Please follow us on Monthly Community Meeting As a reminder, our community meeting days have changed. I have moved the meetings to the first Monday of the month from 6:00-7:00 p.m. This month s meeting will be on February 6, 2017 at the Italian Athletic Club. I hope to see you there as we discuss the current crime and community issues in the district. 311 APP Captain David Lazar Commanding Officer Central Station I would like to take a moment to remind everyone of the services offered by 311. You may download their app and use it to report encampments, trash and a variety of issues to be addressed by the City. It takes a minute to download and use. Traffic Safety A reminder to everyone to slow down and give yourself enough time to travel through the district. Especially during the wet weather. Our number one collision injury is a pedestrian struck while legally in a crosswalk. Please make sure to make eye contact with the driver, ensure their car has come to a complete stop and then proceed. Be careful! The Department s Motorcycle officers have spent a lot of time in our district lately. This includes over 30 citations in the last couple of weeks for speeding in the Broadway Tunnel. We are spending more time there then in recent history. Our enforcement time varies and one never knows if their speed is on radar. Please let everyone know to slow down in the Broadway Tunnel. We are starting to increase enforcement as well at Clay and Kearny. In addition, Sergeant O Mahony on the midnight watch has been leading a team of officers conducting Lidar enforcement (new version of radar) for speeding vehicles. We are serious about vehicles slowing down in the district.

2 2 Page 2 Cell Phone Thefts One of my newest readers of the newsletter, a retired Inspector from the SFPD, gave me a great reminder about a message to everyone. When a person is walking down the street, there is a possibility their cell phone could be taken right out of their hand. The problem doesn t just involve having to spend a small fortune getting a new phone and fixing the service but the person is now exposed to identify theft. In other words, the suspect has access to your personal information and there is a possibility that other problems related to expenditures and credit will occur shortly thereafter. The bottom line is to safeguard your phone by concealing it and not using while in public. Transfers I would like to congratulate Officers Ralph Vallimont and Bart Sullivan for completing the Field Training Program and I wish them the best in their new assignments. I welcome to Central Station Officers Trevor Roberts and Tecia Clifford. Super Bowl Weekend This weekend is Super Bowl weekend. It is hard to believe that it has been one year since we hosted Super Bowl 50. Central Station Officers were assigned to Super Bowl City for 9 straight days. I am sure the Houston Police Department is busy hosting Super Bowl 51. As a reminder, please drink in moderation this Sunday. Do not drive and if you have to travel, use public transportation or other means. Consider traveling with a friend. Great Arrest in Chinatown! Over the last couple of years, I have stressed the importance of video cameras to provide an extra layer of protection for your home or business. I have numerous examples of cases where we have made an arrest based on an identification from the video. I have often thought if there was no video, there would be no case with a slim chance of apprehending a suspect. This was the case this week in Chinatown where an individual was seen on camera on Waverly Alley breaking the glass door to a Family Association. When we saw the video, we instantly knew who it was. That day, Officer David On placed him under arrest and Sergeant Quoc Do did an incredible follow up investigation. As a result of their diligent work, we linked this suspect to a vandalism on Pagoda Alley as well. Why this case was even easier to solve was because it was the same person arrested by Central Station Officers a few weeks ago when he randomly began kicking and badly damaging cars on Waverly Alley. We had a video of these incidents and as a result made the arrest. These are three cases of expensive vandalism which potentially would go unsolved without video. Something to consider?

3 3 Page 3 New Paint Last, Central Station has essentially looked the same inside since it was built around Although we are going to keep the same color in the front office, I decided to change the color in the Assembly Room. I should have realized how hard it was to get 140 officers to agree on a color. When that didn t work, I picked one, but it didn t come out too well. Luckily, we caught it early and finalized the decision with a nice grey. Anyways, we now have a slightly new look. Have a great weekend and Gung Hay Fat Choy!- Year of the Rooster! 4 4 Page 4 Crimes of Note Definitions Robbery Robbery is the taking of property from another by using force or by using fear. Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury on another person. Battery - (Misdemeanor battery) is any willful and unlawful touching of another. (Felony battery) is the use of force or violence upon the person of another that causes serious bodily injury. *Assault is when a person swings their arm and battery is when that arm makes contact with another person. Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a firearm or by any means of force likely to produce great bodily injury. Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony. Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken exceeds $950. The victim tried to grab the sunglasses from the suspect, but the suspect pushed the victim back and fled away. An unknown suspect approached the victim sleeping on the sidewalk and kicked the victim in the head. The suspect demanded the victim s bag, but the victim refused. The suspect pulled out a knife and stabbed the victim in the arm then fled away. An unknown suspect followed the victim and demanded the victim s properties. The victim continued walking, but saw the suspect pulling out a knife. Fearing for his safety, the victim gave the suspect his cell phone. The suspect demanded more property from the victim, but the victim yelled for help and the suspect fled away. The suspect entered the store and stole a skateboard, hats and headphones. The suspect ran towards the exit, but the victim was able to lock the door to prevent the suspect from leaving. The suspect then punched the victim several times. Arrest made. An unknown suspect entered the store and stole chips and hair dye. The victim confronted the suspect at the door and the suspect pulled out a can of pepper spray and pepper sprayed the victim. Two unknown suspects entered the store and asked to see a brass knuckle shaped belt buckle. One of the suspects put the buckle on his hand and start punching forward. The suspects then walked out of the store with the belt buckle. The victim did not chase after the suspects because he feared the suspects would use the buckle to harm him. An unknown suspect approached the victim and grabbed the victim s bag, but the victim held onto the bag. The suspect punched the victim in the ribcage to get the victim to let go of the bag, but the victim held on to the bag and the suspect fled away.

The victim told the suspects that she did not have a cell phone. One of the suspects pulled out a knife and pointed it at the victim. Fearing for her safety, the victim gave the suspects her cell phone and the suspects fled away. An unknown suspect approached the victim from behind and grabbed the victim s purse. The victim held on to the purse and struggled with the suspect. The suspect was able to rip the purse away from the victim and fled away in a waiting vehicle. An unknown suspect approached the teller window and gave the victim a note. As the victim was reading the note, the suspect asked for the note back, but the victim refused to give it back. The suspect then fled away. An unknown suspect approached the victim and head-butted the victim several times. The victim fell on the ground and the suspect stole the victim s guitar. An unknown suspect struck the victim in the back of the head and the suspect grabbed the victim s cell phone. The victim tried to hold on to the cell phone, but the suspect forced it out of the victim s hands and punched the victim in the face several times. Two unknown suspects entered the store and stole shampoos and conditioner. The victim confronted the suspects and stood at the front door to prevent the suspect from leaving. The suspects pushed past the victim, but one of the suspect s bag caught onto the victim s belt. After a struggle to unhook the bag, the suspects fled away. The suspect entered the store and stole a jacket. The suspect was confronted by security outside of the store. When the victim tried to detain the suspect, the suspect pressed his forearm against the victim s neck in attempt to resist arrest. Arrest made. An unknown suspect looked into the victim s parked vehicle while the victim was sitting in the vehicle. The suspect opened the driver side rear door and grabbed a backpack. The victim grabbed the backpack and struggled with the suspect, but the suspect was able to forcefully pull the backpack from the victim and fled away in a vehicle. An unknown suspect entered the store and stole a pair of sunglasses. The victim confronted the suspect, but the suspect pulled up his shirt and revealed a knife tucked in his pants. Fearing for his safety, the victim told the suspect to leave. The suspect stole another pair of sunglasses and fled away. Assault/Battery/Violent Crimes An unknown suspect was in a traffic accident with the victim, but the suspect failed to stop. The victim confronted the suspect and the suspect struck the victim with a tire iron several times. The suspect got into the vehicle and fled away. An unknown suspect got into a verbal argument the victim. The suspect threw a drink at the victim and pulled on the victim. The suspect rang the victim s doorbell and stated he wanted to meet his new neighbors. The suspect started to act strange and started to walk away. The victim followed the suspect and the suspect pulled out a knife and cut the victim s wrist. Arrest made. An unknown suspect struck the victim in the head several times while inside of a bar. An unknown suspect and the victim took a cab together to the same location and got into an argument about paying for the fare. The suspect stabbed the victim with an unknown object and fled away.

An unknown suspect was sleeping in the doorway of the store. The victim asked the suspect to move and the suspect started to yell at the victim and pushed the victim. An unknown suspect was disturbing the victim driving the bus. The victim and other passengers told the suspect to sit down, but the suspect refused and yelled. The victim stopped the bus and opened the doors. The suspect punched the victim in the face and fled away. The three suspects and the victim were in a verbal argument and the suspects struck the victim in the face. Citations issued. A group of unknown suspects approached the victim at the bar and struck the victim in the back of the head several times and struck the victim in the head with a bottle. Theft/Shoplifting An unknown suspect shattered the passenger side front window and stole backpacks, containing passport, laptop, tablet and wallet. An unknown suspect stole the victim s wallet from the victim s shoulder bag. A group of unknown suspect entered the store and stole a wallet, belt and scarf. An unknown suspect entered the store and stole sunglasses. The suspects entered the store and stole purses. The suspects were stopped by officers outside of the store. Arrests made. 13 13 Page 13 Each month features a citizen who represents the unique flavor of the Central Police District. This month we interviewed Joseph Omran. Joseph is on the Board of the Nob Hill Association and the Community Police Advisory Board. Our featured citizen of the month is Joseph Omran, who is a native San Franciscan, which is rare these days. Joseph has been an instrumental part of the Nob Hill neighborhood for the past 30 years; he and his brothers are the ones who opened and operated Lebeau Nob Hill Market. Joseph is the sole survivor of the original team, but his son, Alexander, joined him several years ago as the General Manager. Alexander hopes to carry on the tradition of Lebeau Nob Hill Market, a friendly, delicious, family oriented market, which has been serving the Nob Hill neighborhood since Joseph serves on the board of the Nob Hill Association and Captain Lazar s Community Police Advisory Board. He has helped organized the monthly Saturday sweep with the help from the Department of Public Works. Joseph has attempted to create some public awareness to become personally connected to the community. Joseph says, It hasn t been easy. The community has lost much of the human touch of neighbors knowing neighbors. Too much disconnect has made it very challenging to create a good sense of community. As a small community supported business who depends on the neighborhood, the challenges are always ever present. We are very grateful that the community continues to support us, without them, there is no us. Joseph believes the Central District is the heart of the city, it encompasses the most dynamic features of our wonderful city.

14 14 Page 14 Each month features one of its officers in an effort to learn more about the men and women who police our neighborhood. This month, we interviewed Officer Brian Kelly, a 5-month member of. Officer Kelly was born in San Francisco and attended Marin Catholic High School in Kentfield, CA. After high school, he went on to attend Cal Poly, San Luis Obispo where he received his degree in Construction Management and a minor in Graphic Communication. Officer Kelly joined the San Francisco Police Academy in October After graduating from the Police Academy, he was assigned to Southern Station for field training. After field training, he was assigned to Mission Station for his probation station. After probation, he was assigned to Ingleside Station for his permanent station. Officer Kelly accepted his transfer to Central Station in September Officer Kelly is a patrol officer and can be seen patrolling the Union Square area. He is a Field Training Officer where he helps train officers who just graduated from the Police Academy. He is also Crisis Intervention Team (CIT) trained. Officer Kelly s favorite thing about the Central is interacting with the community that appreciates our services and working in North Beach with all the great restaurants.
