1 Spring Issue APRIL, 2015 Village of Doylestown Community Newsletter A Message From The Mayor.. Welcome to the Spring edition of the Community Newsletter! Even though the calendar tells us that Spring has arrived, the thermometer sure tells a different story! As we all anxiously await warmer weather and green grass, thoughts of summer are on our minds. We have been busy setting up our summer Main Street Music at the Bandstand series, which will once again fill our Friday nights with FREE concerts in June and July. As an added bonus, we have added a 9th concert. The food trucks have been scheduled to return as well. The complete schedule and contribution form are on page 7. The food truck schedule will be posted on the website in the near future. As most of you know, the Village has been hosting Goodwill Industries every 2nd Saturday of the month for over a year now. This program started after we invited Goodwill to our community to accept donations after the Village wide yard sales in September. We had such an overwhelming response to this, Goodwill decided to add the monthly program to our community. Thanks to the generosity our residents have shown, I would like you to let you know that the Village of Doylestown has been selected as Goodwill Industries Chair s Volunteer Award winner for 2014! This award pays special tribute to an individual, company or organization that has demonstrated outstanding volunteer support for Goodwill during the past year. Out of the five other communities that participate in this program, the Village of Doylestown is their biggest contributor. I am proud to accept this award on behalf of our community and hope this program continues to grow with your continued support. I hope you enjoy this issue of the Community Newsletter! Casey Tester Law Enforcement has spent the better part of a decade on a mission to combat drunk driving in order to make our roadways safe. However, studies released by the Department of Transportation s National Highway Traffic Safety Administration (NHTSA) introduce drugged driving (and specifically marijuana use) as even more of a safety concern. NHTSA s latest study of Alcohol and Drug use by driver s found that the number of drivers with alcohol in their system has declined by nearly one-third since 2007, and by more than three-quarters since the first Roadside Survey in That same survey found a large increase in the number of drivers using marijuana. The survey found that nearly one in four drivers tested positive for at least one drug other than alcohol. Many of those driver s tested positive for the active ingredient in Cannabis, Tetrahydrocannabinol (THC). Cannabis or more commonly referred to as marijuana is the most prevalent illicit drug identified by impaired drivers. The effects of cannabis on driving continue to be debated, making prosecution and legislation difficult. Alcohol detection, field sobriety testing, sample collection, and prosecution have become standardized amongst Law Enforcement across the country since the 1970 s. We are just scratching the surface with cannabis and the combination of multiple drugs. Epidemiology is the science that studies the patterns, causes, and effects of health. Epidemiologic data shows that motor vehicle crashes increase 2-fold after smoking marijuana. Driving simulator studies that measure epidemiologic effects show that drivers attempt to compensate by driving more slowly after smoking marijuana, but control deteriorates because marijuana reduces inhibition which causes increased risk taking. Cannabis smoking increases lane weaving and impaired cognitive function. The study also indicated that frequent cannabis use decreases the ability to critically track objects, reduces reaction time, and diminishes the capacity to divide attention. Simply stated, marijuana impairs your ability to judge time and distance. It can cause paranoia, disorientation and physical symptoms such as body and eyelid tremors. The descriptions of these impairments support one s inability to operate a motor vehicle. The most dangerous characteristic of Cannabis use has to do with its duration of effects. Individuals driving under the influence of alcohol and who are impaired, at or above the legal limit, feel those effects but choose to drive anyway. Cannabis typically causes impairment for 3 to 5 hours after ingested but impairment may last up to 24 hours in your system without the user being aware of the effects. Driving under the influence of alcohol or drugs remains illegal and unsafe. The intent of this article is to raise awareness around the true danger of drugged driving in addition to drunk driving both are high risk and very irresponsible. ~ Lt. The Village of Doylestown is no exception. We are fortunate that our water and wastewater utilities are stable, reliable and are made available to our 1,300 customers at a very reasonable cost. According to the 2013 Ohio EPA Water and Rate Survey (published in September, 2014), the average annual statewide water and sewer costs for Ohioans was $1, The average annual cost for a Village of Doylestown customer was $1, Overall, our water treatment and sewer treatment facilities remain in good shape. Over the past ten years, the Village has invested in the water system by developing a new well field, constructing a new water treatment plant and extension of new water lines. These new facilities are producing and providing water to the community of a higher quality and with more reliability than ever. Some of our residents may have noticed that required maintenance was performed on the water towers last summer as the towers were cleaned and repainted. The sewer treatment plant continues to operate and provides acceptable treatment of wastewater. Our treated wastewater is discharged to the environment in a receiving stream. Because of our treatment efforts, the plant discharge is of a higher water quality than the water in the stream. The Village of Doylestown Board of Public Affairs (BPA) has worked very hard to meet our objective of keeping our water and sewer rates affordable for all our customers while delivering a high quality product. However, ongoing challenges such as rising operational costs, needed capital improvements and complying with EPA regulations makes it increasingly difficult to keep rates in check. We are pleased to report that no rate increases are currently planned for 2015 however, we continue to monitor our finances closely for any changes or unforeseen circumstances which may require a rate increase in the current year. If you have any questions or comments, feel free to attend our bi-monthly BPA meetings which are held on the first and third Monday of every month at Village Hall (7pm). Board of Public Affairs Members Mike Agnoni Ronald Lindeman Ted Manning GOODWILL DROP OFF EVERY 2 nd SATURDAY OF THE MONTH From 10 am 2 pm, Goodwill will be in the rear parking lot of Village Hall accepting items for donation. Absolutely no donations are to be left if the truck is gone. Drop off dates for 2015 are: April 11th, May 9th, June 13th, July 11th, *August 15th, September 12th, October 10th, November 14th and December 12th. *Because of the Rogues Hollow Festival, the August date has been moved to the 3rd Saturday for August only. Please make note of this change.

Don t forget our annual parade which will begin at the Doughboy statue on Monday, May 25th at 9 am. After a brief ceremony, the parade travels to local cemeteries with the conclusion back at the square. The American Legion will serve free hot dogs at 49 Black Drive after the parade. After you enjoy your free hot dog, please continue on to Emanuel UCC & Easton cemeteries. Memorial Park Pavilion Rentals If you are interested in renting a pavilion at Memorial Park this summer, please call Judy Lindeman at Rental is $45. Reservations must be made in advance. Thank you! Join Us For A FREE Health Fair Friday, June 26th Please join us at Crossroads Community Church, 700 Gates Street for this FREE event which will showcase local healthcare vendors, as well as various free health screening including blood pressure and blood sugar tests. Lunch will be provided. This is open to the community and to people of all ages. This event will be held from 10 am - 1 pm. *Sponsored by the Village of Doylestown's Health & Wellness Committee, Doylestown Health Care, and the Post Newspapers. Spring Brush Pick Up Resumes Brush pick up is held on the 2nd Monday of each month from now until October. Pick up dates are April 13, May 11th, June 8th, July 13th, August 10th, September 14th, and Octo- ber 12th. Please note that weather may cause a delay on any of these regularly scheduled dates. Please follow these rules: Each resident is allocated a maximum of 15 minutes worth of brush or leaves for disposal. Brush also needs to be stacked with branch ends all one direction. Cut ends need to be together and facing the street. This is a real time consuming task if the crew has to individually load the branches into the chipper. *Sidewalks cannot be obstructed with any materials. Goodwill Drop Off AFTER Village Wide Yard Sales AFTER our Village wide yard sales on Saturday, September 19th, Goodwill Industries of Wooster will be in town the next day, Sunday September 20th. They will be located in the rear parking lot of Village Hall from 11 am - 2 pm. Several trucks will be here to accept any of your unsold items that you would like to donate.

5 V i l l a g e o f D o y l e s t o w n A p r i l, P a g e 5 Community Bulletin Board Doylestown Prayer Breakfast The annual National Day of Prayer Breakfast will be held on Thursday, May 7th at 7 am in the American Legion Hall - 49 Black Drive. Tickets are available for a donation of $9 and can be purchased at all local churches and Village Hall. The breakfast is sponsored by the Doylestown Ministerial Association and the Doylestown Lions Club. The speaker will be Pharmacist Terry Hale. Doylestown Safety Village Will be held June 8th - 12th from 9 am to 11:30 am at Hazel Harvey Elementary for all children entering Kindergarten. Registration deadline is May 1st and the cost is $10. Forms are available at Village Hall. Call Nancy Brown for more info. *Program is sponsored by the Doylestown Lions Club. 6th Annual Document Shredding We are offering this service to Village residents on Saturday, September 26th from 9 am to noon in the back parking lot of Village Hall. This program is made possible thanks to the funds which we receive from the Recycling Makes Sense Grant through Stark- Tuscarawas-Wayne Joint Solid Waste Management District. This grant is based on the tonnage produced by our residents who participate in the curbside recycling program. So that we can accommodate everyone, please limit shredding to 5 boxes per person. We ask that you please bring one or more canned food items for donation to the Doylestown Food Pantry. Thank you from our Village Council Members. Summer Recreation Sign Ups 2015 sign ups for children ages 6-13 years of age will be held in the lower level of Village Hall on Wednesday, May 13th and Thursday, May 21st from 4:30-8:30 pm. On Saturday, May 16th sign ups will be from 9:30 am - 1:30 pm at the Gates Street pavilion. During this sign up, we will be holding our first paint the park event. Wear old clothes and help your kids paint the park equipment. There will be a $40 registration fee per child for Village residents, a $50 registration fee for non- Village residents, and a $35 registration fee per additional sibling. This price is inclusive of all field trips and snack days. Recreation will begin June 8th and end on July 17th. Recreation days are Monday, Wednesday and Friday in the mornings. More detailed information will be sent home through the schools or can be obtained during the above listed sign ups. Annual Village Wide Yard Sales Saturday, September 19th The Village will once again host this annual favorite. Yard sales are held, rain or shine. The Doylestown Lions Club will also offer doughnuts in the morning, and chicken in the afternoon at Memorial Park. Be sure to come and support the Lions Club while browsing for your bargains. This year the Rogues Hollow Festival will be held on Friday August 7th and Saturday August 8th. Information is online at under Helpful Links at the bottom of the page.

Forms are available at the Doylestown branch of the Wayne County Library, the Doylestown Post Office and at Village Hall. You may also obtain a copy of the tax form at the village web site Go to the Government Tab, then to Fiscal Officer/Income Tax. They are at the bottom of that page and are in printable PDF format. The Income Tax Department also accepts all generic forms used by tax preparers. If you need a form mailed, please contact Kristen Robison in the Income Tax Department at (330) ext Please be advised that the 1% Chippewa School District tax is NOT a Village tax, it is levied by the State of Ohio. Village employees cannot help you complete this return. Forms for the school tax are found at the State of Ohio Department of Taxation website, The form ID number is SD 100. Our school tax number is Ohio Department of Taxation telephone number From the Zoning Department Since January 1, 2014 The Wayne County Building Department has been handling the Village s Building Department. Wayne County processes the following permits, as well as inspections for such permits: BUILDING, HVAC, ELECTRICAL. Effective this same date, the Wayne County Health Department has been issuing PLUMBING permits as well as said inspections for this permit. The Village of Doylestown still issues the following: Zoning Permits, Right of Way Permits, Water/Sewer Tap in Permits, and Contractor Licensing. The Wayne County Building Department will not issue any permits without the Village of Doylestown requirements being met. You must provide your zoning permit from the Village of Doylestown to pull any permits from the County. Our 2015 Main Street Music at the Bandstand concert series has come together for another great year of fun, food and entertainment. This year we welcome back a few bands from last season and welcome in a few new ones. The summer concerts will feature music covering the 20 th Century; 40 s, 50 s, 60 s, 70 s and 80 s and more! A variety of food trucks will be joining us again throughout the summer. If you didn t get the opportunity to try them last year, I would highly encourage you to plan a family friendly Friday night out and enjoy one of these amazing meals. I look forward to seeing everyone coming out and enjoying the 2015 summer concerts! Additionally, this year marks the 14th season of Main Street Music at the Bandstand.
