3 Executive Summary Spokane Transit provides fixed route bus service, Paratransit service comparable to fixed route service and Vanpool service, to the cities of Airway Heights, Cheney, Liberty Lake, Medical Lake, Millwood, Spokane and Spokane Valley as well as unincorporated areas of Spokane County that are within the Public Transportation Benefit Area (PTBA). In addition to providing fixed route, Paratransit and Vanpool service, Spokane Transit also serves 1,686 bus stops, serves and maintains 118 transit shelters, serves and maintains twelve park and ride lots as well as provides bike lockers at select locations in the service area. The following report will provide information in regards to Spokane Transit facilities to include bus stop level ridership, park and ride lot utilization, and passenger facilities projects delivery. Spokane Transit believes it must invest responsibly in infrastructure that supports STA s Mission Statement and stated Comprehensive Plan goals and policies Results Bus Stops In 2013, Spokane Transit completed the fourth phase of a multi-phase project to reduce the number of bus stops in the system. At the end of 2013, Spokane Transit has 1,686 bus stops in the system. Stop Consolidation has enabled Spokane Transit the ability to: Improve travel speeds for fixed route buses Reduce travel times for passengers onboard fixed route buses Allow a greater proportion of customers to access bus stops adjacent to crosswalks and signalized intersections Reduce maintenance costs attributed to frequent stopping and starting of fixed route buses Phase IV of Stop Consolidation focused on reductions to stops on Route 21 West Broadway, Route 23 Maple/Ash, Route 29 SCC, Route 32 Trent/Montgomery, Route 39 Mission, Route 62 Performance Report Passenger Facilities 1 Spokane Transit Authority

Ridership 2013 marked Spokane Transit s third highest year in total fixed route ridership with 11,087,049 passengers carried. The following table indicates the top ten weekday boarding locations for bus stops (excluding The Plaza, park and ride lots and transit centers) for Boarding data is compiled via onboard route surveys completed as part of Spokane Transit s Transit Monitoring Program (TMP). Spokane Transit surveys two randomly selected trips, as well as additional trips, each service day except holidays. In ,698 trips, up from 7,467 in 2012, were surveyed as part of the TMP program. 5 Stop-level boarding data is helpful in regards to potential passenger interface improvements as it shows where customers are accessing the system. A complete listing of boardings by stop is listed in the Appendix. Continued strong ridership on the Spokane Transit system is not only good for the transit system but for everyone who travels the roadways in the service area. On average, the Division Street corridor carries more than 40,000 cars each weekday based on Washington State Department of Transportation (WSDOT) data for Spokane Transit helps to reduce congestion on the Division Street corridor by carrying over 2,000 passengers per day on an average weekday. Local routes also benefit from Spokane Transit. City of Spokane traffic counts indicate more than 20,000 vehicles travel the Monroe Street corridor north of downtown Spokane on an average weekday. Spokane Transit carries more than 1,600 people along this same route. For these passengers, and over 40,000 other passengers who use the service each weekday, Spokane Transit provides a means to move around the service area without the need to take a car. Capital Projects Spokane Community College Spokane Community College (SCC) is a major transit center located on the eastern edge of the City of Spokane. SCC is served by Routes 29 SCC, 32 Trent/Montgomery, 33 Wellesley and 34 Freya. The original transit center was built in the 1980s and, though it was designed as an island platform, only one side was in use. Regardless of destination, all buses faced the same way at the transit center which caused confusion for passengers and difficulty for operations. In cooperation with Community Colleges of Spokane, Spokane Transit updated the transit center to accommodate operations on both sides of the island as well as installed six new transit shelters, added improved passenger signage, placed new concrete on the island and included ADA upgrades to ramps and pedestrians crossings. 7 Passenger Interface Improvements There are several options for improvements to bus stops to include transit shelters, lighting, bicycle facilities and pedestrian access improvements. Transit Shelters For new transit shelter installation, stops typically must meet one of the following criteria: 1) 25 or more weekday average boardings 2) Transfer point between two or more routes 3) Adjacent to a ridership generator with a high percentage of riders with limited mobility Spokane Transit may place transit shelters at locations that do not meet the above criteria on a case by case basis. In 2013 Spokane Transit installed five transit shelters within the service area. Three locations received a new narrow-footprint shelter. The narrow-footprint shelter provides a covered waiting area for passengers but requires approximately 2 feet less depth to install. This enables Spokane Transit to install shelters in locations that otherwise may be too narrow to fit a full size shelter. The three locations that received a narrow-footprint shelter include Monroe and Broadway, Ruby and Indiana and Manito Center. The shelters on Monroe and Broadway and Ruby and Indiana were newly added shelters while the shelter installed at Manito Center replaced an existing shelter that had passed its useful life. Two full size transit shelters were installed as part of cooperative projects with Gonzaga University and Altek, Inc., a Liberty Lake based company. As part of these projects, Gonzaga University and Altek, Inc. were responsible for the construction of the concrete pad and Spokane Transit was responsible for the construction of the shelters and will maintain them for the life of their agreements. Pedestrian Access Improvements In addition to adding amenities at bus stops, Spokane Transit also seeks to improve pathways to and from bus stops. Improvements may include sidewalk improvements, ADA access improvements and landing pads at bus stops. In 2013 Spokane Transit constructed a new sidewalk and ADA-compliant landing pad at the Route 25 Division bus stop located on Newport Highway southbound at Graves Road. These improvements provided a level, ADA-compliant pathway to the bus stop which is used by approximately 37 riders each weekday. Previously there was a rutted, dirt path which made accessing the stop difficult. Performance Report Passenger Facilities 5 Spokane Transit Authority

8 Graves Road and Newport Highway Project Park and Ride Lots Spokane Transit operates twelve park and ride locations within the service area. Demand for parking remains strong and Spokane Transit continues to look for ways to improve service to and from park and ride lots as well as possible locations for new park and ride lots in conjunction with planning for the High Performance Transit (HPT) network. Spokane Transit collects park and ride utilization data in two ways: 1) Via routine surveys conducted by Spokane Transit Security personnel. 2) Annual License plate surveys of all park and ride lots in the service area. Counts performed by security staff are conducted multiple times each weekday with a minimum of one count during the peak period when utilization of the lot is typically highest (exception: counts may or may not be conducted daily at outlying lots such as K Street Station or Cheney based on available manpower). The highest recorded count of the day is used for calculating average weekday usage of each lot. Performance Report Passenger Facilities 6 Spokane Transit Authority

9 For the second straight year Spokane Transit conducted a license plate survey at every park and ride in the service area. With the assistance of the Washington State Department of Licensing, the registered vehicle s address is provided to Spokane Transit. This data is important as it provides a point of origin for the vehicles utilizing the park and ride lot. Determining the point of origin is useful in aiding Spokane Transit s plan for future park and ride lots. It should be noted that address information obtained from the state department of licensing is the registered vehicle address and may not be indicative of where the vehicle is actually originating from. Arena Lot City Location Available Parking Spaces Spokane W Boone Avenue and Howard Street 488 The Arena Lot is served by the Route 1 Plaza/Arena shuttle which provides ten minute peak frequency on weekdays only. Customers who choose to park at the Arena Lot can pay the $1.50 cash fare, purchase a $3.50 day pass or purchase a monthly pass for $ The monthly pass provides unlimited travel on shuttle vehicles. 10 206 of the available 488 spaces were occupied during surveys conducted in October License plate survey data indicates vehicles utilizing the Arena Lot generally come from areas to the north: however, some vehicles originate south of Spokane and from the west. Airway Heights Park and Ride City Location Available Parking Spaces Airway Heights SR 2 (in front of Yoke s Foods) 22 Airway Heights Park and Ride is served by the Route 61 Highway 2 via Browne s Addition route which provides thirty minute peak frequency on weekdays and hourly service on nights and weekends. On a weekday, an average of four vehicles occupy the lot which is virtually unchanged from the previous year s data. On average there are 70 boardings each weekday, down from 87 in Performance Report Passenger Facilities 8 Spokane Transit Authority

12 Country Homes Christian Church City Location Available Parking Spaces Spokane Wall Street and Country Homes Boulevard 50 In cooperation with the Country Homes Christian Church, Spokane Transit offers 50 parking spaces to customers of the Route 124 North Express. Though the lot has been in service since 2011, 2013 marks the first full year of counts being conducted at the Country Homes Christian Church. Based on these counts, approximately one quarter of the available spaces are occupied on an average weekday. 13 Fairwood Lot City Location Available Parking Spaces Spokane 511 W. Hastings Road 200 Fairwood Lot is served by the Route 124 North Express on weekdays only. Parking at Fairwood Lot is made possible via a lease agreement with The Calvary Chapel. While there is adequate space for up to two hundred vehicles, the main function of the Fairwood Lot is to provide an alternate location for customers who were unable to find parking at Hastings Park and Ride. Parking, as did ridership, at Fairwood Lot increased slightly in 2013 with an average of 21 vehicles occupying the lot compared to approximately 17 in Average weekday boardings increased from 34 in 2012 to 50 in Performance Report Passenger Facilities 11 Spokane Transit Authority

15 Five Mile Park and Ride City Location Available Parking Spaces Spokane Ash Street and Five Mile Road 99 Five Mile Park and Ride is served by the Route 22 Northwest Boulevard, Route 24 Monroe, Route 27 Hillyard and Route 66 Cheney on select trips. Given the number of routes that serve the park and ride, it enjoys a peak frequency of six buses an hour departing for downtown Spokane on weekdays. Year over year use of the lot remains unchanged with an average of 75 vehicles occupying the lot on a weekday. Five Mile Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC Vehicles utilizing the lot tend to originate from locations to the north/northwest of the park and ride with a solid concentration along the Indian Trail Road corridor. Spokane Transit has identified Indian Trail Road as a potential location for a park and ride as part of the High Performance Transit planning process. 16 Hastings Park and Ride City Location Available Parking Spaces Spokane Hastings Road and Mayfair Road 135 Hastings Park and Ride is served by Routes 25 Division, 124 North Express and Route 66 Cheney/EWU which has two morning departures when EWU is in session. The Route 25 provides fifteen minute peak frequency and thirty minute frequency on nights and weekends. The Route 124 operates on weekdays only. 17 JAN FEB MAR APR MAY JUN Hastings JUL AUG SEP OCT NOV DEC Capacity Over the past two years Hastings Park and Ride has maintained an average of 100 vehicles utilizing the lot on an average weekday. As can be seen in the chart above, there are times when the lot is over capacity in October, most likely this is due to Eastern Washington University being in session and students using the Route 66 bus. During such periods customers have been observed parking along Mayfair Road at the western edge of the park and ride. Performance Report Passenger Facilities 15 Spokane Transit Authority

18 K Street Station City Location Available Parking Spaces Cheney K Street and 1 st Avenue 28 K Street station is served by the Route 68 Cheney Local as well as the Route 165 Cheney Express. The Route 68 provides thirty minute peak frequency on weekdays and hourly frequency on nights and weekends. The Route 165 provides thirty minute peak frequency on weekdays only. Approximately seven to eight vehicles are parked in the lot on an average weekday. While utilization of the lot is not high, the average weekday boardings did increase in Approximately 75 boardings occurred each weekday in 2013 compared to 54 in Performance Report Passenger Facilities 16 Spokane Transit Authority

19 30 25 Cheney (K Street) Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC Fourteen (14) vehicles were parked in the lot during the October 2013 license plate survey. Of those surveyed, none of the vehicles were within the immediate area of the park and ride and many of the vehicles surveyed had address locations that were probably the registered vehicle s address and not the garaged location. For example, one vehicle surveyed has a registered address in Gig Harbor, Washington which is almost 300 miles away from Cheney by car. 20 Jefferson Lot City Location Available Parking Spaces Spokane Jefferson Street between 3 rd and 4 th Avenues 420 The Jefferson Lot is served by the Route 66 Cheney/EWU with fifteen minute frequency, or better, during the peak period when school is in session, thirty minute frequency on non-school days and hourly frequency on nights and weekends. The lot is also served by Route 62 with limited weekday service and Route 165 during the peak period. Demand for parking at the Jefferson Lot remains strong and it is not uncommon for the lot to be at or near capacity, particularly during Eastern Washington University s fall and winter quarters. Jefferson Lot is the busiest park and ride in the system with 588 boardings on an average weekday. Performance Report Passenger Facilities 18 Spokane Transit Authority

21 600 Jefferson Lot Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC During the October 2013 license plate survey over 450 vehicles were counted in the lot, which is above its listed capacity of 420 spaces. As can be seen in the map below, vehicles utilizing the lot come from areas across Spokane. Density is heaviest to the south with a defined high density also found along Francis Avenue east of Nevada Street. Weekday boardings were also high with an average of 588 boardings per day. 22 Liberty Lake Park and Ride City Location Available Parking Spaces Liberty Lake E Mission Avenue and Meadowwood Lane 165 Liberty Lake Park and Ride is served by the Route 98 Liberty Lake via Sprague and the Route 174 Liberty Lake Express. The Route 98 provides thirty minute peak frequency and hourly service on nights and weekends between Liberty Lake Park and Ride and the Valley Transit Center via Sprague Avenue. The Route 174 provides between eight and fifteen minute peak frequency weekdays only to downtown Spokane via Interstate 90. Use of the Liberty Lake Park and Ride remains strong and was up by about 8% over the year prior. Though the average number of vehicles parked in the lot is 135 it is not uncommon for the lot to be full and for customers to seek parking elsewhere to include the parking lot of the Albertsons shopping center adjacent to the park and ride JAN FEB MAR APR MAY JUN Liberty Lake JUL AUG SEP OCT NOV DEC Capacity License plate survey data from October 2013 indicates a continued strong density of vehicles utilizing the lot from the apartments and single family homes central to the City of Liberty Lake. Vehicles also originate from Barker Road to the west and Wellesley Avenue to the east. Liberty Lake Park and Ride is also a popular lot for commuters from Idaho with 35% of vehicles surveyed in October having Idaho license plates. 23 Mirabeau Point Park and Ride City Location Available Parking Spaces Spokane Valley E. Indiana Avenue 198 Mirabeau Point Park and Ride is served by the Route 32 Trent/Montgomery, Route 96 Pines/Sullivan, Route 97 South Valley, and the Route 174 Liberty Lake Express. These routes provide customers with various trip options to include direct service to Spokane Community College via the Route 32, access to the Valley Transit Center and Pines and Sullivan corridors via the Route 96 and 97 as well as access to downtown Spokane via the Route 174. Demand for parking at Mirabeau Point Park and Ride continues to grow with the average number of vehicles in the lot increasing by 16% over At 422 average weekday boardings, compared to 314 in 2012, Mirabeau is the third busiest park and ride in the Spokane Transit system behind the Valley Transit Center and Jefferson Lot. The 2013 results compared favorable to the 2012 license plate survey with a solid concentration of vehicles utilizing the lot originating in the south valley area, west towards Barker Road and to the north along Trent and Wellesley west of Sullivan Road. 25 Pence-Cole Valley Transit Center (VTC) City Location Available Parking Spaces Spokane Valley 4 th Avenue and University Road 236 The VTC is served by the Route 90 Sprague, Route 96 Pines/Sullivan, Route 97 South Valley, Route 98 Liberty Lake via Sprague and the Route 173 VTC Express. The Route 90 offers fifteen minute peak frequency while the 96, 97, 98, and 173 all offer thirty minute peak frequency. Route 90 provides thirty minute frequency nights and weekends while the 96, 97 and 98 offers hourly. Performance Report Passenger Facilities 23 Spokane Transit Authority

26 250 Pence-Cole Valley Transit Center Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC Vehicles utilizing the Valley Transit Center parking are heavily concentrated in the South Valley area bordered by Dishman-Mica Road to the west and Sullivan Road to the east. 27 South Hill Park and Ride City Location Available Parking Spaces Spokane 31 st Avenue and Southeast Boulevard 98 The South Hill Park and Ride is served by the Route 34 Freya, Route 43 Lincoln/37 th Avenue, the Route th Avenue and the Route 45 Regal. The Route 43 offers thirty minute peak frequency and the Routes 34, 44 and 45 offer fifteen minute peak frequency. Hourly service is offered on nights and weekends. Utilization of South Hill Park and Ride fell by approximately 15% from 2012 with an average of 34 vehicles parked in the lot on a weekday. It should be noted that though utilization of the park and ride lot is light, the location itself averages 300 boardings each weekday South Hill Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC As was seen in 2012, license plate surveys conducted in October 2013 indicate a strong density of vehicles originating from the southwest of the park and ride bordered by Regal Street on the west and Havana Street to the east and from 29 th Avenue on the north to 57 th Avenue on the south. 28 Bike Lockers Spokane Transit provides bike lockers at certain park and ride lots for customers who wish to ride their bike as well as access the fixed route system. All Spokane Transit buses have the capability of holding two bicycles on racks mounted on the front of the bus. Bike lockers can be rented on a monthly basis by contacting Spokane Transit Customer Service. Customers pay an initial fee of $40.00 which includes a refundable $25.00 key deposit and the first three (3) months of rental. Each additional month costs $5.00.
