9 1 Introduction Project Background The Sonoma-Marin Area Rail Tranit (SMART) i a paenger train and multi-ue pathway project that will extend 70 mile from Cloverdale in Sonoma County to Larkpur, Marin County. SMART will utilize an exiting but long-dormant rail corridor formerly ued by the Northwetern Pacific Railroad (NWP). The SMART corridor generally parallel U.S. Highway through Sonoma and Marin Countie, and will erve 14 tation when completed. The firt phae of the SMART project, expected to be operational by 2015 or 2016, will connect Railroad Square in Santa Roa with Downtown San Rafael. Service from Santa Roa north to Cloverdale, and from San Rafael outh to Larkpur will be extended a SMART receive additional funding. The Larkpur tation i planned to be located in the Larkpur Landing area, adjacent to Highway and the CalPark Tunnel multi-ue path. Through the General Plan update proce initiated in 2010, City official and the General Plan Update Citizen Adviory Committee had identified the Larkpur Landing and Redwood Highway neighborhood a having potential for future land ue change, due to it proximity to regional tranit, the planned SMART tation, and the CalPark Tunnel multi-ue path. Future tudy of thoe neighborhood wa recommended to evaluate the potential and feaibility of land ue change, particularly in regard to circulation impact and vulnerability to flooding and ea level rie. That ame year, the Aociation of Bay Area Government (ABAG) and Metropolitan Tranportation Commiion (MTC) announced the availability of grant funding for juridiction in the Bay Area with tranit tation planned or under contruction to conduct land ue and circulation tudie of the area extending a half-mile radiu from the planned or built tranit tation the tation area (ee Figure 1.1). The City of Larkpur applied for a tation area planning grant of $480,000 in January 2011 to fund land ue and circulation tudie of the Larkpur Landing area and a SMART STATION AREA PLAN February
10 1 Introduction portion of Greenbrae area. The City obtained matching grant fund totaling $120,000 from partner agencie, including the Tranportation Authority of Marin, the Golden Gate Bridge Highway and Tranportation Ditrict, the County of Marin, and the Sonoma-Marin Area Rail Tranit Ditrict, and from the City itelf. The funding partner agencie, all with direct interet in the tation area, upported incluion of the Redwood Highway area in the planning proce, though it extend beyond the half-mile radiu from the tation, due to the interrelationhip between circulation and land ue between the three ub-area. In applying for the tation area planning grant, the City Council confirmed the City commitment to the grant program goal, which are to: Boot tranit riderhip and reduce vehicle mile traveled. Increae walking, bicycling, carpooling, carharing, local tranit and other tranportation option for people in the area. Increae the houing upply, particularly affordable houing near tation area. Locate key ervice and retail opportunitie near tation area. The City Council alo identified the City prioritie and deired outcome 1 for the tation area planning proce: A circulation and parking plan for the Larkpur/Greenbrae area. A land ue and houing opportunity tudy for the Larkpur Landing area that would look at potential mixed-ue opportunitie relative to the exiting commercial, office, and ferry terminal ite. A tudy of the Redwood Highway area, including circulation, parking, land ue, and houing. In May 2011, ABAG and MTC granted $480,000 in tation area planning grant fund to the City to prepare a land ue and circulation plan for the tation area. The grant alo funded preparation of a program-level Environmental Impact Report to analyze potential environmental impact of circulation and land ue change in the tation area and potential rik to development in the tation area poed by natural hazard. Policy recommendation of the 1 City of Larkpur Reolution Larkpur SMART Station Area Plan hould be incorporated into the General Plan update proce to provide guidance for the future of the tation area. Planning Proce Preparation of the Larkpur SMART Station Area Plan began in May 2012, marked by kick-off meeting of the City Council-appointed Citizen Adviory Committee (CAC), and the Technical Adviory Committee (TAC). Affordable Houing and Anti-Diplacement Strategy (November 2012) Thi Strategy develop goal and implementation meaure to provide a range of houing option affordable to houehold at all income. Parking Demand Analyi Memorandum (November 2012) Thi memorandum document the exiting and future parking condition for the tation area and recommend parking ratio for reidential and commercial development. Land Ue Alternative Analyi Report (December 2012) The Land Ue Alternative Analyi Report feature the land ue alternative that were developed and analyzed for the tation area, a well a a circulation framework that i common to each plan. Infratructure Need Analyi Technical Report (March 2013) Thi report provide an analyi of the anticipated infratructure improvement aociated with the preferred plan identified in the Land Ue Alternative Analyi Report. Urban Deign Guideline (April 2013) The Urban Deign Guideline provide concept and tandard to direct the phyical form of future development. Thee document, a well a the preentation made at each meeting during the planning proce, are available on the Station Area Plan webpage ( A program Environmental Impact Report (EIR), alo available on the webpage, ha been prepared to analyze the environmental impact of thi Plan; the EIR provide more detail on exiting and projected traffic generation than i included in thi document. Area Context The City of Larkpur i located in Marin County, bordered to the north by San Rafael, to the outheat by Corte Madera, to the outh by Mill Valley, and to the wet and north by the County of Marin. It i approximately 13 mile north acro the Golden Gate Bridge from downtown San Francico, and approximately 9 mile wet acro the Richmond-San Rafael Bridge from downtown Richmond and Contra Cota County. U.S. Highway run north-outh through the eatern portion of Larkpur, connecting outh to San Francico, and north through Marin to Sonoma County. The Larkpur SMART tation area conit of 405 acre located in eatern Larkpur, approximately 1.5 mile northeat of the city downtown core, at the edge of San Francico Bay (ee Figure 1.2). The tation area i defined by a combination of the Larkpur city boundary and a ½-mile radiu around the planned SMART tation location. 14 1 Introduction Station Area Zone A hown in Figure 1.3, the tation area can be divided into three geographic ub-area. The Larkpur Landing area i bounded by Highway and the SMART right-of-way to the wet, a wooded ridgeline and the San Rafael city border to the north, the ½-mile radiu from the propoed future SMART tation to the eat, and Corte Madera Creek/Larkpur city boundary to the outh. It comprie the propoed future SMART tation ite, the Larkpur Ferry Terminal, and a divere mix of ue including retail, a hotel, office, ingle- and multi-family reidence, park and open pace, and a large, motly vacant parcel owned by Sanitary Ditrict #1 of Marin County. The Greenbrae area i bounded on the eat and north by the ½-mile radiu and the Larkpur city limit, to the eat by Highway, and to the outh by Corte Madera Creek and i biected by Sir Franci Drake Boulevard. North of the boulevard i a portion of the larger Greenbrae Hill ingle-family neighborhood, while outh of Sir Franci Drake are a mix of office, retail, ga tation and a reidential townhome community. The Redwood Highway area i located at the outh end of the tation area. It i bounded by Corte Madera Creek to the north, Wornum Drive to the outh, and the city boundary on both the eat and wet. The Redwood Highway area conit of a mix of ue including retail, light indutrial and higherdenity reidential development in the form of two mobile home park and one RV park. Though the entirety of the Redwood Highway area i included in the tation area, it extend outh of the half-mile radiu urrounding the SMART tation. Development Hitory Larkpur wa originally inhabited by the Miwok Indian who hunted and fihed along the alt marh. The area wa dicovered in the early 1800 by the Spanih, became part of the Mexican Republic in 1824, and wa then relinquihed to the United State in the The firt ettler in town proper were lumbermen, farmer and rancher. A railroad tation wa built in town in 1891, linking the town with the ferrie that travered the San Francico Bay, and attracting ummer viitor and the firt commuter. Commercial building and, in 1913, City Hall were built in what would become downtown, along Magnolia Avenue, a county road that connected Saualito with San Rafael. With a population approaching 600 double that in ummer the city celebrated it official incorporation in Within the tation area, development hitory begin before incorporation. The firt ignificant ettlement occurred jut outide the tation area in the 1850, with California firt prion, San Quentin State Prion, and the adjacent San Quentin Village. In the early 1890, the Green Brae Brick Yard, owned by the Remillard Brick Company, began making brick. Between 1891 and 1915, the company produced around 500,000 brick per year in their Green Brae kiln, upplying brick to the entire Pacific Coat. The brick yard upported a mall community of laborer who lived nearby. The community included 16 cabin for workmen, a cookhoue, table, blackmith hop, vegetable garden, and an orchard. Two building from the Remillard Brick Company Green Brae operation have been preerved and both are located within the tation area: the Remillard Brick Kiln and the Remillard Superintendent Houe (ee Figure 1.4). Located at 125 Sir Franci Drake Boulevard, the kiln, together with it chimney tack, i one of the few remaining example of the Hoffmann Type kiln in the United State. The Brick Kiln wa renovated in 1991 with the incluion of an additional office building. Today, the Melting Pot retaurant occupie the hitoric kiln building. The Brick Kiln building i lited with the National Regiter of Hitoric Place, and i alo a State Hitoric Landmark. The Hutchinon Quarry began eriou operation in 1924 in the area below the ridge in Larkpur Landing, uing barge to upply quarried cruhed rock to variou location around the Bay Area. The legacy can till be een in the rugged 120-foot high gray tone cliff behind the multi-family reidential development. Bon Air Shopping Center In the 1940, reidential development in the Greenbrae Hill neighborhood began. At that time, the Northwetern Railroad wa extended outh from San Rafael to provide a direct commute line to Point Tiburon. The Greenbrae Station tood near the future SMART tation location. Rail freight traffic continued along thi line until the Drake The Larkpur Ferry Terminal began operating Landing Development of the Larkpur Landing area, with office and a hopping center, began in 1978 and wa deigned to reemble a New England eaport town. Under new ownerhip and renamed, the hopping center (now Marin Country Mart) ha recently been renovated. All CAC and community comment were recorded and ummarized in meeting ummarie. Conenu comment were incorporated into the draft Plan, while minority opinion were recorded and retained for the record. Throughout the development of the Station Area Plan, the City dieminated information to the public and olicited public comment at the following meeting and workhop: Citizen Adviory Committee (CAC), compried of reident, buine and property owner, and citizen of the city.
