to advie the 5 highet individual component amount, the project they repreent, the party reponible to pay City Council? Due to the eriou hortfall in funding from Central Government for 2017 can the Chief Executive act now to enure all outtanding Development Charge are paid aap in 2017? 6.10 FUNCING FROM FÁILTE IRELAND (Cllr. Tim Bronan) Can the CE outline the progre or otherwie of ongoing attempt to ecure funding from Fáilte Ireland for an interpretative facility at Elizabeth Fort which would enhance it tatu a a mut-ee ite in the city? (Cllr. Mick Finn) A multi-annual Capital Invetment Fund wa launched by Fáilte Ireland in June of thi year. The City Council ha been actively engaged with Fáilte Ireland regarding the need for invetment in ignificant tourit aet along the City Hitoric Spine, including Elizabeth Fort for which preliminary plan have been developed to include an interpretative centre. However, in our dicuion with Fáilte Ireland it ha been indicated that, in term of capital invetment, attention will be focued in the firt intance on bringing forward an invetment propoal on the Butter Exchange, Shandon and that major capital funding for Elizabeth Fort will not be forthcoming in the hort term. Paul Moynihan, Director of Service, Corporate & External Affair REPORT ON DOWNVIEW FARRANLEA ROAD Can the C.E. give an updated report on Downview Farranlea Road. Why i there uch a delay in the unit not being ready for allocation? When will thee unit be ready for allocation to our applicant on the houing waiting lit? Will thee unit be advertied for bidding on our C.B.L. Scheme? 9

10 Are thee 30 unit till available to City Council houing waiting lit? Ha N.A.R.P.S. [ National Aet Reidential Property Service ] igned the leae with N.A.B.C.O. who will manage the propertie? (Cllr. Henry Cremin) The unit in Downview, Farranlea Road were identified by NAMA in 2015 and the Council confirmed a demand for thi accommodation to the Houing Agency. Baed on thi confirmation, NAMA entered into negotiation with the receiver appointed over thee unit and ubequently reached agreement to purchae them from the receiver. Co-operative Houing Munter (formerly NABCO) wa elected through a proce managed by the Houing Agency, in conultation with the Council. Completion and commiioning work are underway by the receiver along with the legal conveyancing proce between NARPS and the receiver. Thee procee have taken longer than originally notified. Once thee tep are completed, the Payment & Availability agreement will be igned between the Council and the Approved Houing Body (AHB). The AHB will allocate the unit to applicant on Cork City Council Social Houing Support waiting lit. A the unit are being allocated by an Approved Houing Body, the CBL ytem will not be ued. Thee unit will be available for occupation in late November, V. O Sullivan, Director of Service, Houing & Community Service REFURBISHMENT OF CURRAHEEN BRIDGE To ak the Chief Executive for an update of plan for the refurbihment of Curraheen Bridge and if the repone can outline: What volume of traffic enter Bihoptown via thi location on a monthly bai and the end detination of thi traffic, When i it propoed to carry out the work, What i the cot of the work, I a full cloure neceary or can a partial cloure be conidered, What meaure are in place to enure that the work will be flood proofed, What traffic diverion plan will be put in place and how will public tranport link to Marymount Hopital be maintained, and if, A commitment can be given that the work will be undertaken during the quietet traffic month. (Cllr. John Buttimer) Puruant to the proviion of the Planning and Development Regulation (Part 8), Council ha approved the propoed development to proceed ubject to one modification, i.e. to retain the exiting No. 208 outbound bu top in it current location oppoite the entrance to the Univerity Technology Centre. A Section 85 Agreement ha alo been completed between Cork City Council and Cork County Council a the propoed replacement tructure lie within the juridiction of both authoritie. 10

11 Dicuion are till ongoing with the variou utility companie on requirement relating to the diverion of their infratructure to facilitate the work. Given difficultie encountered and aociated rik, it i now conidered prudent to divide the contract into 2 part. Part 1, circa. January/March 2017, will involve the permanent diverion of ervice. Thi will be accomplihed with ome retriction to off-peak traffic flow, e.g. the ue of temporary traffic light. Part 2, circa. late May to early September 2017, will involve the replacement of the exiting tructure. Thi will be accomplihed under a full road cloure to allow the afe and expeditiou programming of the work. A comprehenive temporary traffic management ytem will be intalled in advance with a huttle bu ervice operating from wet of the work to coincide with the normal 208 bu ervice erving Marymount Hopital and Curraheen Village. Average inbound daily traffic level are of the order of 5,000 unit. The above will enure that there will be no retriction to traffic in or around the Chritma period with the main work carried out in the period of lowet traffic flow and leat rik. Etimated cot of the work: 925,000, grant aided by the Department of Tranport, Tourim and Sport. The propoed tructure ha been deigned in accordance with current bet practice, taking into account hitorical data and future rainfall prediction. Propoed deign ha ubequently been reviewed by the Office of Public Work who have indicated their conent in accordance with the European Communitie (Aement and Management of Flood rik) Regulation SI 122 of 2010 and the Arterial Drainage Act 1945, including Section 50. Gerry O Beirne, Director of Service, Road & Tranportation BLACKROCK VILLAGE REFENERATION PROJECT To ak the CE on the up to date progre on Blackrock Village Regeneration Project a well a an update on funding for phae 2? (Cllr Kieran McCarthy) Contruction of the Blackrock Village Regeneration Project (Phae 1) i cheduled to be complete in December. A further funding application ha been made to the NTA in relation to the cheme and it i expected that a deciion on ame will be made around the end of November. If the funding application i ucceful the current Contractor will commence contruction on Phae 2 in January. 12 An initial meeting with Cork Miing Peron Search and Recovery and Tumadoiiri Atlantaigh ha taken place, with further meeting arranged next week to explore poibilitie in relation to accommodating the need of both organization. (Cllr. Laura McGonigle) Acertained expenditure (which i ongoing) incurred by Cork City Council in defending both et of proceeding to date i: Town Agent - fee up to 27/07/ Junior Counel (Cork) - fee up to 29/07/2016: 9, Junior Counel (Dublin) - fee No Fee Note ha been received to date Thee proceeding have not been concluded. The matter i back before the High Court again on next Monday the 24 th October Deborah Hegarty, Law Agent REMEDIAL WORKS BETWEEN NUMBERS CLOVER LAWN, SKEHARD ROAD Can the Road Director pleae confirm when the remedial work to the extremely dangerou tretch of road (on the bend of the road) between number Clover Lawn, Skehard Road will be undertaken. From previou quetion & motion I undertand thi wa aeed and i awaiting work. The road i very dangerou- and the problem i exacerbated in bad weather. (Cllr. Nichola O Keeffe) 12

13 Clover Lawn i not included in the 2016 Road Programme. It will be re-aeed and conidered for treatment in next year programme. In the interim, temporary repair will be carried out if neceary. Dennehy, An Chomhairle conidered and approved the Report of the Director of Service and the Chief Officer and agreed to adopt the following reolution:- Having conidered the report of the Director of Service and the Chief Officer of the Cork City Local Community Development Committee, the Member of Cork City Council hereby RESOLVE to MAKE the Cork City Local Economic and Community Plan in accordance with Section 66C 4(a) of the Local Government Act 2001 (a amended). 8. An Chomhairle unanimouly agreed that in the event of Pope Franci viiting Ireland for the World Meeting of Familie in 2018, the Lord Mayor would write to Bihop John Buckley requeting that he would eek to have Pope Franci include a viit to Cork City in hi itinerary during hi tay. 15 That the buine community of the South Mall be encouraged to light up thi important treet with Chritma Lighting (a it did previouly) to maximie the atmophere in the city at Chritma time. (Propoer: Cllr. M. Finn 16/263) The report of the Director of Service tated that Cork City Council, through it Road & Tranportation Directorate, provide grant aid to a number of trader group throughout the City Centre toward their fetival lighting cot, apart from the extenive fetival lighting which Cork City Council intall. A number of new treet are currently availing of thi through our City Centre development proce. Cork City Council will encourage buinee of the South Mall that wih to initiate Chritma lighting. (Buinee to be encouraged rather than upported.) 11. Gould 16/315) Road & Tranportation Functional Committee 19.1 CITY CORONER S TOXICOLOGY EXAMINATIONS An Chomhairle agreed to treat thi Motion a withdrawn:- That Cork City Council requiition all City Coroner Toxicology examination to include teting for the preence of, but not limited to, the following: anxiolytic and hypnotic, drug ued in pychoi and related diorder, antidepreant drug and CNS (Central Nervou Sytem) timulant. 21 19.2 SERVICES TO NORTHSIDE COMMUNITIES An Chomhairle agreed to treat thi Motion a withdrawn:- That Cork City Council would engage with LocalLink, Bu Éireann and the National Tranport Authority regarding the proviion of ervice to the Northide Communitie. The LocalLink fleet conit of minibue, which would be ideal for travelling in and around houing etate. They provide an invaluable ervice to the rural communitie throughout the country and it may be more cot effective for Bu Éireann to allow LocalLink to provide ervice intead of them trying to jutify the cot of providing a ingle decker bu. (Propoer: Cllr. K. O Flynn 16/256) 19.3 CONTRAFLOW BUS LANE ON THE N8 An Chomhairle agreed to treat thi Motion a withdrawn:- That Cork City Council engage with TII (Tranport Infratructure Ireland) to facilitate the introduction of a contraflow bu lane on the N8 between the junction of Water Street/Lower Glanmire Road and the Junction of Brian Boru Street/Lower Glanmire Road. Thi would benefit up to 17 bu ervice an hour belonging to both Bu Éireann and private ector. Conidering that in the morning, it would aid the ability of over 800 people per hour to get into the city centre up between 10/15 minute earlier. If thi wa introduced, Bu Éireann could make a viable cae to the National Tranport Authority for more bue to be allocated to the city a demand rie. Thi combined with the expanion of the Leap Card ervice, could encourage more people to leave their car behind, eaing the gridlock in the city centre at peak time. It would alo free up parking pace previouly taken up and encourage people to come into the city centre during off-peak hour due to higher availability of parking pace. It would mean a reduction in the cot of taxi from Kent Station to the city centre. Thi would be of benfit to the tourim/ervice ector and reduce overhead to buine. It would alo benefit the emergency ervice with reduced travel time to Mercy Univerity Hopital and CUH. There i very little ue of the right hand lane on the Lower Glanmire Road and a filter light to facilitate traffic wanting to travel onto Horgan Quay would addre any iue for reident and buinee down there. O Flynn 16/257) 19.4 USE OF CHAIRS AND TABLES OUTSIDE BARS, RESTAURANTS AND CAFES An Chomhairle agreed to potpone by conent the following motion to the next meeting of An Chomhairle to be held on 14 th November 2016:- That Cork City Council reject the government implementation and extreme charge hike on the ue of chair and table outide bar, retaurant and cafe, and requet that each local authority regulate it own fixed charge in tandem with local economy.
