1 TRANSPORTATION QUARTERLY REVIEW CITY OF HUNTSVILLE, ALABAMA Volume 19, Issue 3 A publication of the City of Huntsville Planning Division April 2013 Federal Highway Administration & Federal Transit Administration Conducts TMA Certification Review Every four years, the Huntsville Area Metropolitan Planning Organization undergoes a formal certification review by the Federal Highway Administration and the Federal Transit Administration. A meeting, held as part of the review, assesses compliance with Federal regulations pertaining to the transportation planning process conducted by the Huntsville Area Metropolitan Planning Organization, Alabama Department of Transportation, Huntsville Public Transit, and units of local government in the Huntsville area. The public is invited to attend a meeting to provide input to the transportation planning process. This meeting will be hosted by representatives of the Federal Highway Administration, Federal Transit Administration, Alabama Department of Transportation, Huntsville Area Metropolitan Planning Organization, and the City of Huntsville. The meeting is scheduled for Tuesday, May 7, 2013 from 5:00 p.m. 6:00 p.m. It will be held at the City of Huntsville Municipal Building, 1st Floor located at 308 Fountain Circle in Huntsville, Alabama. 3 President Submits FY 2014 Budget Request for FHWA The President recently submitted his fiscal year 2104 budget for the Federal Highway Administration (FHWA) in the amount of $41 billion. The budget request reflects the funding levels, program structure, and the performancebased investment approach outlined in the Moving Ahead for Progress in the 21st Century Act (MAP-21). A performance-based approach detailed in the MAP-21 legislation requires that performance-based goals be identified, monitored, and achieved. This will allow for more efficient investment of Federal funds by focusing on national transportation priorities, increasing transparency and accountability of programs, and improving transportation investment decision-making. The budget request will provide FHWA with the resources necessary for State, local, and other Federal transportation agencies to improve the condition and performance of their roadway systems in ways that protect the environment, improve user access and choices, and take advantage of advances in technology and innovation. Following is a summary of programs that are listed in the FY 2014 budget request: Highway Safety Improvement Program: $2.4 billion Primary goal is to significantly reduce traffic fatalities and serious injuries on all public roads National Highway Performance Program: $21.9 billion Targets investments to preserve, modernize, and ultimately save lives on the expanded National Highway System Surface Transportation Program: $10.1 billion Provides flexible funding that States and localities may use for projects to preserve or improve conditions and performance on any federal-aid highway, bridge and safety projects on any public road, facilities for non-motorized transportation, transit capital projects, and public bus terminals and facilities. Congestion Mitigation and Air Quality Improvement Program: $2.3 billion Provides a flexible funding source to State and local governments for transportation projects and programs to help meet requirements for the Clean Air Act. The Huntsville area MPO does not qualify for these funds. Metropolitan Transportation Planning: $314 million Provides resources for the improvement of and administration of metropolitan and statewide transportation planning processes Transportation Alternatives: $820 million Provides resources for pedestrian and bicycle infrastructure and safety programs, scenic and historic highway programs, landscaping and scenic beautification, historic preservation, and environmental mitigation. Federal Lands and Tribal Transportation Programs: $1 billion Provides funding for access to and within Federal and Tribal lands. Transportation Infrastructure Finance and Innovation Act Program: $1 billion Leverages Federal dollars through Federal credit assistance for the improvements of highway, transit, rail, and intermodal freight projects. Research, Technology, and Education Program: $400 million Provides for a flexible, nationally-coordinated research and technology program that addresses fundamental, long-term highway research needs, significant research gaps, emerging issues, and research related to policy and planning Other Programs: $357 million Funded are dedicated to emergency relief, special set asides for highway programs in US territories and Puerto Rico, and the construction of ferry boats and ferry terminal facilities Administrative Expenses: $466.1 million Provides funding for FHWA and Appalachian Regional Commission general operating expenses and other expenses and programs.
