1 Volume 30 Issue 3 2nd Place McKillop Award 1996 & 1999 March 2018 PREZ SEZ By Tim Sullivan Another month! With miracle March in full swing most of us are grounded. With this spare time we still work on our planes, plan our next flight adventure, clean the hangar, annuals, condition inspections, hangar flying and other aviation related non-flying activities. My contribution to the non-flying aviation related activities included a trip to Santa Rosa airport with Dick Wampach on March 10th to attend the EAA leadership boot camp (Boot picture below). While there were no push-ups, chin-ups or 5 miles hikes with a ruck sack. We did learn one heck of a lot about what EAA has put together for us leaders that will help the chapter mostly to better run chapter business behind the scenes. One of the recommendations from the boot that we will implement now is to change the content of the general meeting. We will no longer be talking business during the meeting, you can read all about that in our newsletter which has the board meeting minutes. This will free up more time for programs talking about aviation more AND we will start the meetings informally at 6PM for socializing just like we do during picnic season. We may even put on a nice video during that time. So, come up to the airport anytime between 6 and 7pm and chat with your fellow members, the regular meeting as always will start promptly at 7PM. We will dispense with the general meeting break and go right into the program for the day. We hope you enjoy the program change. Your board will be working hard the next month or so with a whole bunch of new assignments to help our chapter grow and prosper. RECAP By Kim Stein UPGRADE TRAINING / DOWNGRADE TRAINING By Dick Wompach From time to time we have the opportunity to move up in the world of aviation. It s only natural to want to fly in something different than what we are used to doing and share with friends. As kids we did it. We went from the Red Rider wagon to a Tricycle, on to a Bicycle, and perhaps even on to a powered Scooter or Motorcycle. At age 15 I bought my first car for $35 bucks, a 1939 Chevy---Oh no, I couldn t drive it till I turned 16, but hey I was moving on up! I started flying in 66, a Cessna 140 at Santa Monica (SMO) and occasionally in the clubs 170, (a mighty big difference). After the check ride I moved up to even bigger and better a With a full panel and gyros. Two modern transceivers. As VA monies became available, I got my Commercial, Instrument, Multiengine and Flight Instructor Airplane and Instrument ratings along with flying a number of other make and model planes, (Pipers, Beech, bigger Cessna s all the way up to a late 60 s 210). Due to cut backs in the industry I changed jobs from airlines to general aviation in 1979, starting out as Service Manager for a small Cessna dealer, and got some factory maintenance schooling on the fleet. Dang, I am getting pretty good at this general aviation stuff! Or so I thought! On the downwind the tower called me with a strong authoritative voice (in my words) HEY DUMMY UP THERE IN THE P-210 ARE YOU ALL RIGHT? YOU LOOK AWFULLY LOW! HAVING ANY PROBLENS? I was busy looking for a power setting that would hold pattern altitude in this big old hunk of iron and did not realize that the 600 feet I had dropped to was not leaving either one of us comfortable. With his persuasive hint, I pushed the throttle up to The rest went well and I landed with no problem. As I was climbing back to pattern altitude, I saw the burned-out area where another pilot had not been so lucky a few months earlier, and thus the reason for the controller s concern. Back home I asked the chief instructor (& charter pilot) for some time with him and upgrade training. He gave me some numbers to fly by. We visited quite often, I even got a check out in a 421C. The next 360+ different Cessna 210 s that I flew went a lot smoother for me. So many kinds of radios, auto pilots and new gadgets. I found these frequent mini upgrade seminars were very helpful. Recently I listened to a pilot tell our group about a first flight in a Cessna 150 that she had just bought. He was very busy. Sure, why not, I had been there many times before in my 172 when I got my SEL ATP rating in it, and that s just another airplane, isn t it!!

4 MARCH 2018 The Hangtown Strobe Page 4 UPGRADE TRAINING / DOWNGRADE TRAINING Continued from page 2 instructors are up to flying with steam gages. As a new group of instructors coming up about every five years or so some experience is lost. Back to the 150. She flew the airplane first and then dealt with the emergency. She put the flap knob up but they did not move. It did climb out at about 100 feet per minute, a pretty impressive rate for that 100 hp O-200. After the second go-around most of the electrical load was turned off, and she discovered the flaps had come back to the up position on their own and a safe landing was made. I will bet that the alternator would have reset if the master switch had been cycled to off and on, as per the emergency check list, but perhaps she was a bit busy to find it and read it in the dark! 152. We all know is a very similar airplane, isn t it! Just a minor engine change from the Continental O -200 to a Lycoming O-235. Just 8 more hp. I applaud her for her getting back in the air with a very positive attitude about aviation safety. Perhaps the instructor did not even know the subtle differences of the two aircraft: The 12-volt electrical system with a HI voltage trip warning light, instead of the 24-volt low voltage warning light, A flap toggle switch instead of a pre-select system as on all later Cessna singles. Her first flight turned out to be a night flight, but she was current. Entering the traffic pattern at the destination, an unfamiliar airport, with hills around, then the loss of electrical power just after the first notch of flaps was put in (which placed them at 40*). (First difference, the flap system is not the familiar pre-select system just learned, but an electric toggle switch with a knob that feels similar to that of the 152). And then the radios and lights went dead. If that wasn t enough, the airport lighting quit which had been remotely actuated by clicking the mic a few minutes earlier. We all talk about up-grading to the latest and greatest, the newer systems and the airplanes themselves, we don t often look back at older technology. I have to say 99% of the time the newer improved technology is better. So, I now offer my opinion here. Going back to something from the past, it is just as important to know the way it was back then and have a though check out when you do DOWNGRADE TRAINING. Ask your check out pilot if he/she is knowledgeable about all those subtle little differences. I have to wonder if many of our new Dick Wampach is a pilot SEL-ATP, COMM-MEL, SES, CFII, A/P Mechanic with IA, EAA Tech Councilor, FAASTeam rep & hosts IMC- VMC meetings. rwampach@att.net Prace1st Tuesday of the Month 7pm 8pm We have added the VMC Club, for non -instrument rated pilots who want to improve their proficiency. This is an excellent new resource all pilots should take advantage of. You will get Wings credits for attend either or both programs.

I bet not both, but I have it on a reliable source they were both there...don t ask me why Waldo can t be found. Why did they go you ask???? They did it for US!!! EAA s Chapter Leadership Boot Camps are one day courses focused on making you a better chapter leader so that you can have a better chapter. These one day, interactive sessions are focused on topics important to you as chapter leaders. Some of the topics they cover are: Recruiting and retaining members; Marketing; Tax exempt status; Fundraising; Media & public relations; Young Eagles; Insurance and risk management; EAA chapter resources. The boot camp also provides an excellent opportunity to network with other chapter leaders as well as interact with EAA chapter office staff. UAS Airspace Integration: Friend or Foe? March 14, As technology involved in Unmanned Aerial Systems (UAS), commonly known as drones, continues to speed forward, one of most important questions for the FAA, general aviation, and even commercial air travel involves what effect it will have on the national airspace system. Last week s UAS Symposium in Baltimore, Maryland, brought news that FAA is drafting a four-tier approach to remote identification for drones, in an attempt to handle the multitude of sizes and uses of drones in use now and in the future. This proposal could cause headaches for model aircraft enthusiasts and be a potential harbinger of how the FAA would handle drone integration with low-altitude manned aircraft. One such example is a proposal that would require nearly all remotely operated UAS devices to have the electronic equivalent of an N-number. Such remote identification would also potentially encompass radio-control aircraft that have been operating safely for decades in designated flight areas and under Academy of Model Aeronautics safety guidelines. We enrolled a near record 32 students from seventeen to seventy something, new pilots to rusty pilots. Students come with great enthusiasm as they pursue their flying journey. Chapter members are encouraged to come at the beginning of class for coffee and donuts and introduce yourself to students and potential chapter recruits. Meeting starts Saturday at 9 AM. Statistically there are many more people who belong to EAA and not our chapter in the area. We get x3 per year. Board needs to approve use. Kim made a motion for Pancake Breakfast to be submitted for one of the three EAA press releases to a wide spread area, 2nd, passed. Kim & Jim (end of March) Every ground school student to get EAA Membership 6-month trial and we should extend that to our chapter as well. Jim. Al made motion if someone signs up for a new member free 6month trial National membership, we will extend a free membership for the remainder of that year. 2 nd, motion approved. If you see someone outside the fence invite them inside and talk/walk them around. They maybe have never been given the chance to see planes up close.
