4 Summary of Plans 4 Excellent level public participation, with 20 plans submitted by the public 3 additional plans from NDC The NDC plans show options that may not have been covered by the public plans, and to show options that combined different elements of different plans 12 plans (9 from the public and 3 from NDC) have balanced populations use the Santa Fe Railroad as the north-south border.
