Festus, & the Ol Crew REMOUNT STATION RIDE Dates 4/25-27/2007 DIRECTIONS: from CDA go east on I-90 to St Regis, take the St Regis exit and proceed N on hwy 135 approx.18 mi to the junction of Hwys 135 & 200, turn east (right) onto hwy 200 approx. 9 mi to Perma (its basically a sign along the road), just east of Perma take the bridge across the Flathead River (road 382), immediately across the bridge turn right onto the gravel road, go about 3 mi to the remount station. It has corrals and several abandoned buildings; you can't miss it. This is Salish-Kootenai Tribal land and each person is required to have a permit. Permits are issued by the Montana Fish, Wildlife and Parks Dept and can be secured in one of two ways. You can purchase it in person at the store in Plains or on line on the MT FW&P web site. A 3 day permit costs $8 plus a handling fee ($1.43 on line). To go to Plains at the store/gas station turn west at the junction of 135 & 200 and go approx 10 mi. To purchase online go to the website online licensing system. At the page listing all the available permits and licenses near the bottom of the page you will see a section titled CSKT. Chose the 3 day permit and follow the directions. Last time people had trouble with this online procedure but I just used it and have a printed receipt and temporary license for Diane and me. There is plenty of parking area, usable corrals, water and most likely grass but you may want to bring hay. The country is open with lots of cross country opportunities. Please RSVP the Shriners or the Hortons so we can plan adequately. We will be there Fri AM. Plan to feed yourselves Fri eve and your lunches Sat and Sun. We'll prepare breakfast Sat and Sun morn and do the usual potluck and your own steak or what ever on Sat eve. TUNE-UP CLINIC Saturday, April 19th It s that time again, the weather has changed, riding season is here and your horses are in need of a tune up (Shots that is) before you hit the trail. The place is Mica Stables, go south on 95 from CDA at the top of the first long hill start looking for the PBCH signs. The Vet will start at 8:00 a.m. When you arrive, make sure you sign up with me; horses will be seen in the order that you have signed up. All horses must be signed up by 10:30 a.m. THIS IS A MEMBERS ONLY EVENT We will have Breakfast Burritos for $1.00 each and free coffee. 2 2 PANHANDLE BACK COUNTRY HORSEMAN APRIL 2008 Panhandle Back Country Horsemen March 15, 2008 Meeting Minutes The meeting was called to order by President April Linscott at 8:35 and update the new site will be needed. Robert Wuest volunteered to PM. take on the task. Due to the lateness of getting the meeting started, the February EDUCATION PROGRAM DIRECTOR We are still in need of a minutes were not read. volunteer to run the program. OLD BUSINESS CALENDAR OF EVENTS As Robert Wuest and Bernie Lionberger were still trying to get the Bob Marshall DVD to run, Gene Bruce went over the calendar of events for the rest of the year to let our guests know what kind of activities we participate in. Robert and Bernie got the DVD running so we broke into our regular meeting to present a program on the Bob Marshall Wilderness. It was a very entertaining show of a beautiful area in Montana. CONVENTION / OUTDOOR SHOW - April Linscott reported that we still could use a few more volunteers for the bucket raffle, Lea Williams offered to help. Bucket raffle items will be donated by Debbie Samovar, the Bruce s, the Saathoff s and Al Linscott. Bob Williams is donating a weather vain that for the live auction. He has requested reimbursement for the materials and will present a bill at the April meeting. Additionally, we need to contact Walt and Connie Glass about the chapter s display. Al Linscott reported that someone else took over the Buck-o-Matic. Karen Kimball has a place 6 miles from Lewiston and has offered to host a BBQ on Saturday night bring your own steak. There are a couple of items that our delegates will need to vote on this year some changes to the BCHI by-laws and whether or not we want to purse the idea of a calendar for a state fundraiser. Additionally, Bernie Lionberger s position as National Board Member is up for election, he will not be running again. The National Board is looking to meet 2x a year. WEB SITE We still do not have a web site. A deal is in the works to get a new site designer and hosting server. Connie Glass doesn t want to be the web wrangler any longer, so a volunteer to maintain NEW BUSINESS LEAVE NO TRACE PROGRAM Bernie Lionberger reported that he received an from Raynett there are 2 positions open in the up coming LNT Master Class if anyone is interested in taking it. ST JOE TRAVEL PLAN Bernie Lionberger reported that there is a meeting on March 26 th in St Maries to determine which wilderness areas will be open to motorized use. Mainly in the Mt Larkin Pioneer and Wilderness area. A couple of groups adding their input to this process are the Spokane Mountaineers and the PBCH. Thus far it has been a very nice group of folks to deal with. FS REC BUDGET - The final budget will come out Monday, March 17 th and will be less than last year due to not keeping up with the 2% cost of living increase. Most of the budget goes to the cost of reports from the Resource Advisory Committee. They are looking to do a mechanized clean out Grandfather Mt. to the tune of $85,000. Sandpoint got one of the grant monies that was available. Idaho Parks and Recreation is looking to obliterate roads and opening then for trails. A message needs to be sent to make them multi-use, single track for bikes or double tracks for ATV s, except in Pioneer areas. FERTILIZER - Robert Wuest has sent up a PBCH Member Discount with the Green Acers Ag Center in Post Falls. Just go in and tell them what you want and how much. You can get up to 5 tons. IDcomments@fsroadless.org Idaho's Roadless WILDLIFE HABITAT Needs Your Support The Bush Administration is employing a new back-door plan to subvert the present policy of protecting Roadless Wildlife Habitat Areas towards a policy of extracting the timber and minerals from these critical areas. The state has petitioned (PETITION OF GOVERNOR JAMES E. RISCH FOR ROADLESS AREA MANAGEMENT IN IDAHO, OCTOBER 5, 2006) the federal government through a law previously not used in the fight to log and mine our precious Roadless Wildlife Habitat (5 U.S.C. 553 of the Administrative Procedures Act, 1.28 of title 7). The use of this Administrative Procedures Act, if successful, will set dangerous precedents for the rest of the nation s Roadless Wildlife Habitat Areas. This petition has allowed the U.S. Forest Service to initiate an Environmental Impact Statement (EIS), called the Roadless Area Conservation Draft EIS, which will, inevitably, lead to a decision to log and mine the majority of the remaining Roadless Wildlife Habitat Areas in Idaho. Not surprisingly, the Administration s plan would impact over two/thirds of the remaining 9.3 million acres of pristine Roadless Wildlife Habitat Areas in Idaho, severely reducing its value for wildlife. One of the many impacts of this Roadless Area Conservation Draft EIS will be to open the door to the destruction of our Roadless Wildlife Habitat heritage. The door will be opened to further development within Idaho and will set precedents for other regions to follow. Presently, these areas are protected from destructive development. This Roadless Area Conservation Draft EIS will change those protections. From the existing status of protected wildlife habitat areas, the door will be opened to develop many of these areas. A better alternative, and one not even considered by this DEIS, is the permanent protection of these important wild life habitat areas. The House of Representatives is presently considering H.R. 1975, the Northern Rockies Ecosystem Protection Act. This bill gives permanent protection to all remaining pristine roadless areas larger than 5000 acres within the northern Rockies ecosystem, and provides for the rehabilitation of Roadless Wildlife Habitat Areas that have already been impacted by the resource extractive industries. The Roadless Area Conservation Draft EIS presently is accepting comments on the decision that will be made after the April 7, 2008 closing of the comment period. IDcomments@fsroadless.org To make this commenting easier for yourself, you can cut and paste from the text in this site and especially from FOC's scoping comments (see below). The US Forest Service is in the process of conducting formal hearings, in locations throughout the state. The hearings in the Clearwater region have past. The public came out in force in strong opposition to this plan of destruction, despite blizzard conditions, long commutes, and inconvenient after work-day schedules. The time to act is now! Talking points * Emphasize Wildlife Habitat- Roadless Wildlife Habitat Areas should be protected for fish and wildlife, and for future generations. * Just say no! * Emphasize the importance of roadless areas for quality recreation, clean water, and fish and wildlife habitat * Relate the importance of roadless areas to the economic future of the country * Idaho's undeveloped roadless areas provide the best fishing and hunting opportunities and generate millions of dollars per year for Idaho's economy. * Idaho's forests have an estimated $660 million backlog of needed maintenance on over 34,000 miles of existing road. Tell them to take care of the backlog before building new roads. * Mention personal experiences that you've had in backcountry areas, or issues that you feel are important. * These Roadless Wildlife Habitat Areas belong to the people of the nation. Decisions to destroy them need to be made by the nation, not the state of Idaho. Please make a comment and tell the EIS team that you do not want our Roadless Wildlife Habitat Areas ruined by this short-sighted plan.
