3 18 th -District Update Summer 2011 by Metro Government Councilman Jon Ackerson Councilman Ackerson monitors crime in District 18 in various ways and, when appropriate, interacts with the LMPD. Recently a District 18 home owners association formally acknowledged Councilman Ackerson s assistance in working with the LMPD to resolve a drug dealing complaint. This type of aid to constituents is most gratifying to him. It is what public service is all about. Based upon the 2010 federal census, Louisville Metro Council district boundaries are currently being re-evaluated. An ad hoc council committee is being chaired by Councilman Blackwell (District 12). As this process evolves Councilman Ackerson will be providing you with updates. A city ordinance was recently submitted by Councilwoman Butler and Councilwoman Welch that would require any child under the age of 13 to wear some type of personal flotation device while in (or in proximity to) public waters such as a river, lake, reservoirs, etc. This proposed ordinance is in direct response to the recent drowning of a child in the Ohio River. Councilman Ackerson would like your input concerning this proposed ordinance. (picturetakenfrombethwilder sjeffersontown,2005) Councilman Ackerson is working with MSD to improve surface water drainage of properties located within District 18. Projects scheduled to commence within the next twelve months will include properties on Hurstwood Court, Stoneykirk Drive, Mark Trail, and Colonel Anderson Parkway. The Estimated expenditure for these improvement projects is 140,000 dollars. In addition to drainage improvements, MSD is addressing sanitary sewer rehabilitation needs within District 18. In the Hurstbourne area one specific project will reduce the amount of overflow into Hurstbourne Creek (a tributary to Middle Fork Beargrass Creek). This project, along with other sanitary sewer rehabilitation projects, has a projected cost of 4.5 million dollars.

Police Report Police Chief Redman reported on the following: -398 coverage hours from 7/14/11 to 8/11/11-0 arrests -0 traffic citations -3 reports -theft in the 2000 block of Hurstbourne Pkwy -domestic assault in the 2000 block of Hurstbourne Pkwy -dog bite injury on Haviland Ave -6 housewatches (checked twice daily) -5 traffic stops -11 suspicious persons -7 motorist assists In other news, our police department has been recertified on tasers/use of force. Chief Redman attended the Police Chief s Conference in Lexington. Treasurer sreport Sharon Hollkamp read the treasurer s report for July 2011 and copies were made available for all people in attendance. After a couple of questions, Mayor Fore asked the Commission for approval of the report as presented. The report was approved unanimously. Warrants The warrants for July 2011 were then presented by Sharon Hollkamp, and copies were made available for all people in attendance. After questions and discussion, Mayor Fore asked the Commission for approval as presented. The report was approved without opposition. To clarify why our city, instead of Nunnlea, is paying for cleanout of the ditch in front, it was confirmed that Nunnlea does not own the property on which the ditch is located this is owned by the State. For practical reasons, safety and expediency, our city paid for the clean up. However, a letter will be sent to the Kentucky State

5 Highway Department requesting reimbursement of the costs. Attorney s Report City Attorney John Frith Stewart mentioned the Legal Bill Review, which Mayor Fore will address later in the meeting. COMMITTEE REPORTS Sanitation Commissioner Price reported that another Operation Brightside will be held on 10/22/11. Any residents interested in participating should contact her. She will have more information in the city newsletter. As recommended by Commissioner Renninger in a prior meeting, Rumpke was contacted and will deliver disposable trash containers for use at the upcoming picnic. Parks Commissioner Kuster reported on the bee and geese issues. An exterminator service was contacted. The sand was treated and the area marked off. They returned 3 days later for follow up treatment. The cost to the city was $150 regarding the bee problem. Of more concern is the feces from the geese all over the playground. A few suggested solutions included trapping the geese using cages for which there is a $300 setup fee, and $75 per bird disposal fee, killing the geese, or using dogs to scare the geese away. No decision has been made. Donna Nichols reminded the Commission that the City has an $800 credit with the Department of Fish & Wildlife toward resolution of the geese nuisance. In picnic news, the boy scouts have been contacted, and they have agreed to once again setup the tents. We are still getting bids for food providers. Commissioner Kuster asked Commissioner Hardin to inquire whether Ole Hickory would like to submit a bid. Commissioner Hardin & Police Chief Redman will contact the representatives from the VFW (Veterans of Foreign Wars) to assist with the flag ceremony. Streets & Lights Commissioner Hardin mentioned that the problem with branches overhanging the street on Cardwell Way has been handled. Also, MSD has been contacted about a hole that has developed in front of 9107 Haviland Avenue. They will be resolving the issue. Police Commissioner Renninger reported that the police department has completed its required firearm and taser training. The Golden Watch Program is growing. Police Chief Redman and Commissioner Renninger will be attending a class related to Alzheimer s and dementia related illnesses. It will include strategies to help in dealing with the consequences of the illness. The people conducting the class have agreed to come to our city and provide the same training to Sergeant Skaggs and Officer Bittle. Commissioner Kuster asked about the problem with accidents on the middle entrance/exit to Taylorhurst Shopping Center from Hurstbourne Parkway. Mayor Fore asked Police Redman to talk with J- Town and Louisville Metro for their input, and to present a report at next month s meeting. OLD BUSINESS Deficit Budget Ordinance After review by Mayor Fore, he concluded that a specific Deficit Budget Ordinance is not needed. Therefore, the issue has been dropped. Legal Bill Review Treasurer Hollcamp confirmed that our legal bills have been about $12,000 since February of this year. Because of a concern that the legal fees have been excessive, Mayor Fore advised that he would go over each bill with our attorney so that he can provide a report at next month s meeting. Mayor Fore did offer a partial, preliminary explanation by referencing the cost of Ordinance Codification which occurs only every 10 years. Alternate Sources of Revenue Although the decision not to have a deficit budget ordinance was made, Mayor Fore made it clear that additional revenue was needed to balance the books each year. To begin the discussion about developing other sources of revenue for our city, Mayor Fore said he had been contacted by several residents

6 about a sales tax on alcohol purchased in our city. Another suggestion was a net profit tax on businesses in the city. A suggestion that the ad valorem tax be increased was proposed. To work out a plan, Mayor Fore created an ad hoc committee consisting of Treasurer Hollcamp, Police Chief Redman and himself. Notes: City Facebook Page In order to provide residents with more information about the happenings in our city, Commissioner Price recommended the creation of a city facebook page, but this was discouraged. She also suggested having a book club, cards night, etc. to give residents a chance to know their neighbors. After a brief discussion, Mayor Fore asked Commissioner Price to have an article put in the city newsletter. Block Watch Program In answer to a question about the state of the Block Watch program, Commissioner Price said that she has found five or six individuals who are willing to volunteer and act as Block Watch captains. Cleanup of Berm on Bunsen Way Mayor Fore was contacted by several residents on Hurstbourne Circle about the recent cleanup of the berm behind their homes. Their contention is that the work done went well beyond the intended cleanup. In their opinion they are now subject to the sights and sounds of the shopping center because the berm no longer functions as a barrier between their homes and the commercial businesses on the other side of Bunsen. After a lengthy discussion, Mayor Fore said that he would get together with Commissioner Kuster to come up with a solution to the problem that can be implemented in a relatively short time.
