7 3 - Boise Airport to Hyde Park This route is a combination of the 3 and 14 routes. The new route will create a north/south route through downtown with no layover at Main Street Station. The routing through the North End is simplified as well. Additionally, the route is moving to 30-minute service all day rather than the current 20 minute peak/40 minute midday in order to align with other routes in the system and improve on time performance. ValleyConnect 2.0 Route Design Guidelines Is Direct, Simple, Consistent, and Easy to Understand Improves legibility of route through North End Serves Areas of Strong Demand Creates direct link from North End, downtown, Vista, and the airport Has Strong Anchors at Both Ends Moves service to area of North End with higher transit demand Appropriate Spacing and Minimal Duplication No major changes to route spacing Matches Service Levels to Demand Creates opportunities to reallocate resources to higher performing routes Adequate Speed and Access Average stop spacing is 0.23 miles, consistent with local service design Serves Multiple Purposes and Destinations Serves commercial, airport, and residential areas. 9 11 Garden City Route 11 is being reconfigured to provide two-way service on Adams Street. We believe that this will provide a safer and more pleasant experience for the majority of the users of the service, as there will no longer be a need to cross Chinden Boulevard to reach inbound stops. Additionally, route will run in the peak hours rather than the middle of the day. ValleyConnect 2.0 Route Design Guidelines Is Direct, Simple, Consistent, and Easy to Understand Eliminates looping of Route 11 Serves Areas of Strong Demand Serves a variety of uses and a diverse spectrum of users in the Garden City area Has Strong Anchors at Both Ends Extends service to Fairgrounds Appropriate Spacing and Minimal Duplication Eliminates duplication with 8x along Chinden Boulevard Creates duplicate service during peak hours with 8x Matches Service Levels to Demand Moves service time to peak hours Creates opportunities to reallocate resources to higher performing routes Adequate Speed and Access Average stop spacing is 0.3 miles, consistent with local service design Serves Multiple Purposes and Destinations Serves Fairground, variety of residential and commercial uses in Garden City, and downtown Appropriate Route Length, Neighborhood Segments, and Interlining Improves service Adams Performance Analysis Performance Measure Previous Anticipated Ridership 11.8 Boardings/Hour Improved On Time Performance 75.2% No Change Frequency 60 minutes midday 60 minute peak Span 10:00 AM-3:00 PM 6:00 AM-9:00 AM, 4:00 PM- 7:00 PM 9

11 17 Warm Springs Route 11 is being reconfigured to provide two-way service on the entire length of Warm Springs and better match transit supply with demand. This will provide more direct service to the neighborhoods just East of downtown Boise. The changes will eliminate service on Walnut and Park Blvd and reduce service in low performing areas. ValleyConnect 2.0 Route Design Guidelines Is Direct, Simple, Consistent, and Easy to Understand Eliminates looping of Route 17 Serves Areas of Strong Demand Serves a variety of uses from apartments to medical facilities and parks for recreation Has Strong Anchors at Both Ends Downtown Boise on the West and the Old Penitentiary on the End Appropriate Spacing and Minimal Duplication Simplified design reduces the need for duplication Matches Service Levels to Demand Creates opportunities to reallocate resources to higher performing routes Adequate Speed and Access - Average stop spacing is 0.2 miles, which is somewhat too close. There could be an opportunity to remove a stop. Serves Multiple Purposes and Destinations Serves a variety of uses from apartments to medical facilities and parks for recreation Appropriate Route Length, Neighborhood Segments, and Interlining Is a reliable service providing opportunities for other interlines Performance Analysis Performance Measure Previous Anticipated Ridership 15.5 Boardings/Hour Improved On Time Performance 95.7% No Change Frequency 60 minutes all day 60 minute all day Span 6:45 AM-6:00 PM 6:45 AM-6:00 PM 11

13 29 - Boise Towne Square to VA Boise State This route is a combination of the current 16 and 29 routes. Previously, Route 16 cycled between the VA, Downtown Boise, and the East End Neighborhood. Route 29 went from Boise State University to Boise Towne Square via Protest Road, on to Overland Road, then down Cole Road. The new 29 route will join the anchors of the VA and Boise Towne Square in a single route. Saturday service will be available between Boise Towne Square and Main Street Station. 15 2018 Service Changes Canyon County On Time Performance Routes have struggled to keep up with the printed schedules o This is primarily because of increased congestion on Interstate 84 and near the exits. As a result, VRT is reviewing and adjusting the timings of our Canyon County and Intercounty routes. Because the primary factor in operating costs is hourly driver wages, any loss in travel speed means a loss in the amount of service that can be offered on a fixed budget. To make up for the slowdown, VRT is proposing to end Route 40 at Main Street Station, as well as combining Routes 41 and 42 into a single route between the Happy Day Transit Center and Towne Square Mall. o Riders can utilize several Ada County routes from Boise Towne Square to downtown Boise and Boise State, and use the free Boise State Shuttle from downtown Boise to BSU. 15
16 Current Proposed We are proposing to combine the 41 and 42 routes into one route terminating at Towne Square Mall. From there, riders can transfer to several Ada County routes that stop there. Similarly, we are proposing to terminate Route 40 at Main & 8 th. Riders can transfer to several VRT routes at Main Street Station, or to the free Boise State Shuttle. The BSU Shuttle provides frequent service between downtown and Boise State. Boise State Shuttle Service 16
