3 IGNITION May 2015 The May Meeting will be the last to be held at 6.30pm. Next meeting will be at 7pm with a meal before hand at 6pm. As there was another function on at the same time we held it in an area off too one side of the main Bar area. With a number of small tables pushed into a row. See minutes for details, and near the end we had a brief talk on what meals will be available for meetings & the upcoming AGM. We have arranged to have a meal before the meeting again at 6pm with the meeting to follow at 7pm. Those not requiring a meal will now have until 7pm to attend the meeting. We hope to have the Mag out earlier this month with the info on the memorial run on 23rd May. Saturday 23rd May Memorial Run. Meet at Megazone Entertainment Centre Cnr Frederick St & Anzac Ave 2 PM. Followed by Wee run and Pot Luck dinner at Bernie & Steph s Place 6 pm. This info is also on the back cover. When sending the mag out by I will also send copies of info from the ARCC AGM & Rally. We will have copies at next meetings and our AGM. I have had another enquiry, from the North Island, for the SD1 as seen in the Drivers Mag. As the Car Rego. Is now on hold. I am now accepting offers. The Tom-Cat : I had the radiator cleaned out but will need to get a new top hose for it and as expected it is Special, so not readily available. It was noted that the Otago Clubs report was sent and received at the National AGM, an apology was also sent re. Absence of Representative, but to date has not been acknowledged. Jeff reported on Heritage Correspondence advising half the complex has been pencil -booked with limited 1 and 2 bedroom units and 23 studio units. Memorial Run - May 23. Meet 2pm MegaZone Entertainment Centre(Cnr Anzac Ave & Fredrick St)There will be a small run with a pot luck at Steph and Bernies. Otago Club AGM set for July 25th - Jeff will confirm booking for meal with RSA. RSA Representative Ang advised that meals will be available from our next meeting. The cost of dinner meals is estimated $15 - $25. Chicken and Fish & Chips are definite choices so far - menus are still being developed. 6 Minutes of the ARCC AGM Held at Solway Hotel, Masterton The meeting commenced at 4.30pm. Present David Raven ARCC / Waikato George Ratcliffe Auckland Gavin Hill Nelson Catherine Hill Nelson Adrian Chandler Nelson Chris Clark Nelson Murray Anderson Wellington Nick Marshall Wellington Roy Hughes Canterbury Richard Chelley Bay of Plenty Malcolm Smart Taranaki Apologies Peter Snowden Minutes of last AGM David Raven proposed they be accepted, seconded by George Ratcliffe Matters Arising David Raven raised concerns that he d had no response to several attempted contacts with the Manawatu Club. Chris Clark observed that their last newsletter posted to the Manawatu club had been returned GNA, Wellington had the same experience. Nick Marshall had met Ross Reader from the Manawatu club at British Car Day in Trentham in Feb 15 and obtained a new address. Nick also observed that the Wellington club had contacted several times to encourage participation in the 2015 National Rally but no response was received. David Raven observed that the next club insurance cheque was due soon. As he had no membership return from Manawatu they can t be included. Adrian Chandler had a phone number which he would pass to David Raven for follow up. The Canterbury club had recently received the Manawatu newsletter so it seems they are still active. David Raven to follow up but unless membership details and levy is paid, Manawatu won t be included in this year s club insurance. National Secretary s Report This was presented by David Raven. Proposed it be accepted by David Raven and seconded by Adrian Chandler. Financial Report The details were in the AGM pack provided to attendees and briefly reviewed. General consensus was that the financials were in good shape. David Raven proposed they be accepted, seconded by Adrian Chandler. Club reports All reports were read and accepted except for the Otago report which was too long to read out but was included in the AGM pack and able to be reviewed by those attending. David Raven proposed they be accepted, seconded by Adrian Chandler. Notice of Motions none received eneral business ARCC Levy for 2015 Insurance costs for the public liability cover will increase by around $450 this year (all business insurance has increased in the past year so this is not unexpected). The basis for the insurance premium has changed to $50 per club covered and then a fee per member. It is therefore necessary for the ARCC levy to increase from $4 per member to $5 per member to cover this increased cost. Insurance The Insurer needs the income for each club as part of the insurance proposal and confirmation that none of the clubs officers have been declined insurance or are subject to criminal charges. David Raven observed that two clubs don t pay for the insurance but will need to do so in future due to the way the premium is calculated Murray Anderson asked whether income from the national rally needed to be included in the club income submitted for the insurance. David Raven was unsure and will check with the insurance broker. George Ratcliffe observed that the cover arranged by the ARCC was extensive and good value. Given the potential liability for clubs and their officers it was essential cover was in place and it was worthwhile continuing with. Nick Marshall outlined that the Wellington Club found the ARCC insurance much cheaper than the cover the club had previously held prior to re-joining the ARCC. Retention of the present insurance cover and the increase in ARCC levy was proposed by David Raven and seconded by Nick Marshall; there was general agreement across those present to this motion.health and Safety There is high concern within many clubs and volunteer organisations about proposed changes to Health and Safety legislation that has potentially large impacts on such organisations.
7 Adrian Chandler and Chris Clark met with their local MP, Nick Smith to discuss this. The issue is that the proposed legislation has a drafting fault in which one section specifically excludes volunteer organisations but the section defining employees includes those paid or unpaid! Current state is that the Government has rejected the proposed legislation and have asked for it to be redrafted. The cabinet minister responsible, Michael Woodhouse provided information and a web link on how voluntary organisations are covered or affected by the act and it s clear that the intention is that most clubs won t be affected. Worksafe NZ have provided Roy Hughes with a presentation on how the legislation could affect voluntary groups. The legislation date has been put back to Nov 15 and it looks likely they ll revise it as a consequent of the substantial feedback the ministry has received from numerous sources. Roy observed that it appears that Cabinet is not keen that Incorporated Societies are covered by the new onerous requirements. It was apparent all clubs need to keep a watching brief on this legislation. Roy Hughes, Chris Clark and Adrian Chandler were thanked for the submission and lobbying they have done and for the on-going watching brief being undertaken. Moved David Raven, seconded Murray Anderson ARCC Website Despite the discussion at the last ARCC AGM Facebook had already been set up by Cathie when she set up the new website. Cathie observed Facebook was being used occasionally and nothing adverse had occurred on it. There was consensus at the meeting to leave Facebook in place. General Consensus that the ARCC site was functioning well except a few upcoming events items were now dated and needed removing. David Raven outlined that the site is now backed up and therefore can be restored if issues arise in the future. The retention of Domain Names was discussed; we have two & The risk is that if we allow these to lapse they can be picked up and resold and we lose control, some instances of companies etc being held to ransom on domain names. General consensus was that we should retain both, proposed by David Raven and seconded by Chris Clark. National Rally 2016 Proposed to be held in Oamaru at Easter. Some discussion about having the National Rally at Easter or outside if Easter pros for non-easter dates are lower ferry and accommodation costs, less likely to have clash of events and roads are less congested (Easter traffic is especially an issue for North Islanders!). The very good turnout at the 2015 Masterton rally is in part due to the rally being held outside of Easter. Pros for Easter are that generally people don t need to take annual leave to attend. The rally timing is not tied to Easter and other dates are acceptable, observed its best to avoid school holidays though. National Rally 2017 It will be the North Island s turn to host the National Rally in David Raven asked whether the Taranaki club would host it but they were unwilling to do so as they are a very small club. There was a suggestion that Hawkes Bay might be attractive especially if it could be aligned with the classic car show they have. However it as observed that there wasn t an active club in Hawkes Bay and only 2-3 members in that area so it d be very difficult to arrange. Its proposed the National Rally is held in the North Island in 2017 and David Raven asked clubs to give some thought as to who could host it and where. In particular we d like to her from South Islander on where they d prefer it held. Proposed David Raven, seconded Adrian Chandler. Car Valuations General agreement at the meeting that the suggested price ranges by model and condition proposed were acceptable and generally in line with what Rovers were selling for. David Raven moved the price list be accepted, seconded by Murray. Other business None put forward Election of officers The meeting was asked for nominations for ARCC National Secretary and Treasurer, both David Raven and Roy Hughes were willing to stand again. There were no other nominations and those present agreed to re-elect David Raven as National Secretary and Roy Hughes as National Treasurer The meeting closed at 6.15pm. 10 Seacliff Lunatic Asylum (often Seacliff Asylum, later Seacliff Mental Hospital) was a psychiatric hospital in Seacliff, New Zealand. When built in the late 19th century, it was the largest building in the country, noted for its scale and extravagant architecture. It became infamous for construction faults resulting in partial collapse, as well as a 1942 fire which destroyed a wooden outbuilding, claiming 37 lives (39 in other sources), because the victims were trapped in a locked ward. The asylum was less than 20 miles north of Dunedin and close to the county centre of Palmerston, in an isolated coastal spot within a forested reserve. [2] The site is now divided between the Truby King Recreation Reserve, where most of the old buildings have been demolished and most of the area remains dense woodland, and privately owned land where several of the smaller hospital buildings have been renovated. 10
