1 July 8, 2012 Dear Members, We hope all of you are enjoying this HOT weather. I won t complain for fear of getting snow! The year is going by fast and we have some important outing coming up. Check our Outing Schedule to keep updated. PLACER COUNTY MUSEUM NEWS According to Ralph Gibson the Museum is gearing up for their big Archives and Collections move. They are in the processing of moving all objects, documents, files, photographs, and furniture that make up their entire collection into a new facility. The facility will be located at C Ave. in Auburn. The Museum Staff is great to work with and can find almost anything you are researching. GOLDHOUND NUGGETS - August 11 & 12 will again be teaching gold panning to the public at the Gold Country Museum, in the Auburn Gold Country Fairgrounds. The event will kick-off this year s Heritage Trail Tour of 18 museums from Roseville to Tahoe, open free of charge from 10:00 to 4:00 each day. For information call or We will send out an to our members to remind you around 8/3. Dress for the occasion. DRAWING TICKETS: The tickets are all out and if you did not get them let us know via . I have received some back due to an incorrect address. We hold our Annual Fundraiser Raffle on Labor Day weekend each year during our California and U.S. Gold Panning Championships. The address label, in the upper right hand corner, will be the next due date of your membership. This is our club s important drawing as it helps pay for our insurance, Bear River Campground Fees, rental of Hall, and expenses. Thank you everyone. ICMJ S PROSPECTING & MINING JOURNAL July 2012, page 53, Excerpts from an Editorial by Scott Harn, Editor of the ICMJ. First the not so good news: another Calif. Assembly member, Jared Huffman, is attempting to ban dredging in the state on a more permanent basis. Huffman introduced a trailer to the transportation bill to remove the language in Assembly Bill 120, which stated the new dredge restrictions would expire in If Huffman s trailer language is adopted, the complaint filed by PLP will need to be amended to address it. It would make a strong statement of solidarity and support if miners show up in large numbers at the next hearing. We will post updates on our website when the hearing date and judge are confirmed. I cannot stress enough the importance of following this closely and if you are not taking the ICMJ pick up one at the Pioneer Mining in Auburn or any mining shop. Between ICMJ, the PLP and Miner s Alliance they are continuing to battle this issue and we cannot become complacent in this very serious fight to keep our mining open. If the state shuts down dredging, what will be next? Annie
2 Pennyweight Bar. June 16, 2012 Seven of us started out on this hot day. The temperature was supposed to be pushing 100 degrees and I think that kept a lot of Hounds away. By he time we got there 8 Hounds made it. The area has been hit hard and it looks like WWII had targeted this area. Piles of rocks were everywhere but that didn t stop us. We all had decent gold by the end of the day. It was a good time but by 2:00 the heat was overbearing and most of us packed up and headed out. A good outing and many of you missed a good opportunity to get to the river for some gold. It was Father s Day weekend though and Sunday, the day after this trip, was a tough hike scheduled to Shirttail Creek. Now that s another story! Thanks. 6 Shirttail Creek Outing Father s Day June 17, 2012 Here it was Father s Day and I was expecting maybe 8 or 9 people at the most. This was a level 8-9 hike and a tough one. Poison oak, snakes, rough country and all the reasons why one shouldn t go. Especially on a holiday like this. Tell that to 25 Goldhounds! I couldn t believe how many came. I made it even harder by leaving at 7:30 AM. As all of you know, we leave right on the minute, and not a minute late either. Just as we started to break for the trial (trail of sorts anyway) the few more cars were coming in. They had to hustle to catch us. We lopped our way down, backtracked once for a ways, and then dropped into the creek and hiked downstream for maybe 20 minutes. There we set up camp and stayed in that general territory for the rest of the day. Now the deal on gold was that anyone could keep up to the first pennyweight and after that they would go on any gold found beyond the first pennyweight with the property owner - ME! (well, Annie too, but she didn t go on the hike!). At the beginning I had said that someone would find a nice piece and others might not find anything. Shirttail up this high is very spotty. Brian DiMuzio started the nugget finding by coming up with about a 1/3 pennyweight piece. That was followed with Mike Bowers finding two nice pieces with a total weigh of 3.2 pennyweight, then Richard Wetzel topped the scale with a really nice 4.3 pennyweight piece. Some other nuggets were also found and flakes by others. Total nuggets came to over 11 pennyweight. Now that s impressive! The detectorists were the ones finding the nuggets. We all had a safe trip down and back, and the trip back was a bear of a hike.

11 Interested Parties The legislature and Governor have enacted SB A part of this legislation applies to suction dredge mining, and that excerpt is attached. The law now requires the Department of Fish and Game to report to the legislature on or before April 1, 2013 on suggested legislative changes and a fee structure. The previously established date of June 30, 2016 for the end of the current moratorium on suction dredge mining has been removed. The Department has not yet determined the exact steps or time-frame for meeting the requirements of this legislation. Further, You may already know there are also several existing lawsuits which are likely to affect the future of suction dredge gold mining. For these reasons, the Department cannot predict when, or if, suction dredge will be lawful in California or when permits may be available to interested miners. Many miners have inquired about other methods of mining including, though not limited to, highbanking, power sluicing and gravity dredging. We have advised them on a case by case basis of potentially applicable sections of the Fish and Game Code, particularly sections 1602 and You should also know that these activities may be subject to the authority of the appropriate Regional Water Quality Control Board. Information on this topic is available at programs/cwa401/suction_dredge.shtml. If you have questions about the authority of the Regional Water Quality Control Board I suggest you contact them directly. You can determine the appropriate office at the following website waterboards.ca.gov/waterboards_map.shtml. Mark Stopher, Senior Policy Advisor, California, Department of Fish and Game Section of the Fish and Game Codee is amended to read: (a) The issuance of permits to operate vacuum or suction dredgeequipment is a project pursuant to the California Environmental QualityAct (Division 13 (commencing with Section 21000) of the Public ResourcesCode) and permits may only be issued, and vacuum or suction dredge mining may only occur as authorized by any existing permit, if the department has caused to be prepared, and certified the completion of, an environmental impact report for the project pursuant to the court order and consent judgmententered in the case of Karuk Tribe of California et al. v. CaliforniaDepartment of Fish and Game et al., Alameda County Superior Court CaseNo. RG (b) Notwithstanding Section 5653, the use of any vacuum or suction dredge equipment in any river, stream, or lake of this state is prohibited until the director certifies to the Secretary of State that all of the followinghve occurred: (1) The department has completed the environmental review of its existingsuction dredge mining regulations, as ordered by the court in the case of Karuk Tribe of California et al. v. California Department of Fish and Gameet al., Alameda County Superior Court Case No. RG (2) The department has transmitted for filing with the Secretary of Statepursuant to Section of the Government Code, a certified copy of newregulations adopted, as necessary, pursuant to Chapter 3.5 (commencingwith Section 11340) of Part 1 of Division 3 of Title 2 of the GovernmentCode. (3) The new regulations described in paragraph (2) are operative. (4) The new regulations described in paragraph (2) fully mitigate allidentified significant environmental impacts. (5) A fee structure is in place that will fully cover all costs to the department related to the administration of the program. (c) (1) To facilitate its compliance with subdivision (b), the department shall consult with other agencies as it determines to be necessary, including,but not limited to, the State Water Resources Control Board, the State Department of Public Health, and the Native American HeritageCommission, and, on or before April 1, 2013, shall prepare and submit to the Legislature a report with recommendations on statutory changes orauthorizations that, in the determination of the department, are necessary to develop the suction dredge regulations required by paragraph (2) of subdivision (b), including, but not limited to, recommendations relating tothe mitigation of all identified significant environmental impacts and a fee structure that will fully cover all program costs. (2) The requirement for submitting a report imposed under thissubdivision is inoperative on January 1, 2017, pursuant to Section of the Government Code. (3) The report submitted to the Legislature pursuant to this subdivision shall be submitted in accordance with Section 9795 of the GovernmentCode. (d) The Legislature finds and declares that this section, as added duringthe Regular Session, applies solely to vacuum and suction dredging activities conducted for instream mining purposes. This section does not expand or provide new authority for the department to close or regulate suction dredging conducted for regular maintenance of energy or watersupply management infrastructure, flood control, or navigational purposes governed by other state or federal law. (e) This section does not prohibit or restrict nonmotorized recreationalmining activities, including panning for gold.
