1 TRANSPORTATION QUARTERLY REVIEW CITY OF HUNTSVILLE, ALABAMA Volume 19, Issue 4 A publication of the City of Huntsville Planning Division July 2013 ALDOT Modifies 10 Year Road Construction Plan, Defers Projects in MPO Study Area The Alabama Department of Transportation recently revised its ten year schedule of road projects. The Huntsville MPO was hit hard, with a large number of critical projects deferred by five to ten years. For every year a project is moved, the cost of the project increases due to inflation. The FHWA requires that inflation be added to deferred projects. The Alabama Department of Transportation stipulates a 4% increase of cost compounded annually for each year a project is deferred. This significantly impacts State budgets so while costs are initially deferred, they increase over time. For high price tag projects, this is especially important as the State typically pays the 20% match. The more expensive a project costs to construct, the more painful it is financially to defer it. ATRIP Round 3 Tentatively Announced The Madison County area appears to have fared well during the third round of the Alabama Transportation Rehabilitation and Improvement Program (ATRIP), a competitive grant program that enables jurisdictions in the State of Alabama to apply for the funding of transportation improvement projects. The project selection committee, which met in Huntsville on July 11, recommended that Madison County be the recipient of $54 million of grant funds to apply towards projects identified by local jurisdictions. The final amount will be at the discretion of the Governor. ATRIP Round 3 differs from the two previous rounds in that the local jurisdictions must select the projects with assistance with the Alabama Department of Transportation. The area received the following projects in Round 1, Round 1A, and Round 2 of grant awards. Total federal amount received for all of Madison County during previous rounds totaled $31,045,619. A total of over $156.5 million in federal funding through ATRIP has been requested. A final decision of which projects will be selected should occur 30 days after the Governor determines the exact amount to be appropriated to the Madison County area.
