1 MINUTES OF MAYO COUNTY COUNCIL MEETING HELD IN BALLYGLASS COMMUNITY CENTRE, BALLYGLASS, CLAREMORRIS, CO. MAYO, ON MONDAY, 13 th MAY, 2013, AT 3.00 p.m The Cathaoirleach, Cllr. C. Staff Officer At the outset, Mr. Joe Nestor, Chairperson, Ballyglass Community Council Limited, addressed the Meeting and both he and Councillor Cyril Burke, Cathaoirleach, welcomed everybody to Ballyglass Community Centre. Seconded by Cllr. J. Maloney That the sympathy of the Council be extended to Mrs. Kathleen Callaghan & family, Tullinacurra, Swinford, on the sudden death of her Husband, Gerry, who was a General Services Supervisor with Mayo County Council and that the Meeting be adjourned after one hour as a mark of respect. Burke That the sympathy of the Council be extended to the Mullaney family, Cregg, Balla, on the death of Michael Mullaney. Proposed by Cllr. F. Durcan Seconded by Cllr. B.K. Gavin That the sympathy of the Council be extended to Mr. Mark Cavanagh, Seapoint, Rosbeg, Westport, on the death of his Wife, Claire, and to Mr. & Mrs Liam Jordan, Rosbeg, Westport, on the death of their Daughter, Karen. Tributes were then paid to the Cathaoirleach for the manner in which he carried out his duties during his term of Office.

ITEM NO. 2. TO ARRANGE A DATE FOR THE ANNUAL MEETING OF THE COUNCIL. That the Annual Meeting of the Council be held on Friday, 28 th June, 2013, at a.m.. ITEM NO. 3. (a) TO NOTE ANNUAL FINANCIAL STATEMENT FOR YEAR ENDING 31 st DECEMBER, 2012; (b) TO APPROVE EXPENDITURE IN EXCESS OF BUDGET FOR Mr. P. Duggan, Head of Finance, outlined details of this Item to the Members. Following discussion, it was - (a) 2012, That the Annual Financial Statement for Year ending 31 st December, as circulated, be noted. (b) as That the Council hereby approve of variations of expenditure in 2012 in relation to the expenditure provided for in the adopted Budget for 2012, detailed in Annual Financial Statement for 2012.

3 - 3 - ITEM NO. 4. TO CONSIDER REQUEST RECEIVED FROM COMMUNITY ACTION ON DEMENTIA IN MAYO TO ADDRESS A MEETING OF THE COUNCIL. That representatives from Community Action on Dementia in Mayo be invited to address the July Meeting of the Council. ITEM NO. 5. (a) TO CONSIDER MANAGER S REPORT ON SUBMISSIONS RECEIVED ON DRAFT CLAREMORRIS LOCAL AREA PLAN IN ACCORDANCE WITH SECTION 20 OF THE PLANNING AND DEVELOPMENT ACTS ; (b) TO MAKE THE CLAREMORRIS LOCAL AREA PLAN AS RECOMMENDED IN MANAGER S REPORT WITH OR WITHOUT AMENDMENTS. Having considered Manager s Report on Submissions received on Draft Claremorris Local Area Plan in accordance with Section 20 of the Planning and Development Acts , it was - Proposed by Cllr. T. Connolly Seconded by Cllr. R. Finn That we hereby make the Claremorris Local Area Plan as recommended in Manager s Report in accordance with Section 20 of the Planning and Development Acts ITEM NO. 6. STRATEGIC REVIEW OF IRELAND WEST AIRPORT KNOCK. The County Manager updated the Members on the current position in relation to Strategic Review of Ireland West Airport Knock. ITEM NO. 7. TO CONSIDER REPORT DATED 29 th APRIL, 2013, IN ACCORDANCE WITH PART 8 OF THE LOCAL GOVERNMENT (PLANNING AND DEVELOPMENT) REGULATIONS, 2001 AND THE LOCAL GOVERNMENT ACT, 2001, IN RESPECT OF PROPOSED DEVELOPMENT OF A LINEAR TRAIL FOR THE PROVISION OF BOTH WALKING AND CYCLING FROM CASTLEBAR TO THE NATIONAL MUSEUM OF IRELAND COUNTRY LIFE AT TURLOUGH, CO. MAYO. Proposed by Cllr. B.K. Gavin Seconded by Cllr. E. McCormack That we hereby adopt Report dated 29 th April, 2013, in accordance with Part 8 of the Local Government (Planning and Development) Regulations, 2001 and the Local Government Act, 2001, in respect of proposed development of a linear trail for the provision of both walking and cycling from Castlebar to the National Museum of Ireland Country Life at Turlough, Co. Mayo.

TO CONSIDER REPORT DATED 2 nd MAY, 2013, IN ACCORDANCE WITH PART 8 OF THE LOCAL GOVERNMENT (PLANNING AND DEVELOPMENT) REGULATIONS, 2001 AND THE LOCAL GOVERNMENT ACT, 2001, IN RESPECT OF PROPOSED PROVISION OF FOOTPATHS, PEDESTRIAN CROSSINGS AND TRAFFIC CALMING IN THE VILLAGE OF MULRANNY IN THE TOWNLANDS OF MALLRANNY AND MURREVAGH. Proposed by Cllr. G. Coyle Seconded by Cllr. M. Holmes That we hereby adopt Report dated 2 nd May, 2013, in accordance with Part 8 of the Local Government (Planning and Development) Regulations, 2001 and the Local Government Act, 2001, in respect of proposed provision of footpaths, pedestrian crossings and traffic calming in the Village of Mulranny in the Townlands of Mallranny and Murrevagh. ITEM NO. 9. TO CONSIDER REPORT DATED 3 rd MAY, 2013, IN ACCORDANCE WITH PART 8 OF THE LOCAL GOVERNMENT (PLANNING AND DEVELOPMENT) REGULATIONS, 2001 AND THE LOCAL GOVERNMENT ACT, 2001, IN RESPECT OF PROPOSED WIDENING AND REHABILITATION OF BUNOWEN BRIDGE, LOUISBURGH, IN THE TOWNLANDS OF CAHER AND CLOONCARRABAUN, LOUISBURGH, CO. MAYO. Proposed by Cllr. A.F. O Malley Seconded by Cllr. M. Adams That we hereby adopt Report dated 3 rd May, 2013, in accordance with Part 8 of the Local Government (Planning and Development) Regulations, 2001 and the Local Government Act, 2001, in respect of proposed widening and rehabilitation of Bunowen Bridge, Louisburgh, in the Townlands of Caher and Clooncarrabaun, Louisburgh, Co. Mayo. ITEM NO. 10. TO CONSIDER TERMS OF LETTER DATED 17 th APRIL, 2013, RECEIVED FROM THE DEPARTMENT OF AGRICULTURE, FOOD AND THE MARINE IN RESPECT OF FISHERY HARBOURS AND COASTAL INFRASTRUCTURE DEVELOPMENT PROGRAMME Proposed by Cllr. A.F. O Malley Seconded by Cllr. M. McNamara That we hereby accept terms of Letter dated 17 th April, 2013, received from the Department of Agriculture, Food and the Marine in respect of Pier Projects at Bundorragha, Newport Quay, Killala Main Pier and Saleen under the Fishery Harbours and Coastal Infrastructure Development Programme 2013, and that a contribution from Mayo County Council of 142,500 for these Projects be hereby approved.

KERRY, FROM 29 th MAY TO 1 st JUNE, The Council were informed of the estimated cost of sending a Delegate to this Conference. ITEM NO. 17. TO CONSIDER NOMINATING REPRESENTATIVES TO ATTEND SEMINAR STANDARDS FOR RENTED HOUSES TO BE HELD IN THE WESTPORT PLAZA HOTEL, CASTLEBAR STREET, WESTPORT, CO. MAYO, ON 7 th AND 8 th JUNE, The Council were informed of the estimated cost of sending a Delegate to this Seminar. ITEM NO. 18. TO CONSIDER NOMINATING REPRESENTATIVES TO ATTEND SEMINAR SUPPORTING ENTERPRISE, LOCAL DEVELOPMENT AND ECONOMIC GROWTH TO BE HELD IN THE CONNACHT HOTEL (FORMERLY CARLTON HOTEL, GALWAY CITY), DUBLIN ROAD, GALWAY, ON 14 th AND 15 th JUNE, The Council were informed of the estimated cost of sending a Delegate to this Seminar. ITEM NO. 19. TO CONSIDER NOMINATING REPRESENTATIVES TO ATTEND SEMINAR LOCAL GOVERNMENT : LEARNING FROM THE ENVIRONMENT TO BE HELD IN HYLAND S BURREN HOTEL, BALLYVAUGHAN, CO. CLARE, ON 14 th AND 15 th JUNE, The Council were informed of the estimated cost of sending a Delegate to this Seminar. Seconded by Cllr. J. Cribbin That Cllr. H. Kenny be nominated to attend Seminar Local Government : Learning from the Environment to be held in Hyland s Burren Hotel, Ballyvaughan, Co. Clare, on 14 th and 15 th June, Conference Athlone, Co. Westmeath 29 th April to 1 st May, Proposed by Cllr. M. Holmes Seconded by Cllr. M. McNamara That the attendance of Cllr. R. Conway-Walsh at Equip Political Campaign School Women for Election held in the Radisson Hotel, Athlone, Co. Westmeath, from 29 th April to 1 st May, 2013, be hereby approved.
