3 Dear Unit Leaders and Parents: Welcome to Cub Scout Summer Camp 2014 This guide has been prepared for Cub Scouts and adults who are going to participate in one of the Cub Scout camping programs of the Greater Western Reserve Council this summer. It has been designed for your use before and after you arrive at camp. Many questions will be answered as you review these pages, so please read them carefully. Cub Scout camp is run purely for FUN. At the same time, it s our hope our Cub Scouts will learn new skills, begin new adventures, meet new people and make new friends. The Law of the Camp is the Cub Scout Promise and Law of the Pack as taught through the basic fundamentals of Scout camping with the ideals of Scouting (character building, citizenship training and fitness) always kept in mind. Please note, however, that camp fun is not limited to Cub Scouts. This is a great way for parents to share quality time with their Scout son(s). It s an ideal time for them to get to know their son s friends and their parents. Camp is a great place for Cubs and parents alike to meet people with whom they share a common bond...scouting! Each camp is operated according to the National Standards of the Boy Scouts of America. Manuals are created for each camp listing Cub Scout safety policies and procedures with specific details for that particular camp area. All Camp Directors and Program Directors hold current BSA National Camp School certificates. At Resident Camp, the Aquatics Director also holds BSA National Camp School certificates.

4 Prepare for your Summer Camp Experience Read Every Word In This Guide! Experience tells us everyone can learn something new, whether it is your first time at camp, or you have attended many other events at Camp Stambaugh. Hold a parent information meeting! Review the contents of the camp guide, especially check-in times, the packing list, and registration information. Every question is important and needs an answer. If you cannot find the answer contact the Coleman-Miller Service Center at or Camp Director Charles James at CampDirector@bsa-gwrc.org. You may also contact, Professional Staff Advisor, John Brkic at john.brkic@scouting.org. Assign a camp coordinator (adult) for your Pack at each Camp Session. There's more to camp than advancement! Boys typically remember how much fun they had at camp, not how many rank advancement items or awards they earned. While camp provides advancement opportunities, the Greater Western Reserve Council Cub Camping Committee, emphasizes having a balance of advancement and age-appropriate FUN! o To help your Scouts with advancements prior to coming to camp, remember to do some of the requirement work, during your Pack and or Den Meetings. Encourage the boys to attend camp! Even if a Cub Scout has taken part in some of the planned activities before, they will still have a great time at camp. Every year or event is a new experience; let him enjoy the time to have fun in the outdoors with friends who share the same enthusiasm about Scouting! Enjoy the camp and the outdoors! Explore camp during free time. Take the time to enjoy the great outdoors and the beauty of camp. It is a big part of the Camp Stambaugh History and Experience. Come to camp prepared! Help the boys, leaders, and other parents get organized with information on where to go and what to do. Review the list of what to pack, along with what not to pack. Be Flexible! Not everything goes exactly as planned. "Planned" activities may need to change for a number of reasons. Go with what the staff has to offer. Have Fun! Cub Scouting is a game, and, if played by the rules, is enjoyable for all. Maintaining a Positive Attitude goes a long way in helping the Scouts to stay focused and able to look back on all that has been accomplished during camp.

5 Cub Scout Resident Camp Cub Scout Resident Camp is a three day, two night experience for new Tiger, Wolf and Bear Cubs Scouts (boys entering 1 st, 2 nd & 3 rd Grades) following a well-planned schedule of fun and many advancement opportunities. Camp provides Cub Scouts an opportunity to begin to learn outdoor living skills in a fun and safe environment. Activities include swimming, nature, shooting sports, games, a wood project, and more. Units should prepare to meet leadership requirements of 2 adults for every six Cub Scouts attending camp. Scouts camp in their personal tents or have the option to stay in a cabin for an additional, nominal fee. Camp T-shirt is included in the registration fee. Meals are served in our awesome dining hall Cub Scouts will have opportunity to earn credit toward their Rank Badges in the areas Fitness, Camp Craft and Citizenship. Requirements towards Belt loops may also be completed such as BB Gun, Archery, Swimming and many more! Please register as a Pack for camp. This will ensure that your Scouts and leaders are camped together! Parents should make camp payments to their Packs leaders; Pack leaders are typically responsible for registering the boys for camp. Camp Session Check-In is at 9:00am the first morning of camp and Check-Out is at 11:00am the last morning of camp. 6 Advancement at Cub Scout Resident Camp Cub Scouts is all about doing! Getting hands on and exploring. While at camp a Cub Scout may complete some or all requirements for a rank badge or other special award; but only by doing because that s the most fun! Here is a quick look at what Cub Scouts could earn while at camp. Cub Scout Ranks Tiger, Wolf and Bear Cub Scouts who fully participate will complete all related rank requirements during camp. Requirements related to flag care, showmanship (skits and songs), camp craft (knots, tools, nature identification) and camping may be completed by participating in the presentation of retirement of flags each day, campfire program and visiting the activity badge village. A complete list of requirements available to complete at camp is at and will be provided to leaders upon arrival at camp. Leaders will also receive a program schedule for their time at camp detailing what requirements may be completed when a Scout participates each day. Sports and Academics Belt loop and Pins Cub Scouts may earn Sports and Academics Belt Loops and Pins by participating in the regular program plan while at camp. Swimming belt loop and pin Archery belt loop BB belt loop Ultimate belt loop Cub Scouts may also complete some or all of the requirements for these Sports and Academic belt loops by participating in extra camp programs, services or visiting the activity badge village: Citizenship Communicating Geology Hiking Map and compass Wildlife conservation Corresponding Sport and Academic Pins may be completed during open program time. Once a Cub Scout has earned a belt loop or pin it may be awarded to him by his Pack.

7 Webelos Resident Camp Session The ultimate experience before Boy Scout Camp!! Webelos Camp is a four-day, three-night experience for graduating Bear Cubs Scouts and first-year Webelos (boys entering 4th and 5th grades). An eight Webelos to two adult leader ratio is required. Webelos will follow a wellplanned mix of scheduled and open time to experience a variety of stations as well as have opportunity to work on a variety of activity pin requirements. These focused advancement opportunities will be complimented with numerous other fun, exciting, learning activities and events! Webelos will have opportunity to work on a variety of requirements associated with the following Webelos Advancement Activity Pins, Academic Program and Sports Program. Activity Pins: Forester, Geologist, Aquanaut 1, Showman, Outdoorsman, Naturalist Cub Scout Academics Program: Map and Compass Cub Scout Sports Program: Archery, BB Guns, Ultimate Please register as a Pack for camp. This will ensure that your Scouts and leaders are camped together! Parents should make camp payments to their unit leaders; unit leaders are typically responsible for registering the boys for camp. Camp T-shirt is included in the registration fee. Webelos Resident Camp Dates July 10-13, 2014 / Session #1 July 17-20, 2014 / Session #2 Camp Fees On or Before May 15, 2013 Youth Fee $180 After May 15, 2013 $195 Adult Fee On or Before May 15, 2013 Cabin Bunk Rental $90 After May 15, 2013 $105 Cabin Bunk Rental not available Camp Sessions check-in begins on Thursday at 9 am and end on Sunday at 11 am. 1 If a Webelos is not able to complete the Swimmer Classification he may complete an alternate requirement by rowing a rowboat accompanied an adult Swimmer and following the Safety Afloat Procedures outside of camp. Rowing Facilities are not available at Camp Stambaugh.

8 Advancement at Webelos Resident Camp While at camp a Webelos may complete some or all of the requirements for an activity pin or other special award. Leaders will receive a program schedule for their time at camp detailing what requirements may be completed when a Scout participates each day. Leaders will be responsible for tracking what is and is not completed for each Scout. A complete list of requirements planned to be available to complete at camp will be provided to leaders upon arrival at camp. There will be a concentration of achieving requirements from the following activity pins: Forester, Geologist, Aquanaut, Showman, Outdoorsman, and Naturalist. This will happen through planned sessions and suggested activities in the campsite. Webelos will also have opportunity to achieve a variety of requirements for the following Belt loops: Swimming belt loop and pin, Archery belt loop, BB belt loop.

9 General Information Sleeping Arrangements/Site Assignments Participants are encouraged to bring their own tent. In the event you require a tent, please make your request on your registration form, and camp will supply you with a canvas, two man wall tent. Participants at the Cub Overnight and the Cub Resident Camp have the option to stay in one of our camp cabins for a nominal fee. Cabins are not available for Webelos Resident Camp. Assignments to campsites and cabins are made by the camp director based on group size and site capacity. Unit reservations for specific sites are not available. Camp Den Assignments Scouts, with their adults, will be assigned to small group called dens. These dens will remain the same throughout your stay. Your den will have a Den Guide that will be your camp expert and guide as you navigate the schedule of your program. Group size will kept to a manageable number. Packs with a large number of participants will be assigned into more than one den. Registration fees for all participants should be paid by one unit check. Limited camperships are available. Visit BSA-GWRC.org for details. Refunds Reservations canceled at least 30 days prior to the first day of your camp session will receive a 90% refund. Cancellations within the 30 days prior to first day of camp will receive a 50% refund. Unless an emergency is involved, camp fees will not be refunded for cancellations made the day of your camp session. All cancellations must be made directly to the Coleman-Miller Service Center. Refunds must be requested in writing stating the reason for refund, and the refund will be deposited to the unit account. Please note that we are unable to process these requests at camp. Visit BSA-GWRC.org for a refund request form. A refund request must be submitted to the Coleman-Miller Service Center by August 16, 2014 Who May Attend? Scouts - Resident camp is for all Cub Scouts through and including the fifth grade. Adult Leaders - Scout leaders & parents - each must be over 18 years of age and at least one must be over 21 years of age. Invite your Den Chief to attend camp with your Scouts. Non-registered youth may not attend summer camp and youth may not attend summer camp without adult leadership. What Forms Do you Need to Attend? Completed Unit Registration Roster with equipment request (compiled by unit coordinator) Medical Form for each participant is required Cub Resident Camp requires parts A & B. Webelos Resident Camp requires parts A, B & C. (Send 1 COPY to camp and keep original for your records.) Visit BSA-GWRC.org to download all forms. Personal Health and Medical Record Camp Location Over the Counter Medication Form Camp Stambaugh is located on Leffingwell Road in Canfield, OH. Take SR 11 to Canfield. Exit at Rt. 224(Canfield). Turn left at the light so you travel back across the overpass. Turn right at the

10 first light (Raccoon Road) and proceed to the T. Turn left. The camp is approximately 1 mile down on the left side of the road. The camp address is: Camp Stambaugh 3712 Leffingwell Road Canfield, OH Emergency Phone No. and Telephone Use The camp telephone number is (330) The Clerk will be available to answer questions or relay messages to staff and leaders. Check-in Procedure Your unit may check-in anytime between 9:00 and 10:00 am on the first day of camp. While check-in cannot begin until 9:00 am, it is also true the earlier you arrive during this period is to your benefit in being able to move through the process without undue stress. Please notify the camp if you will be arriving after 10:00 am. Early Campsite Setup Unit Adults will be permitted to come to Camp the evening before your camp session begins for pre-campsite setup. Just notify the Camp Director of your plans to arrive the night before, drop off your trailer and set up your gear at your campsite and stay the night if you want (no charge). Please note only adults are permitted to stay overnight and camp cannot provide any meals. Pack Camp Rosters Unit leaders are required to send their final pack roster form to the Council Service Center at least two weeks before arrival at camp. All participants, including adult leaders, shall be listed on the roster at this time. Final revisions, if necessary, can be made upon arrival and during check-in. Vehicles at Camp All vehicles must be parked in the upper Parking Area near the entrance to camp property off Leffingwell Road. Please keep driveways in camp available to everyone. They are emergency access roads and must be kept clear at all times! All Visitors, upon signing in at the Camp Office (Eagle Cabin), will be issued a Visitor ID which must be worn visibly for the duration of the visit. Anyone in camp without appropriate identification will be escorted to the Camp Office. Everyone in camp is REQUIRED to have a current wrist band ID displayed on their person at all times. Pets Pets are not permitted at Camp.

11 Facilities and Services Camp Cart Availability and Personal Gear Storage. Equipment carts are provided to help you move your gear to your campsite. We ask that units be considerate of other Scouts and return empty carts to the top of the hill as soon as possible so others may use them. Leaders and Parents may want to consider having Scouts put their personal gear in a plastic tote container for dry storage during your stay. Campsite Your campsite is your home for the duration of camp. Bring flags and/or banners to dress it up. Each campsite has access to a latrine and washstand. It also has fire tools that should not be removed from the campsite. A shovel, a garden rake and a fire bucket are the immediate fire prevention tools at hand. A broom is provided to help keep your tent clean. A flagpole is provided for your own flag ceremonies. Proper set up of you campsite is important. It is a safety issue for the Scouts. Please follow the instruction of staff in placement of tents and dining flies. It is desirable to have a minimum of 5 feet between tents. Showers The shower house is located at the pool. We have a beautiful shower facility with individual shower and changing space. We ask that all unit leaders and/or adult Scouts please mentor with the youth Scouts and monitor the stewardship of this facility. An additional separate Women s shower is located at the First Aid Building. Rotary Pool Camp Stambaugh has an excellent pool facility. Changing rooms and showers are provided. We do require that all Scouts and adults wear appropriate and modest swimwear. Female leaders are asked to wear a modest one-piece swim suits. We also ask that the pool be reserved for Scout and leader use due to the swim classification that must be administered to ALL swimmers and the necessity of a current medical form on file at the First Aid Building. Units may complete the swim classification before arriving at camp to expedite the check in process. The swim classification test done at a unit level should be conducted by one of the following council approved resource people: Aquatics Instructor, BSA; Aquatics Cub Supervisor; BSA Lifeguard; BSA Swimming & Water Rescue; or other approved lifeguard, swimming instructor, etc. When the unit goes to summer camp, each individual will be issued a buddy tag under the direction of the camp aquatics director for use at the camp. The unit should receive a copy of the certification of the person administering the swim classification and the Unit Swim Classification Record. For details please contact our Aquatics Director Ferd Wolfe at fwolfe@windstream.net or When swim tests are conducted away from camp, the camp aquatics director retains the right to review or retest any or all participants to ensure that standards have been maintained. Trading Post The Greater Western Reserve Council Scout Shop operates a Trading Post in camp for the sale of supplies, handicraft items, refreshments, souvenirs and camp T-shirts. The hours of operation are posted at the Trading Post.

12 Food Service One of the outstanding features of camp is the Dining Hall service. Expert cooks are employed to prepare all meals, which are served cafeteria style. The kitchen is off limits to all Scouts at all times. Scouts must be clean and wearing a shirt and shorts at all meals. The Scout uniform is to be worn at the evening meal. Dining Hall Procedures will be reviewed at the first meal at camp by staff. Meal times do vary by program. Generally meal times are as follows: Breakfast 7:30am Lunch - 12:15 pm Dinner - 6:00 pm Scouts and leaders who have medical or religious dietary restrictions may request substitutes by contacting the Camp Office at least one full week prior to arrival at camp. Visitor meal tickets may be purchased at the Camp Office for the following prices: Breakfast - $6.00 Lunch - $7.00 Dinner - $8.00 If you are expecting a group of five or more people at any time for meals, please call the Camp Office at least 48 hours in advance. Health and Safety Youth Protection The BSA has adopted the following policies to provide additional security for our members. These policies are primarily for the protection of our youth members; however, they also serve to protect our adult leaders from false accusations of abuse. Two-deep leadership is required on all outings. One-on-one contact between adults and Scouts is prohibited. Separate accommodations for adults and Scouts are required. Inappropriate use of cameras, imaging, and digital devices is prohibited. No secret organizations. No hazing. No bullying. Youth leadership is monitored by adult leaders. Discipline must be constructive. Appropriate attire for all activities. Members are responsible to act according to the Scout Oath and Scout Law. If you think any of the BSA's Youth Protection policies have been violated, including those described within Scouting's Barriers to Abuse, you must notify the Camp Director so appropriate action can be taken for the safety of our Scouts. Discipline Each Unit will act under its own adult supervision at all times. Unresolved disciplinary problems shall be reported to the Camp Director immediately. Under no circumstances shall a Scout be deprived of food, isolated or subjected to corporeal punishment as a means of discipline.

13 Camp Staff ID All regular camp staff members will wear photo identification cards in plain view at all times while in camp. Scout ID All Scouts (youth and adult) will be issued a non-removable color-coded bracelet for use while in camp. They will be issued at check-in and are to remain in place until the Scout has left the camp property. Lost ID s will be replaced for a fee. New ID s may be secured at the Camp Office. Camper Release In accord with National Council policy and Ohio State law, Scouts may only be released to an authorized person as listed on the Medical Form held on file in the Camp Office. The form must be completed and turned in at the time of check-in. Only the Scout s parent or legal guardian may complete and sign this form. Each Scout leaving camp shall notify his unit leader or adult in-charge and the camp office as to the estimated time of departure. The Scout shall wait in the Camp Office for the appropriate adult providing transportation to arrive. When the adult arrives, the camp administration will verify the name on the Medical Form and ask to see a photo identification card (i.e. - driver s license, state ID card, military ID, etc.). After verification of the name on the form of picture ID, the adult shall sign out the Scout. The sign-out form shall include the Scout s name, time leaving, time returning, and the printed name and signature of the person to which the Scout is being released. NO SCOUT SHALL BE RELEASED TO ANYONE NOT LISTED ON THE CAMPER RELEASE AUTHORIZATION FORM. Personal Health and Medical Record A health history and a physical examination conducted within the past twelve months, is required of each Scout and adult. No matter how old you are you will use the same medical form. We suggest you have your physician keep a copy of the medical in their records so, should something unexpected happen, their office could fax a copy to camp at the last minute. Medical records are kept by the Health Officer and will be returned to the unit at the end of the camp session. Overnight and Cub Resident Camps require only parts A and B. Webelos Resident Camp requires parts A, B and C. All participants in camp (including leaders and overnight guests) must present evidence of a current medical examination. Scouts and adults without proper medical forms are not permitted to remain in camp. NOTE: Send a photo copy of the medical form to camp and retain the original for your records. Medications All medications, over-the-counter or prescription must be turned in and reported to the Health Officer during check-in. Medications must be packaged in their original containers with the prescription and/or dosing instructions clearly labeled. Medications of any kind are dispensed through the Health Officer (as prescribed on the label). Emergency meds for those with insect allergies and asthma may be carried on the person, but must be registered with the Health Officer.

14 Bring only a one-week supply of medication...but make sure to send it in the original container with labels intact. Over the Counter Medications We utilize an Over the Counter Medication program for medication that may possibly be required by a Scout for things such as upset stomach, headache, insect bites, etc. In order for the Health Officer to dispense such medication, it is necessary to have an OTC form signed by the Scout s parent or guardian on file. Available medications are listed on the form. This form may be found online at BSA-GWRC.org along with other camp forms. First Aid Station An individual trained in first aid will be available at all times. For emergencies, the Scout will be transported to a nearby hospital where a physician is on duty. All registered Scouts are covered by minimal accident insurance (which is secondary to the family s own insurance plan). Report all injuries to the Health Officer immediately. The Camp Health Officer and First Aid Station is available 24hrs a day. A doctor will be on call (for consultation) during camp. Buddy System The Buddy System is a way for Scouts to look after one another, especially during outdoor adventures. The system allows for scouts to keep track of each other during their time in camp. Help your Cub Scouts to learn and use the Buddy System. This is a safety procedure that protects the Scouts and helps the unit leaders monitor unit activities as well. Any lone Scout will be asked the location of his buddy. NO Alcohol, Drugs, Stimulants or Concealed weapons permitted. It is the policy of the Greater Western Reserve Council that under no circumstances shall alcohol or any illegal controlled substance or fire arms, be brought onto, held in possession, or consumed on any camp property. Any violation of this policy shall be cause for immediate removal from camp as well as referral to the appropriate legal authority. The Council reserves the right to require testing of those suspected of the use or abuse of such substances. In addition, those who knowingly withhold information related to the use and/or possession of alcohol, or a controlled substance or fire arms on camp property shall also be removed from camp. The above policy and consequences so noted shall not be open to arbitration or negotiation. Uniforms At camp the official Cub Scout Uniform is appropriate dress at any time during the week. All Scouts and Scouters are expected to be in uniform (Scout shirt, neckerchief and hat with other official Scout uniform accessories optional) for chapel services and evening meals during the week.

15 Emergency Procedures The following procedures will be reviewed by your camp site guide upon checking in to camp. The Camp Director is responsible for all emergency action. In the event the Camp Director is not available, the Program Director is responsible. In the event both the Camp Director and the Program Director are unavailable, the Camp Ranger is responsible. Constant staff communication is maintained by radio. Alarm Warning System: A continuous sound/siren If weather danger is evident seek immediate shelter in the nearest ravine, if no weather danger is evident, go immediately Brown Pavilion. Missing Scout: Notify the Camp Office immediately Accident or Injury: Notify Health Lodge personnel. Transport the injured person to the Health Lodge only if it is safe to do so; otherwise, keep patient, calm, and comfortable. An adult should always accompany an injured Scout. Fire: Implement the Camp Fireguard Plan and notify the Camp Office. No fires are to be left attended. High Winds/Tornados/Severe Storms: Move your troop to a low area and have them lay on the ground. An area should be selected close to your campsite and a safety drill conducted by your unit. Check for dead trees and limbs. Notification by Camp Authorities to Unit Leaders should use discretion in activating this plan. All Aquatics facilities will close if severe weather and/or lightning should be evident. Extreme Heat and/or Humidity: In the event the temperature and/or humidity reach an extreme level that may endanger health, certain events may be discontinued until further notice. The person in charge will determine if the emergency exists. Scouts will be expected to rest during this time period. The pool will be open on a limited basis to cool off in. The all clear signal will come from the person in charge. Flood/Earthquake/Hazardous Chemical Spill: All Scouts will report to the Dining Hall area when the warning is sounded by the camp staff. Roll call will be taken. After everyone is accounted for, the person in charge will direct procedures or evacuation to a safer place. Hazardous Chemical Spill: In the event of a hazardous chemical spill, the following procedures are: 1) The closest leader or staff member should take charge and keep area clear of onlookers. 2) A runner should be sent to notify the Camp Health Officer, Camp Director and Camp Ranger, who will inspect the situation and notify the proper authorities. 3) All persons are to remain clear of the area until it has been determined to be safe by the proper authorities. Child Endangerment: All camp staff members have been trained in appropriate procedures for handling this situation. Evidence of child abuse/neglect or suspicion of it should be reported to the Camp Director.

16 Major Medical Emergency: The nearest trained First Aider provides immediate primary care. Do not move an injured person. Send for help from the Camp Health Officer. Notify the Camp Director. The Health Officer will evaluate the situation, confer with the Camp Director and determine what further steps need to be taken. The rescue squad will be called by the Camp Director if required. Transportation will be arranged to proper facilities as needed. The Scout s parents will be notified if a Scout is sent for treatment. Severe Weather: All program areas will close and Scouts and program people should report to Brown Pavilion. If a storm develops too quickly, use your judgment and common sense to proceed to the closest shelter. Unit leaders should be alert and ready to move their Pack to a safe area in any condition that looks dangerous. If you are caught on the trail, take cover in the nearest depression or ravine. Be on the lookout for flash floods and falling branches. Weather Hazards Training is available online at MyScouting.org and will help you identify the signs of sever weather.

We encourage your unit to bring, extra carts and wagons to help you get your unit and personal gear to your camp site. Please do not bring: electronic games, cellphones, music players or other devices that could distract or isolate the Scout from the camp experience; Aerosol sprays of any kind or any other items prohibited by Boy Scouts of America, Greater Western Reserve Council or your Pack Policies.

19 Activities & Advancement Opportunities for 2014 Activities Upon arrival, Dens will be put into Tribes of Scouts and given Medieval names for their stay at camp. Will have more Shooting Sport times available. Swim Tests may be completed prior to arriving at camp (see General Information - Rotary Pool for complete details) Polar Bear and Night Swims will be available at Rotary Pool Groups will have the opportunity to sleep in one of the 5 Medieval Canopies on the Parade Field (one night only) Leader & Parent Merit Badge Program. New Advancement Program: Achievement Village Scouts can work at their own pace on topics that interest them. A variety of Activity kits will be available in the Village. The Village will be open after breakfast and close before Vespers for Scouts to visit any time. Leaders will be responsible for supervising Scouts in the Achievement Village. Advancement Tracking Sheets This year, each unit will receive an Advancement Tracking Sheet for their Scouts. The unit leaders / adults in charge are to monitor each Scouts progress with the requirements offered. Leaders are to sign off on completed requirements and review the completed work with each Scout. Final note on Advancements WE NEED YOUR HELP - Unit Leaders are encouraged to have some of the requirement details for the individual scouts and what they need to accomplish for their advancements completed prior to coming to camp. So, plan ahead with your Pack and Den meetings to do some of the paperwork or detail work at home so your Scout can complete his advancement and also have fun at camp.
