1 February 2016 Neighbourhood Watch Update PC Jim Lipscomb and PC Sean Burridge (Surrey police) and PCSO Carl Boxall attended St Peters School and gave a talk to Year R about the police and the roles of a PCSO and PC. The children looked around a police car and put the sirens on.
2 Neighbourhood Priorities This months priorities for the Neighbourhood Teams Waterlooville South Waterlooville North 1. Vehicle Crime - Due to a recent increase in vehicle crime we will have to revisit this and work with the community to eradicate it.. 2. Non Dwelling Burglary - There has been an increase in break-ins to garages and sheds over the last month in Purbrook and Widley. 3. Anti Social Behaviour - There has been an increase in reported Anti Social Behaviour and associated public order incidents in the Laburnum Road area. 1. Vehicle Crime - Due to a recent increase in vehicle crime we will have to revisit this and work with the community to eradicate it. 2. Violence - Wecock Farm. Increased reports of violence against individuals from youths 3. Anti Social Behaviour - Increase in reported Anti Social Behaviour in Wecock Farm and surrounding Roads You Said. We did. You Said. Burglaries - Waterlooville is experiencing an increase in burglaries recently, particularly during the late afternoons and early hours of the evening. We did - Crime rates reduced. We have worked closely with our burglary team and offender management team to identify and target those believed responsible. Some arrests have been made in relation to key individuals believed responsible and work in relation to them is ongoing. We have liaised with vulnerable property owners regarding crime prevention education including leaflets, posters, talks to groups, a Pop up Shop event and beat surgeries. Information circulated via Neighbourhood Watch, Tenants Associations etc. Plain Clothes patrols were arranged to stop and check people out in vulnerable areas when appropriate and to identify and target homes in darkness in order to leave crime prevention advice. Burglary prevention work will continue but no longer as a priority. Tell Us Your Priorities.. 5 Inspector Dave Humphries Last month we reported the loss of the Crime Reports website, something which has been met with mixed response. It is clear some of you didn t like it particularly and preferred it when we sent weekly details of crimes out directly to you. However, it was clear that some of you found the facility Crime Reports provided really useful. As much as we would like to be able to report details of crime regularly it is quite time consuming for staff to compile the lists into a format we can send out. In that respect Crime Reports saved a lot of time and put Neighbourhood officers back out on the streets. Having looked at options around how we can continue to keep you all updated on crime in the local area Garry & Sandie, our intrepid volunteers who produce this bulletin have looked at how to produce a weekly crime update and send it on Hampshire Alert. We are close to having a good product and so you should hopefully see something very shortly. In regards to the bulletin Garry & Sandie are seeking feedback on it so we can ensure it is tailored to your needs as our local NHW association. They have responded to the feedback that one bulletin for the whole of Waterlooville was Preferable to a separate north and south by combining them. They have also dealt with views that the one bulletin has got too large and have slimmed it down. Following confusion amongst some as to who their local PCs and PCSOs actually were they have put a map in that makes it very clear so hopefully you have noticed all these improvements. No doubt the bulletin will continue to improve so please keep feeding back to them. Contact details for feedback are at the end of the bulletin. Finally we are starting to see members of the community coming in to go out on patrol with us as part of the Community Observer scheme. We ll give some more details next month on this but in the meantime if you want to experience the challenges of operational policing first hand then visit advice-and-information/general/community-observerscheme for application details. 8 Team News Congratulations to PC Debbie Surridge who has been commended by the Prime Minister, David Cameron. A police officer from Hampshire who has helped her local community scale to new heights by building and running a climbing club has been named a Point of Light by Prime Minister David Cameron. In 2009 Debbie Surridge formed a partnership with Hayling College, Hampshire County Council and volunteers to bring a climbing wall to the area. They were successful in their bid for 50,000 from The People s Millions. The project received the third highest number of votes nationally, attracting 16,000 votes. As a police officer, Debbie spoke to lots of young people on the streets of Hayling Island and discovered that they had nowhere to go and had little to do in the area. After finding out that Hayling College had a derelict climbing wall within their sports hall, she came up with the idea of trying to find funds for obtaining money to update the wall into a modern climbing facility. Prime Minister David Cameron said: Debbie is a shining example of the difference that people can make in their local communities. Her passion and dedication has delivered a climbing wall and park for the whole community to enjoy. I am delighted to be able to recognise Debbie as a Point of Light. Debbie is also a qualified climbing instructor who trained in her own time so she could teach the young people at the climbing wall at least once a week. She has inspired a substantial number of people to volunteer for the wall and climbing club. Most recently she attended a community group and worked with a group of young people in the area to ask what they wanted in the local area. They decided on a play park and fundraised in a number of ways including a charity abseil organised by Debbie that raised 6,000. Debbie worked with local Councillors and further funds were found for an 85,000 play park. The play park is now complete and is being used. Debbie is the 458th winner of the Points of Light award which has been developed in partnership with the hugely successful Points of Light programme in the USA and was first established by President George H. W. Bush. Debbie said: I am totally shocked and amazed by this award. I love working with young people. Young people today have so much on their shoulders and if can help them in any way then I am happy. Young people are our future.
9 Team News On the JW North Team PC Hurst assisted local housing officers from the local housing provider in the eviction of 2 residents in the Wecock farm area who were evicted for the use of drugs. PC Burke on the South team arrested a suspect who was wanted for burglary. 3 Stolen bikes were seized from his address and the male was bailed pending evidence. There has been a big increase in rogue traders in the areas of Cowplain/ Horndean. We are asking members of the public to remain vigilant and let the police know if they believe they have been a victim of this or someone they know has. Also if anyone see's or hears of this happening in the area call us on 101. If you are unsure if the traders knocking your door are a well known, registered of reputable company please check on the trading standards website on PC Chris Young carried out a people who help us talk at Rachel Maddocks School which the pupils loved They got to go in the police car and learnt about the Police job role Litter Pick. NHW members were amongst 19 volunteers participating in a litter pick in main public areas of Purbrook on Sunday 24th Jan. 47 bags of litter plus assorted 'junk' were collected. So far 60 bags have been filled in HBC support the initiative, providing litter-pickers, waste sacks and gloves and most importantly, removing all of the rubbish on completion. 10 Simon Hayes presents plans to Police and Crime Panel Simon Hayes, Police and Crime Commissioner for Hampshire and the Isle of Wight, has today presented his plans for the council tax precept to the Police and Crime Panel in Winchester. This includes a proposal to protect frontline policing through an increase by 1.99%, which for an average Band D council tax payer is an extra 3.13 a year. Simon Hayes, Police and Crime Commissioner, said: Following the historic cuts and despite significant savings made, the budget is still greatly reduced. I must ensure that the budget for policing in Hampshire and the Isle of Wight reflects what our residents expect from their constabulary. Feedback from members of the public across the two counties shows that the majority are in favour of a 1.99% rise in the precept. We will continue to provide this essential and efficient service which has been shown as good value for money to residents. The Chancellor s Autumn Statement in November 2015 and the Policing Minister s funding settlement in December made it clear that the government expected Police and Crime Commissioners to increase the precept by up to 2% in order to maintain the protection in real terms of police spending. The announcements from the government came after years of cuts to police budgets have seen officer numbers reduced despite savings of 80 million and efficiencies across the two counties. Following the presentation and questions from the panel and public, a vote showed the panel by majority supported the 1.99% increase in the precept. The Commissioner's public consultation on the level of council tax for the policing budget consisted of an online survey and a public consultation day with a cross section of residents from across Hampshire and Isle of Wight. In the consultation event 93 per cent were supportive of the proposed increase. Delegates were extremely supportive of the police and their widening role to protect society, and the arguments put forward to protect the policing budget in the face of Central Government cuts. Indeed, cutting the police budget further at all was considered shortsighted by some, as prevention work lessens likely public costs longer-term. 871 Hampshire and Isle of Wight residents also participated in an online survey, with 77.2 per cent agreeing to an increase of 1.99 per cent or more, to support and protect local policing.
11 NEIGHBOURHOOD WATCH Neighbourhood Watch schemes can play an important part in creating safer communities by reducing crime and the fear of crime. Creating safer communities. Hampshire Constabulary is committed to supporting the development of schemes throughout Hampshire and the Isle of Wight, and particularly in areas with identified crime problems. We will encourage the formation of associations, constituted to support and develop Neighbourhood Watch schemes, and will work in partnership with these voluntary associations to achieve objectives. Our objectives in supporting and assisting Neighbourhood Watch schemes are: Enhanced community spirit and closer liaison between police and public. Heightened public awareness of the need for security. Reduction in crime opportunities. Reduction in the fear of crime. Aims of Neighbourhood Watch The main aims of Neighbourhood Watch schemes are: For residents to reduce opportunities for crime and make it more difficult for the would-be thief, vandal or criminal to act in their neighbourhood. To build a community spirit so that neighbours can work together for everybody's benefit. To pass on information to the police about any suspicious incidents occurring in the neighbourhood. NEW NHW LOGO CRIME PREVENTION & SAFETY ADVICE GUIDE A new logo has been commissioned for Neighbourhood Watch. It has been designed to remain in keeping with the original logo but bring it up to date. The role out of this will be done by licensing one force area at a time and so until Hampshire are licensced this will not be in use locally but we will update you as soon as it is.
