27 New Business Informational debrief on Washington DC equivalent of the ACR Bob Cameron Fly Quiet SC MWAA Community Noise WG DCA Fly Quiet Program Reagan Washington National Airport s Fly Quiet Program is a Metropolitan Washington Airports Authority (MWAA) Airport Community Roundtable initiative implemented by the MWAA Aircraft Noise Abatement Office. Its purpose is to encourage individual airlines to operate as quietly as possible at DCA. The program promotes a participatory approach in complying with noise abatement procedures and objectives by grading an airline s performance and by making the scores available to the public via the MWAA Website, newsletters, publications, and public meetings. Fly Quiet offers a dynamic venue for implementing new noise abatement initiatives by praising and publicizing active participation rather than a system that admonishes violations. The Fly Quiet Program includes comprehensive noise abatement procedural guidance for pilots and air traffic controllers to use when operating at DCA. Fly Quiet procedures developed by the MWAA, the airlines, and Air Traffic Controllers, Fly Quiet Manuals are distributed to airline pilots and air traffic controllers that contain information on noise abatement procedures and flight tracks which route aircraft over the Potomac River to avoid populated areas as much as possible. Fly Quiet Program Goals The overall goal of the DCA Fly Quiet Program is to influence airlines to operate as quietly as possible in the Washington DC Metropolitan Area. A successful Fly Quiet Program should reduce both single event and total noise levels around the airport and along the departure and approach flight paths. Fly Quiet Program Reports Fly Quiet reports communicate results in a clear, understandable format on a scale of 0-10, zero being poor and ten being good. This allows for an easy comparison between airlines over time. Individual airline scores are computed and reports are generated each quarter. These quantitative scores allow airline management and flight personnel to measure exactly how they stand compared to other operators and how their proactive involvement can positively reduce noise in the Washington DC Metropolitan Area. Each Program Element described below will be graded on a scale of 0-10 with an average score calculated for all the Elements. The scores would enable airline management to measure exactly how they stand compared to other air carriers and how their proactive involvement can positively reduce noise in the DC metro area. Fly Quiet Program Ratings would recognize airlines that are working to reduce their noise footprint in and around DCA. The Fly Quiet criterion would be based on the airline report scores such as: Ronald Reagan Washington National Airport Community Working Group Organizational Charter for 2018 The Metropolitan Washington Airports Authority serves as sponsor and facilitator for the Reagan National Airport Community Working Group, created in response to community concerns regarding aircraft noise affecting residential areas in the District of Columbia, Virginia and Maryland along the Potomac and Anacostia river flight corridors. The Working Group includes community representatives from the Washington, D.C., communities of Georgetown/Foggy Bottom (Ward 2), Palisades/Foxhall (Ward 3), Southwest Waterfront/Navy Yard (Ward 6), Benning/Kenilworth/River Terrace (Ward 7) and Anacostia (Ward 8); from the Virginia communities of Crystal City and Rosslyn/North Arlington in Arlington County; the Old Town community in the City of Alexandria; and the Fairfax County Supervisor Districts of Dranesville and Mount Vernon; and from the Maryland communities of Bethesda; Potomac and Glen Echo/Cabin John in Montgomery County and the Accokeek and Fort Washington communities in Prince George s County. Appointing officials are the Mayors of Washington, D.C., and Alexandria, Virginia; the County Chairs of Fairfax and Arlington counties in Virginia; and the County Executives of Montgomery and Prince George s counties in Maryland, for communities in their jurisdictions. The Working Group s voting membership also includes two representatives of airlines serving Reagan National Airport. The Working Group will be joined at its meetings by representatives of the Federal Aviation Administration, as needed for technical consultation, and airlines operating at Reagan National, as well as representatives of the Metropolitan Washington Airports Authority and its Noise Information Office. Elected officials who selected the Working Group members, as well as members of the elected official s staff, also are welcome to attend Working Group meetings. The Airports Authority convenes Working Group meetings and serves as facilitator for the group s meetings and its formulation of recommendations and will provide written summaries of meetings, to be approved by the Working STANDARD OPERATING PROCEDURES OF THE RONALD REAGAN WASHINGTON NATIONAL AIRPORT COMMUNITY WORKING GROUP PURPOSE AND OBJECTIVES The Ronald Reagan Washington National Airport (DCA) Community Working Group (the "CWG") was created in 2015 in response to community concerns regarding aircraft noise affecting residential areas in the District of Columbia, Virginia and Maryland along the Potomac and Anacostia river flight corridors. The purpose of the CWG is to address these community concerns related to operations from DCA regionally, moving beyond the airing of individual neighborhood complaints and requests to shift noise impacts to other neighborhoods, toward a cooperative effort between the airport operator, surrounding communities, the federal government, and the airlines operating in and out of DCA. The CWG will serve as an ongoing forum for the analysis, discussion, evaluation and review of policies and procedures at DCA. The CWG shall make recommendations to reduce the noise impacts of airport operations and improve the quality of life for the residents of the region while maintaining the safe and efficient operations of the airport and the air traffic system. The forum will benefit local residents and also help the Federal Aviation Administration (FAA) to more efficiently and effectively meet its objectives and commitments to involve the public, engage with communities and address community concerns regarding aircraft noise and flight procedures that affect them. MEMBERSHIP 1. Regular Members: The CWG shall include representatives from the following jurisdictions and organizations as Regular Members, with equal voting representation among the District of Columbia, the Commonwealth of Virginia and the State of Maryland, as outlined below. Regular Members also include two representatives of airlines serving DCA, one appointed by American Airlines, which is the airport s largest carrier, and one representing DCA s broader airline community. Community representatives of the CWG shall be appointed by the governing body or supervisor/chief executive officer of their city, town or county. All members serve at the pleasure of and may be removed or replaced at any time by their appointing jurisdiction or organization.
