33 Prestige Philately - Auction No 167 Page: 33 NORFOLK ISLAND We are privileged to have been instructed to offer the exceptional Garrard Family Collection of Norfolk Island. The collection includes three of the greatest items of the entire Pacific region: the pre-stamp covers with 'FREE/NORFOLK ISLAND' & 'PAID AT/NORFOLK ISLAND' handstamps, and the Ball Bay unissued Perf 11 values in superb blocks of 4. This is the most extensive Norfolk collection to come onto the market since we sold Stephen Bradford's collection on 9/11/ C Remainder lot with a bundle of about 80 First Day Covers including 1959 White Paper 3d & 2/-, /- Bird registered, 2/8d Local Government unaddressed, a few 1980s sets etc, mostly fine; PPCs x7 including defective - & 1913 with 'NORFOLK ISLAND/NSW' cds, eight covers & two fronts with 'NORFOLK ISLAND/ AUSTRALIA' cds, condition very mixed; and publicity photos x23, very fine. (120+ items) NORFOLK ISLAND - Convict Settlement The original penal settlement operated from 1788 until The island was then uninhabited until June 1825 when a party of convicts and military personnel returned. The first post office was established only in 1832, the Commandant's clerk attending to postal matters. Bteween 1841 & 1844, William Pery & George Simm acted as postmasters C A Lot OHMS entire endorsed "Manifest of Cargo/Govr Phillip/6th Jany 1842" at lower-left, to "The Colonial Secretary/Sydney" with a very fine strike - and the only recorded example - of the rounded-boxed 'FREE/NORFOLK ISLAND' handstamp in red, '[crown]/general POST OFFICE/JA*13/1842/SYDNEY' arrival backstamp. A great rarity and one of the most important covers not just of Norfolk Island but of the New South Wales pre-stamp period. Collas & Breckon state that only three covers from this period have been recorded. This item is illustrated by them at page 7 and captioned "...the only recorded usage". 25, C B Lot entire headed "Norfolk Island/22nd June 1843" endorsed at the top "From Jn Andrews Corporal 96th Regt" & countersigned at left "WHulm Lieut Col [?]/Major 96th Regt/Commanding/Detachment", to Scotland with a light but obvious strike of the very rare rounded-boxed 'PAID AT/NORFOLK ISLAND' handstamp in red, rated "1" in faded manuscript, very fine oval 'PAID SHIP LETTER/[crown]/JY*20/1843/SYDNEY' transit datestamp in red on the face, London transit b/s of 30NO30/1843 & poor boxed arrival b/s both in red, a little soiled on the face, some splitting and internal reinforcing along the folds. A wonderful soldier's letter and one of the most important Norfolk Island covers. The semi-literate writer wonders if the addressee - his uncle - and his wife have written to him "...So many Ships Lost coming out and Going home...i was promoted to full Corporal 12 months before I knew of it...we expect our Regiment to be stationed hear for 10 or 12 years...i Should Lick very well to take my Discharge and Stop in this Country...I am sick of traveling all over the world...our Regiment is all on Detachments all over vandiemensland Except 2 Compys hear and 2 Companys at Newzealand...Direct as followes To John Andrew...N893 Stationed at Norfolk Island South Seas Near New South Wales". [Full transcript included] The letter was carried to Sydney per "Governor Philip" departed Norfolk Island 3/7/1843 & arrived Sydney on 20/7/1843; and per "Eweretta" departed Sydney 1/8/ ,000

34 Prestige Philately - Auction No 167 Page: 34 NORFOLK ISLAND - Van Diemen's Land Administration On 29/9/1844, the island was severed from NSW & until 1856 was administered from Hobart. It is believed that George Simm continued as postmaster. Up until 1856, no less than seven other men held the position. The entire population of Pitcairn Island was removed to Norfolk Island in C B Lot (Aug 6) cover to "Bishop of Hobarton/Van Diemans Land" with Sydney Views 3d (cut close on all sides) tied by superb bars cancel of Sydney & oval 'PAID SHIP LETTER/[crown]/SYDNEY' d/s alongside, boxed 'SHIP LETTER/16AU16/1850' arrival b/s, docketed at left "Abp of Sydney" & in another hand "Norfolk Island" & at the top "offer to make over/the Island", minor stain near the stamp. [The hope is that this item originated on Norfolk Island, being carried privately to Sydney where it entered the mails. A nice story, but... Collas & Breckon state at page 9 that only seven covers from this period have been recorded] S B A2 Lot (c.) Courier 4d bright red-orange SG 5 (margins close to large, creased) with largely very fine strike of the very scarce Barred Numeral '72' allocated to Norfolk Island. A key item for any Norfolk Island collection or a "social philately" collection of the convict era. [Collas & Breckon state at page 13 "...Norfolk Island received its first supply of Van Diemen's Land stamps late in July or in August The last of the convicts and the military establishment were removed from Norfolk Island in May 1855, leaving it uninhabited, except for caretakers, so the maximum practicable period...van Diemen's Land stamps could have been used was not greater than ten months". A fine strike on fine 4d sold for $4140 at our auction of 7/2/2009] NORFOLK ISLAND - British Administration Because of the arrival of the Pitcairners, from 1/11/1856 the Governor of NSW was appointed Governor of Norfolk Island, his representative being the local magistrate, an elected official. Between 1856 & 1885 there was no post office on the island. Mail was received from and despatched by passing ships. A post office was finally iopened in Though legally not a NSW post office, for practical purposes, it was controlled from Sydney. No stamps were supplied & the first datestamp is recorded only from , C (A) Lot (April 4) cover from England with 6d grey Plate 15 to "Miss Rossiter/Starvation Flat/Norfolk Island" & endorsed "Via San Francisco" & "Via New Zealand", 'AUCKLAND' transit b/s, professionally cleaned & a small fault at top repaired. Ex Stephen Bradford: sold, in its original condition, for $1456 at our auction of 9/11/2002 and now a must alluring exhibition item. Inwards mail this early is very rare. 2,000

A significant document. [With a US Information Service letter advising that, in 1887, Isaac Robinson was appointed United States Consular Agent on Norfolk Island, a position he held uninterrupted until 30/6/1908, when the agency was closed] 1890s hand-written but not completed pro forma "Bill of Health" that states "I certify that good health is enjoyed in this Island without any suspicion of plague, cholera, or contagious distemper whatsoever", large bright blue wafer with impressed 'US CONSULAR AGENCY/[coat of arms]/norfolk ISLAND', horizontal fold & minor blemishes. NORFOLK ISLAND - New South Wales Administration Dissatisfaction with the status of Norfolk Island resulted in control passing in 1897 to NSW - specifically to the Lands Department - although the island remained a British Colony. NSW stamps were now supplied to the island.
