Swanton Township Trustee Meeting Regular Meeting 2/28/2017
Sir: On above date, at approximately 0546 hours we received the above listed call "fire in the barn" for Shaffer Rd. The call was immediately sent to Fulton County to dispatch Swanton Fire Dept. to the address. At approximately 0552 hours Fulton County called to our LCS2 position and asked if we were requesting mutual aid, because on their map it shows the call belongs to Spencer Fire. Dispatcher Honrsko advised there was no request for mutual aid because our CAD and map shows the call belongs to Swanton Fire. At approximately 0600 hours the Fulton County dispatcher called back and said the Swanton Fire Chief advised the call belongs to Spencer Fire.

He's accused of misrepresenting the relationship when inquired, in engaging in "inappropriate actions" with someone while on the department's premises, and for the "loss of control over the fire department and creating major dissension in the fire department."
The other charges included: Fire scenes are operated in an unprofessional and unsafe manner. Loss of control over the fire department and creating major dissension in the fire department.
Thomas G. Gulch, 37, of Toledo, is accused by a female firefighter of putting his hand under her shirt and her pants following a playful ice fight Dec. 30 while at work, according to a Swanton police report. Mr. Gulch called the allegation ludicrous in an to a supervisor in which he announced his resignation. The police report states the co-worker said she and Mr. Gulch were throwing ice back and forth when Mr. Gulch put ice down her shirt and the side of her pants. She said she went into a bathroom to get the ice out, when Mr. Gulch followed her and put his hands down her shirt and her pants, touching her crotch, according to the report.

Village of Swanton Council Meeting June 30, 12:00 pm SWANTON TOWNSHIP, MINUTES OF: REGULAR MEETING, HELD: JUNE 28, 2016 Motion by Jeff Michael to hire Shumaker, Loop & Kendrick to represent Swanton Township in regards to Norfolk Southern Railroad. Seconded by Cindy Burkey. Roll Call: Jeff Michael, yes; Cindy Burkey, yes; Gary Schroeder, yes. Motion Carried. Resolution
Mike Rochelle Facebook post on 7:29 pm As I read through this site I find lot of assumptions, misinformation and hear-say. I am going to try to clear up some of the major points regarding Village Council s actions in this fight thus far. The Village put our piece of land up for sale in the first place only because by order of the Ohio Municipal Code we were required to do so before we could even have a conversation with the railroad reps about what their intentions were. It is a formality, it doesn t mean we wanted to sell, it means we wanted to enter a conversation. Ohio Revised Code Municipal corporation cannot enter into contract for the sale of real estate unless authorized by an ordinance. The statute also states it needs to be advertised for 5 consecutive weeks.
Swanton Mayor Ann Roth responded that the railroad only approached the village in late June about its desire for a sliver of village-owned land along the tracks near Hallett Avenue where the yard s west end would join the main line, and details weren t provided until two weeks ago.
Councilman Tamara Haselman asked the railroad representatives what benefits the project would offer to the village before suggesting that Norfolk Southern s agreeing to annexing the site to Swanton which would make its payroll subject to the village income tax could make it more palatable. And councilman Mike Rochelle proposed that the railroad work with Swanton to establish no-horn quiet zones at two crossings in the village.

2. Peggy and Jeff Michael, Swanton Township She asked where do we go from here and is Village Council ready to partner with Swanton Township and fight this together? Jeff stated that this is all on the township and what they decide will impact the Village and surrounding townships. This is going to cause impact on the schools, property values will go down, and taxes will go down. Kids cross the tracks all the time to get to the schools and park. Peggy would like all elected officials to come together as a community.
Audio by Ron Taylor
Mike Rochelle Facebook post on 7:29 pm We hear the cries for us to work together with the Township. Please understand, however, that there are different paths we are able to take. And while we would love to share with our constituents and our Swanton Township neighbors why we have decided that filing an injunction is not in our best interest, strategically it is not a good idea.
Mr. Jeff Stopar, attorney with Semro Henry & Barga, representing the Village in matters related to real estate. Mr. Stopar then mentioned the Scott Road closure and working with Swanton Township.
Norfolk Southern Railroad has indicated that their long-range plans are to build an additional mainline track through northwest Ohio which would generate additional train traffic. Trains can be up to 2 miles long, resulting in significant waiting periods. This section of track serves as a control point for Norfolk Southern Railroad operations. Control point locations are where slower, less important trains traveling in the same direction stop in order to allow higher priority train to switch track and pass them on the other mainline track. For this operation to occur, trains are periodically stopped at various locations in and around the Village of Swanton.
Swanton Area Chamber of Commerce Executive Director Neil Toeppe explained how he thought merging the townships into a city would help them preserve their rural way of life. He talked about the possibility of Swanton getting a large rail yard, as had been proposed, but later dropped, for Monroe County's Erie Township.
