Apologies were also received from PCSO B Levy 13/103 DECLARATIONS OF INTEREST Cllr Kammoun Lion Road Development, neighbour to site proposed for allotments 13/104 MINUTES The minutes of the Parish Council meeting held on 25 th November 2013 had been previously circulated and following three typing errors they were approved and signed by the Chairman as a true record. The Minutes of the Parish Meeting held on 9 th December were received. 13/105 MATTERS ARISING 1. A letter about the Community Governance Review had been sent to Scottow Parish Council; it would consider it at its next meeting. 2. Mike Clemo, community support worker at Momentum (Norfolk) had accepted the Council s invitation to attend its next meeting in February to talk about Youth Councils. Momentum(Norfolk) were commissioned by the Youth Advisory Board to support volunteers in the District in either developing existing or establishing new youth provision. 3. There had been no news from Tim Edmunds, NCC Highway Network Manager or Kevin Allen NCC Highway Proposals Team on schemes to improve safety at the Lion Road junction and surrounding road network. 4. Community Resilience contact details for chainsaws and road clearing was received. It was recommended that contact be made with the schools and key holders for Buxton Church. Cllr Goodman had keys to BALAY Park and the Scout premises. 13/106 REPORTS District Council Cllr Barbara Rix gave a report on meetings she had attended. She reported on her appointment to represent the Buxton ward on the Cittaslow Aylsham Committee. She had also attended the social media course provided by Broadland to help members optimise their presence on the Web. She reported on a new

2 777 traveller site at Hevingham and on service improvements and cost savings made at Broadland through the introduction of systems Thinking approach. County Councillor David Harrison reported on budgetary concerns at County which was waiting for a pronouncement from government on the purchase on the Kings Lynn incinerator. He reported that activity on the Northern Distributor Route was about to begin commencing with the Postwick interchange which could start in April. Improvement to the A 47 between Gt Yarmouth and Norwich were also anticipated. He offered to check out progress on the Council s request to Norfolk County Council Highways for a 20-mph speed limit outside the school. 13/107 ADJOURNMENT It was agreed to adjourn the meeting to take comments from members of the public and councillors with prejudicial interests. Mr Curtis, Chair Lamas Village Hall Committee informed the Council that the roof of Lamas Village Hall would need to be refurbished within the next 5 years at an estimated cost of 4,000-6,000 but that a reserve of 10,000 might be more realistic. It was suggested that a full survey of the building should be undertaken by the Council before starting on any repairs. The hall belongs to the Parish Council. 13/108 PICTO CHARITY It was agreed to nominate Mrs Rosemary Roth and Mr Anthony Shaw as trustees to the Picto Charity for a period of four years. 13/109 FINANCE 1. Bank Reconciliation as at 30 th December 2013 was received, the current a/c was verified against the bank statement and signed by Cllr Shaw. On 30 th December there was 35, in current account 7, in the deposit account and 3.11 cash. The Quarterly Financial Statement and reserves were received and approved 2. The Grant Aid policy was considered. It was agreed to adopt the policy with the following amendment: 2..and an undertaking to give a report once completed on how the money was used with photos and or accounts as appropriate. This would enable the Council to report to residents on help it had given to community projects and it could be kept as an archive. 3. Grant Aid. Having received copy of its full accounts It was agreed to grant 1,500 from the New Home Bonus Reserve, to Buxton Village Hall Management Committee towards ceiling repairs in its small hall. All other grant applications would be considered following receipt of their latest accounts. 4. Financial Risk Assessments were considered and the following changes made: FRA2 The Clerk and Chairman are the first contact points for matters affecting BALAY Park. The Clerk will carry out necessary inspections. The Chairman of Lamas Village Hall Committee is the first contact point for matters affecting the Village Hall and will carry out necessary inspections. FRA 4 - this would be reviewed following any changes made to cheque payments. FRA5 add: a register will be signed when portable hard drives are exchanged. The Clerk was asked to purchase an additional portable hard drive. 13/110 BUDGET The draft budget was examined and it was agreed to set the budget for contingencies at 800. The budget for approved as appended to these minutes. 13/111 PRECEPT It was agreed to precept 33,802 for /112 PLANNING There were no planning applications. The following pre- application consultations were considered: 1. Lion Road Development pre application consultation Amended plans produced by Irelands were presented and considered and the landowner, Mr Waller, answered members questions. It was agreed to raise the following points with Irelands: Adoption by Highways - To urge Norfolk County Council Highways to adopt as much of the road network on the estate as possible. Entrance to the estate To note road safety concerns due to the slope of the road at the junction of the estate on to Lion Road. A busy road close to an accident black spot.

4 779 Access to BALAY Park - this would simply be pedestrian access to BALAY field, there would be no public right of way nor a dedicated footpath inside the perimeter fence as shown on the draft plan. Drainage - residents had raised concern about the drainage from the development which stands above neighbouring properties and is in an area of high water table prone to flooding. It would like to be assured that surface water will flow away from the village. Overall members supported this development and expressed their appreciation in working with the applicant prior to submission of the planning application. 2. Former RAF Coltishall Officers Mess Site Proposed Residential Development Following a drop-in session held by NPS Property Consultants Ltd the developers for Norfolk County Council, the landowner on 11 December at Badersfield The County Council extended the consultation deadline from 18 th December to enable the Parish Council to make comments on its proposals. The draft plans for the development were circulated. Residents explained that access over Barnby Road and Filby Road and the surrounding estate would not be permitted as it was all privately owned. County Council had in the past declined the residents request to adopt Barton Road and Filby Road. It was agreed to raise the following points with NPS Property Consultants Ltd Lack of Infrastructure and possible isolation- concern was raised about the routes and distance residents would have to use to get to the village hub and where community facilities were limited with just one shop and a bus stop, there were no medical practices etc to support the community. Jaguar Drive - the amount of traffic that would use this main access route to HMP Bure could be dangerous particularly for emergency vehicles accessing the prison. Hautbois Road high number of vehicle movements at the junction of Jaguar Drive and Hautbois Road, a busy minor road that does not qualify for gritting raised concerns about road safety. Parking Spaces the Council has suggested a minimum of two spaces per residential property. It did not appear that there would be adequate car parking space by the Officers Mess. More parking spaces would be required for this rural development where there were limited public services. 13/113 CORRESPONDENCE & REPORTS 1. Cllr T Shaw represented the Council at the meeting of the CLRG at RAF Coltishall, on 21 November, the minutes were circulated. It was noted that the Development Vision had been updated and published on the County Council website. 2. Cllr K Kammoun attended a course on Making Social Media Work for Councillors at Broadland A list of correspondence received had been circulated and copies of the items were available from the Clerk. They were noted 3. Community Infrastructure Levy council considered the report from Broadland District Council and agreed that it did not feel able to express a view on adopting a formal agreement with Broadland on CIL income until more information was available.

5 780 13/114 HIGHWAYS Trods at The Street Lamas. Norfolk County Council Highways estimated that trods or pedestrian refuges made up of wooden edging an loose fill material would cost approximately 60 per linear meter. It was agreed to apply to Norfolk County Council for grant funding towards two sections of 40 linear meters of trod on The Street, Lamas at an estimated total cost of 4,800 No other matters were raised 13/115 RIVER, FOOTPATHS & VILLAGE MAINTENANCE No matters were raised 13/116 BALAY PARK There were no matters arising 13/117 LATE CORRESPONDENCE & AGENDA ITEMS No matters were referred to the next meeting on 10 February /118 CLOSURE OF THE MEETING There being no further business the Chairman closed the meeting at pm
