1 Banff and District Police Report for Community Councils July 2017 POLICE REPORT FOR BANFF & DISTRICT COMMUNITY COUNCILS JULY 2017 INTRODUCTION This report outlines the activities of the Banff & District Local Policing Team during the period 1 April to 30 June It will inform you of the action we have taken to date to address issues within your respective Communities in line with the local Policing Priorities as well as notable local issues. During the reporting period, the Banff & District Community Policing Team have received 500 calls requiring various degrees of response. We have also instigated 206 investigations of crimes and offences during this period. Alvah & Forglen Nothing of note to report. Banff & Macduff Following a reported residential Housebreaking in Back Path, Banff in April 2017 in which a quantity of furniture was stolen, a named suspect has been identified and the positive lines of enquiry actively pursued. Following a reported residential Housebreaking in the Montcoffer area of Banff in November 2016, a 32 year old male from the Banff area was charged and remanded in custody. He is scheduled to appear at Peterhead Sheriff Court for trial on 5 July In April 2017, a quantity of cash was stolen from Daniel's Place, Macduff. A 20 year old female from the Macduff area has been reported to the Procurator Fiscal. In April 2017, a 33 year old female from the Macduff area was charged with drink driving following an incident at Banff Primary School. Criminal proceedings are ongoing.

2 In April 2017, a 47 year old male from the Fraserburgh area was charged with speeding (85+mph) on the A98 at the Fortrie junction. Court proceedings are ongoing. In April 2017, a 38 year old male from the Banff area was charged with speeding (80mph) on the A98 near to the Fortrie junction. A report has been submitted to the Procurator Fiscal. In May 2017, a Housebreaking occurred at The Plough Inn, Macduff, in which a significant amount of cash was stolen and damage caused. Two males from outwith the North East Division have been identified as suspects and enquiries are ongoing to trace them. In May 2017, a 55 year old male from the Banff area was charged with drink driving following an incident in Low Street, Banff. Criminal proceedings are pending. In May 2017, a 21 year old male from the Banff area was charged with drink driving following an incident in Bridge Street, Banff. Criminal proceedings are pending. On 24 May 2017, at Banff Sheriff Court, Joy Duncan of Guthries Haven, Banff, was convicted of drink driving following an incident in Lusylaw Road, Banff on 19 April In April 2017, seven persons were charged with possession of Class A drugs (Diamorphine and Cocaine) at an address in Macduff. The case was not taken up by the Procurator Fiscal. In June 2017, a 35 year old female was charged with possession of a Class A drug (Diamorphine) following the execution of a Drug Search Warrant at an address in Macduff. Criminal proceedings are pending. In June 2017, a 16 year old male was charged with aggravated assault (knife) following a disturbance at an address in Banff. The parties are local and known to one another. Criminal proceedings are pending. In June 2017, a road traffic collision occurred on the A98 Banff to Portsoy road in which a female sustained serious injury. A 46 year old male from the Buckie area is to be charged with Dangerous Driving (carrying out a dangerous overtaking manoeuvre). Cornhill & Ordiquhill Following a reported residential Housebreaking in Cornhill in April 2017 in which a motorcycle was stolen from a garage, the vehicle has been recovered at an address in the Northfield area of Aberdeen. The investigation has been re-opened with positive lines of enquiry being followed up. In April 2017, a 25 year old male and female were charged with offences

3 under the Dogs (Protection of Livestock) Act following three separate incidents in which livestock were killed on farms in the Cornhill and Bridge of Marnock area. Criminal proceedings are pending. Fordyce, Sandend & District Nothing of note to report. King Edward & Gamrie In April 2017, a 33 year old male from the Macduff area was charged with speeding (85+mph) on the A98 at Crudie. A report has been submitted to the Procrator Fiscal. In April 2017, a 19 year old male from the New Deer area was charged with speeding (85+mph) on the A947near Monbletton. Court proceedings are ongoing. In May 2017, damage (minor) was caused to the playground equipment at Crudie Primary School. There is a named suspect and enquiries are ongoing to trace them meantime. On 2 May 2017, at Banff Sheriff Court, George Chalmers of Craigen Terrace, Gardenstown was convicted of drink driving following an incident in Main Street, Gardenstown on 9 April Portsoy & District In April 2017, a 23 year old male from the Cullen area was charged with speeding (95+mph) on the A98 near Glenglassaugh, Portsoy. Court proceedings are ongoing. In April 2017, a 20 year old male from the Portsoy area was charged with speeding (80mph) on the A98 near Glenglassaugh, Portsoy. A report has been submitted to the Procurator Fiscal. In May 2017, a 19 year old male from the Fochabers area was charged with Careless Driving on Seafield Street, Portsoy. He had previously been warned regarding antisocial driving and consequently his vehicle was seized from him. Criminal proceedings are pending in respect of the Careless Driving. Local Police officers were in attendance at the Portsoy Boat Festival over the weekend of June. The event passed without incident and I can confirm no arrests were made for violence or disorder.

4 Whitehills & District In August 2016, local officers executed a Drug Search Warrant at an address in Old School Court, Whitehills, following reports of drug dealing activity. A quantity of Diamorphine (Heroin) and Diazepam tablets were seized during the search and two persons charged with drug offences. On 26 June 2017 at Banff Sheriff Court, Stuart Stephen and Donna Kepadisa known as Marvesley, formerly of 1Braco Court, Banff, were convicted of being Concerned in the Supply of Diamorphine. They are currently awaiting sentence. LOCAL INITIATIVES Operation Cedar - (Challenge, Educate, Detect and Reduce) - a division wide initiative to tackle poor driving standards on our road network. Locally, this includes speeding and antisocial driving. We have carried out dedicated patrols in Banff town centre in response to ongoing complaints regarding antisocial driving in the town. Officers served warning notices on 5 males from the Banff and Gamrie area under the Antisocial Behaviour (Scotland) Act in relation to antisocial driving. In May 2017, we carried out dedicated and high visibility patrols in the Whinhill Road, Walker Road and Duff Street areas of Banff and Macduff in response to complaints regarding illegal parking and driving standards about the area of Banff and Macduff Primary Schools. A number of persons were educated and suitably warned. Internet Security and Online Safety - we have been working in partnership with Banff Academy and through the local GIRFEC (Getting It Right For Every Child) group a programme of inputs and workshops with pupils and parents to heighten awareness of the issues around bullying and exploitation. By raising awareness of the issues and providing pupils and parent with appropriate skillsets it is hoped that we will reduce the incidents of children and young persons becoming the victim of such crimes. An age-appropriate programme of presentations and workshops has been rolled out at Aberchirder and Banff Primary during the last two terms and it is hoped we can extend this across all schools in the Banff cluster. In June 2017, local Officers along with Special Constables and Officers from Fraserburgh DAVRU (Divisional Violence and Reduction Unit) worked in partnership with two Aberdeenshire Council Licensing Standards Officers and carried out over 30 visits to licensed premises in the Banff, MacDuff and surrounding areas. In addition a drugs detection dog was utilised to scan persons entering

5 the local nightclub. As a result of the operation no persons were found in possession of controlled drugs but one male was arrested on an outstanding warrant. It was a successful operation which was well received by the local licensed trade, no alcohol related incidents of violence were reported during the period of the operation. EMERGING TRENDS / ISSUES We are aware of several incidents of vandalism at Macduff Primary School. We are working closely with the school to identify possible suspects. Extra patrols are to be put in place during the evenings and weekends particularly during the school holiday period.
