Sent postage and fees paid to Montreal. From a postal perspective, this letter should have been fully prepaid by stamps or meter as it went to a foreign country. Once in Canada it should been charged the double deficiency by the Canadian receiving exchange office. The only such postage and fees paid use was allowed on mail services for blind only. That said, no one would have charged this letter. Stain and aging. $ SOLD
