2 019 Service Change Proposal IMPLEMENT A SUSTAINABLE NETWORK Everett Transit completed its Long Range Plan in May, and the plan was adopted by City Council in June. Please see the plan on our website, EverettTransit.org/Future. During its development, the public provided input during three outreach phases. The first two phases focused on the role of Everett Transit in delivering service and the direction of growth for our future network, while the third phase presented the draft plan and its findings. Close to 1,000 surveys were completed as part of the plan outreach, with many more community members interacting online or in person with Everett Transit staff during the process. Our 019 proposal is to: Implement a sustainable network Increase fares INCREASE FARES The last system-wide fare increase implemented by Everett Transit was effective January 1, 013. Increasing fares to reflect increased cost of operation is a business practice most agencies adhere by. Check our website at EverettTransit.org/ServiceChange for more information, or attend one of our presentations. Meeting dates and times are on the back of this brochure. The financial analysis of our current system determined that we need to make cost-savings adjustments in the short-term and look for additional revenue sources in order to be sustainable in the next ten years. The Long Range Plan refers to these cost-saving service adjustments as the implementation of a sustainable network. 3 Implementation of a Sustainable Network Costs are driven not only by the level of service provided, but also by the age of the fleet and its rising maintenance costs. The approach taken by this proposal addresses both of those aspects by reducing the hours of service and the number of vehicles needed in service. It also aims to minimize the impacts of these significant changes to our current customers, while increasing the efficiency of service. 5 ROUTE ROUTE 3 ROUTE NAME: South Everett Circulator ROUTE: Provides service along 3rd Ave, 1th St, Airport Rd, and 4th Ave W. In addition to connecting the Everett Mall with Mariner Park and Ride, this route provides service to Walmart on Evergreen Way and Mariner High School on 4th Ave W. Customers may transfer to/from Swift service at 1th/Evergreen and at th/ Evergreen or make connections with other CT local routes at Mariner Park and Ride. Monday - Friday: 6:3 a.m. :10 p.m., 19 trips Saturday: 10 a.m. p.m., 10 trips Circular pattern on a portion of the route Part of the route is outside of the ET service area Swift service on th/airport Rd (10 min frequency planned for March 019) ROUTE NAME: South to Mariner // North to Mall Station ROUTE: Bi-directional service between Everett Mall and Mariner Park & Ride, via th Ave instead of 3rd Ave (th Ave offers transfer connections with Route 9 and is better suited for buses). Monday - Friday South: 6:30 a.m. p.m., 19 trips North: 6:4 a.m. :1 p.m., 19 trips (service frequency: 4 min) Saturday South: 10 a.m. :30 p.m., 11 trips North: 10:1 a.m. :4 p.m., 11 trips (service frequency: 4 min) ROUTE NAME: South to W Casino // North to Everett Station ROUTE: Connects Everett Station with the Boeing Plant via downtown, Colby, Dogwood, Beverly Ln and W Casino Rd. This route provides direct service to multiple gates at the Boeing Plant during peak commute hours and to Gate during non-peak hours and weekends. In addition, this route provides service to Forest Park, View Ridge neighborhood and connects multiple neighborhoods and the Boeing Plant to Swift service along Evergreen Way. Monday - Friday: 4:40 a.m. :4 p.m., 4 trips Saturday: :1 a.m. 6:4 p.m., trips Sunday: 9:30 a.m. 6:3 p.m., 4 trips Connection to Seaway Transit Center Cover part of Route to eliminate loop service ROUTE NAME: South to Seaway // North to Everett Station ROUTE: Serve Glenwood Ave, Merrill Creek Parkway to Seaway Blvd and end at Seaway Transit Center. Monday - Friday: 4:30 a.m. 9 p.m., 49 trips (service frequency: 30 min peak/60 min off-peak) Saturday: a.m. :30 p.m., 31 trips (service frequency: 4 min) Sunday: 10 a.m. 6:30 p.m., 4 trips (service frequency: 4 min) 4

6 ROUTE 4 ROUTE 6 ROUTE NAME: South to Downtown // North to College Station ROUTE: Provides service to northeast Everett neighborhoods and connects College Station with Everett Station and downtown. The route connects the neighborhoods with Providence Hospital, the Imagine Children s Museum, downtown retail and government sites, the Carl Gipson Senior Center, Everett Community College, Garfield Park and Garfield Elementary School. Monday Friday: 6:30 a.m. :40 p.m., 30 trips Saturday: :30 a.m. : p.m., 0 trips Sunday: 9:30 a.m. : p.m., 1 trips Maintain service to Everett Station Save service hours by serving downtown and Providence Hospital with Route 6, which would also extend to College Station. ROUTE NAME: South to Everett Station // North to College Station ROUTE: Terminate route at Everett Station Monday Friday: 6:30 a.m. :40 p.m., 30 trips Saturday: :30 a.m. 6 p.m., 0 trips Sunday: 9:30 a.m. 6 p.m., 1 trips ROUTE NAME: North to Harborfront // South to Everett Station ROUTE: Provides service between Everett Station and Everett s waterfront on W Marine View Dr via downtown. The route serves Naval Station Everett, Port of Everett Marina and terminates at W Marine View Dr and 13th. This route provides the most direct connection between downtown Everett and retail/employment sites along the harbor. Monday Friday: 6:3 a.m. :0 a.m., 6 trips & :0 p.m. 4:4 p.m., 6 trips Saturday: 9:0 a.m. :39 p.m., 6 trips (summer service only) Sunday: 9:0 a.m. :39 p.m., 6 trips (summer service only) All-electric vehicles available for expanded service on Route 6, from Riverfront Riverfront site is not currently available for service, expanded service proposed to College Take some of the service on Route 4 and allocate it to Route 6 ROUTE NAME: North to College Station (via Waterfront) // South to Everett Station (via Waterfront) ROUTE: Modify downtown service to include Providence Hospital, expand service to College Station via W Marine View Dr & N Broadway Monday Friday: 6 a.m. p.m., 9 trips Saturday: 10 a.m. :30 p.m., 0 trips Sunday: 10 a.m. 6:30 p.m., 1 trips

Its primary destination in south Everett is the Everett Mall and Mall Station. Monday - Friday: a.m. 10:30 p.m., 110 trips Saturday: :30 a.m. :30 p.m., 6 trips Sunday: :30 a.m. :30 p.m., 4 trips Last trip on Route South serves W Casino Rd inconsistency with the rest of the trips Increased span of service provided on new Route Eliminate the one-trip route deviation on W Casino Rd. ROUTE NAME: South to Airport Rd // North to Everett Station ROUTE: Connects multiple neighborhoods with the Everett Station and South Everett. The route serves the Pinehurst, Madison and Brookridge neighborhoods, connects businesses and residents on Merrill Creek Parkway with Evergreen Way via W Casino Rd, and provides service to the Boeing Plant and Walmart. Customers may transfer to/from the Swift service at multiple locations on Evergreen Way. Monday Friday: a.m. 9 p.m., 41 trips Saturday: a.m. 6:30 p.m., trips Sunday: 9 a.m. : p.m., 3 trips Loop service on Hardeson Rd, serving it with both South and North twice Serve Seaway Transit Center Cover some of the area on Route 1, proposed for elimination ROUTE NAME: South to 1th St // North to Everett Station ROUTE: Adjust route to serve E Casino Rd (Cascade High School) Serve Paine Field Serve 100th St SW (currently on a circulator route, ) Terminate at Evergreen Center (Walmart) instead of Airport Rd 6 Monday Friday: a.m. p.m., 3 trips (service frequency: 40 min peak/60 min off-peak) Saturday: a.m. :30 p.m., 4 trips Sunday: 10 a.m. 6:30 p.m., 1 trips

8 ROUTE ROUTE 1 ROUTE NAME: Mall Circulator ROUTE: Travels clockwise in a loop, beginning at Everett Mall Station and serving along Everett Mall Way, 100th St SW, Airport Rd, and Casino Rd. In addition to serving the neighborhoods, the route provides service to the Boeing Plant and Cascade High School. Monday Friday: 6:30 a.m. :30 p.m., 13 trips Saturday: 10 a.m. :1 p.m., 11 trips Sunday: 11:1 a.m. 4:30 p.m., trips There is no bi-directional service on this circulator route (previous bi-directional service offered is unproductive) ROUTE NAME: West to Seaway (via Casino) // East to Mall Station (via Casino) ROUTE: Will be the primary provider of service on W Casino Rd, with increased frequency and span of service, providing connections to Seaway Transit Center, Evergreen Way and Everett Mall. This will provide bi-directional service on W Casino Rd. Service on 100th will be covered by new Route. Monday Friday: :30 a.m. 10 p.m., 6 trips (service frequency: 30 min) Saturday: a.m. p.m., 30 trips (service frequency: 0 min) Sunday: 9:30 a.m. 6:1 p.m., trips (service frequency: 0 min) ROUTE NAME: South to Mall Station // North to College Station ROUTE: Connects Everett Station with College Station via downtown and Colby Ave. Route 1 also serves multiple neighborhoods, The Everett Clinic and Cascade High School. Monday Friday: 6:30 a.m. :4 p.m., trips Saturday: :30 a.m. 6:30 p.m., trips Sunday: 9: a.m. : p.m., 1 trips Low ridership Portion of the route covered by new Route Eliminate route ROUTE 1 ROUTE NAME: West to Mukilteo // East to Everett Station ROUTE: Provides service to the Mukilteo Ferry dock from the Everett Station via Mukilteo Blvd. The route serves downtown Everett, along Colby Ave, Forest Park, and the neighborhoods located along the waterfront between Everett and Mukilteo. Monday Friday: :3 a.m. p.m., 3 trips Low ridership trips Part of the route is outside of the ET service area No weekend service offered Reduce service to commuter-level Monday Friday: :3 a.m. 9 a.m. & 3:30 p.m. p.m., trips (service frequency: 30 min, peak only)

This route serves northeast neighborhoods, Everett Ave, the Carl Gipson Senior Center, Lowell neighborhood, Pinehurst neighborhood, Valley View, Eastmont Park & Ride, Silver Lake, S Everett Freeway Station, and th Ave. Monday Friday: :0 a.m. 10 p.m., 4 trips Saturday: :1 a.m. :3 p.m., 6 trips Sunday: 9 a.m. 6: p.m., 0 trips On-time performance issues Reduce route variants and combinations of loop service to reduce running time and increase frequency Eliminate service where road safety concerns have been raised as well as where transfers are minimal Swift Green Line available on 13nd St ROUTE NAME: Commuter East to Boeing // West to Mukilteo ROUTE: Route 0 provides service between the Mukilteo Ferry dock and the Boeing Plant. This route provides commuter service, with morning eastbound trips and afternoon westbound trips. Monday Friday: 4: :1 a.m., 4 trips & :1 4:9 p.m., 4 trips High ridership Serve Seaway Transit Center ROUTE: Modify route to serve Gate and Seaway Transit Center, eliminating service on Perimeter Rd and other Boeing gates.
