1 BOARD OF SUPERVISORS 2018 TRANSIT SUMMIT INFORMATION ITEM Date of Meeting: # I-5 SUBJECT: ELECTION DISTRICT(S): STAFF CONTACTS: Transit Service Overview, Pre and Post Metrorail Revenue Service in Loudoun County Countywide Scott Gross, Transportation and Capital Infrastructure Joe Kroboth, III, Transportation and Capital Infrastructure PURPOSE: To present an overview of current transit operations and the plans for the transition of specific transit services when Metrorail revenue service begins in Loudoun County. BACKGROUND: At the Board of Supervisors (Board) Business Meeting on July 3, 2012, the Board voted (5-4, Clarke: Delgaudio, Higgins and Volpe opposed) to proceed with its participation in Phase II of Dulles Corridor Metrorail project s extension into Loudoun County. This decision, in conjunction with Board policy direction and Transit Development Plan performance standards, initiated several transit planning and service delivery changes that are outlined in the sections below. Board Policy Direction: 1. Establish a fare structure that will bring the commuter (premium) bus service to a fare neutral state by the time Metrorail revenue service starts in Loudoun County; 2. Make transit capital investments and operating expense and route configuration decisions that incentivize commuter traffic to use the Metrorail system; and 3. Provide ADA/Paratransit service that is consistent with the minimum federal requirements, which is to provide ADA/Paratransit services within a three-quarters of a mile distance from any local fixed transit route. Transit Development Plan (TDP) Performance Standard: Per the requirements for consideration for funding from the Virginia Department of Rail and Public Transportation (DRPT), any route that performs at less than one-half of the average for that type of service should be a candidate for adjustment or elimination. For example, a local fixed route with fewer than one-half of the average boardings per revenue hour than that of the Local Fixed Route Service, as a whole, or a Local Fixed Route with an average net cost per rider that is twice the average net cost per rider of the Local Fixed Route Services as a whole, would be subject to

2 Page 2 adjustment or elimination. Premium Bus Service: In April 2014, the Connetics Transportation Group completed a Commuter Bus Fare Analysis for the Department of Transportation and Capital Infrastructure (DTCI). The analysis recommended that commuter bus fares increase by $1.00 in FY 2017, from $8.00 to $9.00, with additional increases in FY 2019, from $9.00 to $ The Board also provided direction that staff include considerations of future fare increases in the annual budget process. Fares will be set at $10.00 beginning on July 1, Staff monitors all commuter bus routes, including revenues collected and total costs. The contracted service hour cost for FY 2018 is $ Additionally, the commuter buses are averaging a non-contract hourly cost of $ The non-contract cost includes everything other than Transdev s contracted costs (fuel, insurance, vehicle replacement contributions, office supplies, etc.). As of April 30, 2018, a comparison of the fares and advertising funds collected versus the cost of the premium bus operations shows that the fares would have needed to be $9.63 in FY 2018 to reach a fare neutral state. In FY 2019, the premium bus contracted service hour rate will increase 3.5% to $ per hour. If a 5% decline in ridership is assumed (due to the fare increase), and the non-contract costs are assumed to remain flat, staff have calculated that the fares will need to be $10.62 to reach a fare neutral state. Premium Bus Service Fare Increase: The FY 2019 Adopted Budget (April 2018) includes a fare increase of $1.00 to $10.00 for Premium Bus Service starting on July 23, While this rate does not place the County in a revenue neutral position, the current contract for this service expires in September 2019 at which time the cost to operate this program will likely change. Following the selection of a vendor, staff will evaluate the revenue neutrality of the premium services program and bring recommendations to the Board of Supervisors. Local Fixed Route Transit Services: Local Fixed Route Transit Services provide all day service from neighborhoods to attractions and employment centers primarily in the greater Leesburg vicinity and eastern Loudoun County including, but not limited to, Metrorail stations, libraries, senior centers, employment centers, hospitals, and retail centers such as the Dulles Town Center and Leesburg Corner Premium Outlets. The Local Fixed Route buses primarily serve the transitdependent population of the County. Transit-dependent riders rely on transit to travel to and/or from work, doctor appointments, grocery shopping, and other life-supporting activities. In FY 2017, Loudoun operated twelve Local Fixed Routes which operate Monday through Friday, five routes on Saturday, and one route on Sunday. In FY 2018, Loudoun is operating a total of eleven routes Monday through Friday, five routes on Saturday and one route on Sunday. Three of the weekday routes (Route 72, Route 83, and Route 84) and one Saturday route (Route 84) are providing all-day service to and from the Wiehle-Reston East Metrorail station. In FY 2019, Loudoun will operate fourteen routes Monday through Friday, five routes on 1 May 21, 2014, Board Business Meeting Item #10

3 Page 3 Saturday and one route on Sunday. Route Adjustments and or Targeted for Elimination based on TDP Standard: A detailed table that displays each Local Fixed Route for FY 2018 and FY 2019, including costs, route performance, and bus type used, is shown in Attachment 1. Each year, an average of two to three routes are adjusted or eliminated because they do not meet the standards set forth in the TDP. These particular routes are highlighted in red in Attachment 1. ADA Paratransit Service: The ADA Paratransit service is directly linked to the Local Fixed Route service and is federally mandated by 49 CFR The federal mandate is designed to create equity between able-bodied riders and disabled riders. In practice, the federal mandate requires a public transportation route that provides service from point A to point B to include ADA Paratransit service within three quarters of a mile of that same route. A map of the ADA Paratransit route coverage is provided as Attachment 2. The County s ADA Paratransit Service follows the federal mandate, is included in the Local Fixed Route service operating contract, and is based on revenue hours of service. For FY 2019, the Local Fixed Route Service has revenue hours scheduled daily Monday through Friday, 73.4 revenue hours scheduled on Saturday, and nine revenue hours scheduled on Sunday. The ADA Paratransit service has 39 revenue hours scheduled daily Monday through Friday and seven revenue hours scheduled on Saturday. The operating budget in FY 2019 for the combined Local Fixed Route and ADA Paratransit services is $4,542,105. Local Fixed Route Service/ADA Paratransit Service Operations: Generally operating from 7 am to 7 pm, Monday through Friday, 9 am to 9 pm on Saturdays and 9 am to 6 pm on Sundays. The Town of Leesburg funds Route 54 during the week and two routes (Route 54 and Route 57) on Saturday. George Washington University funds 37.5% of Route 72 through a private/public partnership with Loudoun County Transit. Fare is $1.00 for Local Fixed Route service and $2.00 for Paratransit/ADA services. For FY 2019, the local Fixed Route contractual revenue service hour of operation cost to the County is $67.79 per hour (including the vendor providing the bus). Operating costs are offset by fares, State Operating Assistance, and advertising. Generally, advertising and fare revenues equate to 8% of the overall budget, State Operating Assistance equates to 13% of the overall budget and Local Tax Funding provides remaining 79% of the operating costs. Local Fixed Route Service/ADA Paratransit Fleet: Local Fixed Route Service is operated using twenty eight (28) passenger Body on Chassis (BOC) buses that are leased from the contract vendor, MV Transportation CFR states: The entity shall provide complementary paratransit service to origins and destinations with a width of three-fourths of a mile on each side of a fixed route. The corridor shall include an area with a threefourths of a mile radius at the ends of each fixed route.

4 Page 4 Paratransit/ADA Services are operated with handicapped accessible vans and twelve (12) passenger BOC buses. A total of thirty two (32) BOC and two (2) seven-passenger vans are used to operate both Local Fixed Route and ADA Paratransit Services. Buses are not equipped with real time electronic hardware or fareboxes, therefore fares and transfers are collected manually. The fares are retained by the Vendor and not remitted back to the County. Metro Connection Service: The Metro-Connection (peak service) routes currently travel from designated park and ride lots in Loudoun County to the West Falls Church and Wiehle-Reston East Metrorail Stations. This service provides a link to the Metro system and to Fairfax Connector Transit services. With a few exceptions, 4:30 AM to 9:00 AM constitutes the morning peak period and 3:30 PM to 8:30 PM constitutes the afternoon peak period. The Metro-Connection service is provided through a contract with Transdev. In FY 2019, the Metro Connection Service is programmed for revenue hours Monday through Friday. The FY 2019 operating budget for the Metro-Connection services is $3,967,809. Metro Connection Service Operations: Operates during AM and PM peak periods, Monday through Friday. Fare is $1.00 per trip for services to the Wiehle-Reston East Metro station and $1.50 to the West Falls Church Metro station. The revenue service hour contractual cost to the county is $ in FY Operating costs are offset by fares, State Operating Assistance and advertising. Generally, fare and advertising funds 13% of the operating costs, State Operating Assistance funds 13% of the operating costs and Local Tax funding funds 74% of the operating costs. Metro Connection Fleet: The Metro-Connection Service is currently operated with thirteen (13) County-owned 40- passenger Gillig buses. All County-owned buses are equipped with Real-Time passenger information electronics and electronic fareboxes. Fares are collected by the County and offset part of the cost of the service. Route Adjustments and or Targeted for Elimination based on TDP Standard: Details regarding FY 2018 and FY 2019 Metro Connection routes, costs, route performance, bus type used, and other information are shown in Attachment 2. Route adjustments and or Targeted for Elimination solely based on the TDP standard (and not due to the new Metro stations stops) are highlighted in red in Attachment 2. Local Fixed Route Services Virginia Regional Transit: The Purcellville Connector (Route 40) is a Local Fixed Route that runs between Purcellville and Leesburg and is operated by Virginia Regional Transit (VRT), a 501(c)(3) not-for-profit organization. This is the only fixed route service in Loudoun County that has a rural designation and is therefore eligible for federal

5 Page 5 operating assistance through the Federal Transit Administration s (FTA) Section 5311 program. VRT also provides On-Demand/ADA Paratransit services to all parts of Loudoun County that are not serviced by Loudoun County Transit as these areas are considered rural and are eligible for service supported by the federal funding. VRT applies to Loudoun County for local match funding each year to fund the transit services within the County. Cost for Local Fixed Route Services Operated by VRT: The FY 2019 cost to Loudoun County for these services is $535,280. This amount equates to approximately 30% of the operating costs for the bus services provided by VRT in Loudoun County. The remaining 70% of the operational costs are funded through federal grants. A map of the VRT Local Fixed Route coverage area is provided as Attachment 3. ISSUES: Post-Metrorail Combined Transit Services: When Metrorail revenue service begins in Loudoun County in FY 2020 or FY 2021, Loudoun s Local Fixed Route (including ADA Paratransit Services) and Metro Connection services will become integrated. Transition of Transit Services Local Fixed Route Metro Connection Post- Revenue Service Currently, the spine of the Local Fixed Route service is the Route 70 which travels from Leesburg to the Dulles Town Center. Based on this configuration, the Dulles Town Center on the east end of the Route 70 and the Loudoun County Government Center on the west end are major hubs. Once the Loudoun Gateway and Ashburn Metrorail stations are open, most of the Metro Connection services and a portion of the Local Fixed route services will connect to these stations which will shift the spine of system to the center of the County. This will provide bus connectivity from the rail stations to the south, north, and west sides of the county. The increased connectivity should help employers in Loudoun County by providing public transportation for their employees who live outside of Loudoun County. These employees may not only be coming from the Metrorail stations themselves, they may be coming from west of Loudoun County.

6 Page 6 Connectivity to rail stations from the Purcellville and Harmony and Ride lots will provide a way for employees in the western areas of Loudoun County to connect to businesses in central and southern Loudoun County. Metro Connection Route Changes/New Routes for Post-Metrorail: The following is a brief description of planned new routes and how existing routes are proposed by staff to change when rail revenue service begins in Loudoun County: Routes 901/902 (change) o Currently travels from park and ride lots in Potomac Fall to the West Falls Church Metro station. o Post Rail startup - Staff recommends that one of the three buses used for these services be re-routed to the Herndon Metrorail station and the other two buses continue to serve the West Falls Church Metrorail station. Routes /922 (change) o Currently travels from Harmony and Ride Lot and Leesburg to the Wiehle- Reston East Metrorail station. o Post Rail Startup - Leesburg will be replaced with the Purcellville and Ride lot on this service and the buses will travel from the Purcellville and Harmony and Ride lots to the Ashburn Metrorail Station. Routes 923/924 (change) o Currently travels from the Goose Creek Village and Broadlands and Ride lots to the Wiehle-Reston East Metrorail station. o Post Rail Startup The Broadlands and Ride lot will no longer be utilized and this service will be rerouted to travel from the Leesburg and Goose Creek Village and Ride lots to the Ashburn Metrorail station. Routes 925/926 (change) o Currently travels from Loudoun Station to the Wiehle-Reston East Metrorail station. o Post Rail Startup The Loudoun Station and Ride will no longer be utilized. The new route will provide neighborhood-level connectivity from Brambleton and possibly a new Brambleton and Ride lot to the Ashburn Metrorail Station. Route 929 (new) o Post Rail Startup This new route will provide neighborhood-level connectivity from the Broadlands south area to the Ashburn Metrorail station. The optimal route and service span (peak or all day) have yet to be determined. Route 990 (change) o Currently travels from the Wiehle-Reston East Metrorail station to employment centers in Loudoun (Raytheon and Quantum ). o Post Rail Startup The service will travel from Loudoun Gateway to employment centers in Loudoun County, including Raytheon and Quantum. Route 72 (change) o Currently provides service from the Wiehle-Reston East Metrorail station to the George Washington University, One Loudoun, and the Ashburn North and

7 Page 7 Ride lot. o Post Rail Startup Route will become the 972 and will travel from the Ashburn Metrorail Station to Quantum, George Washington University, and One Loudoun and possibly the One Loudon park and ride lot. Route 84 (change) o Currently provides service from the Dulles Town Center and Ride lot to the Wiehle-Reston East Metrorail station. o Post Rail Startup Route will become the 984 and will travel from the Dulles Town Center and Ride lot to the Loudoun Gateway Metrorail Station. Route 985 (change) o Beginning in FY 2019, this route will provide service from Sterling to the Wiehle-Reston East Metrorail station. o Post Rail Startup Route 984 will provide service from Sterling to the Loudoun Gateway Metrorail Station. Route 955 (new) o Post Rail Startup This will be a new route providing service directly from Loudoun County Government Center in Leesburg to the Ashburn Metrorail station. The service span (peak or all day) of this route has yet to be determined by staff. Route 62 (change) o Currently provides neighborhood level connectivity in Ashburn Village to One Loudoun and the Dulles Town Center Mall. o Post Rail Startup will become Route 962 and provide neighborhood level connectivity from Ashburn Village to the Ashburn Metrorail Station. The route and service span (peak or all day) have yet to be determined. Route 963 (new) o Post Rail Startup This new route will provide neighborhood level connectivity from Ashburn Farm and possibly parts of Broadlands or Lansdowne to the Ashburn Metrorail station. The route and service span (peak or all day) have yet to be determined. Route 931 (new) o Post Rail Startup This new route will provide neighborhood level connectivity from Brambleton to the Ashburn Metrorail station. The route and service span (peak or all day) have yet to be determined. These proposed changes are outside of the changes/eliminations outlined in Attachment 2 as part of the TPD standard. A map of the Post-Metrorail Transit Service is shown in Attachment 4. Post-Metrorail Combined Transit Services Fleet: The fleet compliment determines how to best deliver transit services to transit users. There are four types of buses used for the different transit services operated by Loudoun County. Premium Bus Service Sixty-four (64), 55 passenger over the road coaches provide Commuter Bus Service into Arlington and Washington, D.C. Busses that reach the end of useful life are

8 Page 8 replaced annually in accordance with the county s fleet replacement plan. At this time, there are no plans to expand this fleet. These coaches are owned by the County and are fully equipped with electronic fareboxes, GPS devices, and Real Time Information systems. Metro Connection Transit Service Fourteen (14), 40-passenger transit buses are used for the Metro Connection services that operate between park and ride lots and Metrorail stations. The transit buses are owned by the county and are fully equipped with electronic fareboxes, GPS devices, and Real Time Information systems. Smart Scale funds are programmed in the Capital Improvement Program (CIP) for future replacement of all 11 transit buses and require no local matching funds. Local Fixed Route Service Fourteen (14), 28-passenger body-on chassis (BOC) buses and 20, 18-passenger BOC buses are used to provide neighborhood level transit service. These buses are not equipped with electronic fareboxes or Real Time Information systems. These buses are leased through the Local Fixed Route contract; however, staff from the Departments of Transportation and Capital Infrastructure and General Services agree that the County should own rather than lease all of its buses. Owning the buses gives the county better control over the operations and maintenance contract and the fleet itself. Under the current operations agreement, if the buses were not maintained properly and the county needed to find another contractor, the contractor pool would be significantly limited because there are very few contractors that have the ability to come to the table with 34 BOC buses. The cost of each of the 28-passenger buses is estimated to be $157,000. The cost of each of the 18-passenger buses is estimated to be $130,000. Loudoun County was awarded a $5.5 million State Capital Assistance grant in 2015 that was to be used for the Transit buses currently programmed in the CIP. Those same transit buses that are now allocated Smart Scale funding as described in the Metro Connection Transit Service section above. The State Capital Assistance grant funds of the purchase of each bus, meaning would require that the County provide a 32 percent local match. Staff worked with the DRPT and were able to get the State Capital Assistance funding re-allocated to the Body-On-Chassis buses. To address the 32% local match, staff have requested a proffer determination for multiple applications. Future Finance/Government Operations and Economic Development Committee item: Staff plans to bring an item to a future FGOEDC recommending that the Board amend the FY 2019 Capital Improvement Program to appropriate $5,500,000 in FY 2019 State Capital Assistance grant funds and approved proffers for the purchase of 34 Body on Chassis buses. ADA/Paratransit Service Four (4), 9-passenger Body-On-Chassis (BOC) buses are used to operate the ADA/Paratransit services in Loudoun County. These buses are not equipped with electronic fareboxes or Real Time Information systems. These buses are also leased through the Local Fixed Route contract; however, staff agree that the County should own all of its buses. The cost of each of the 9-passenger bus is estimated to be $122,000. Funding for these buses has not been identified at this time.

The future of park and ride lots and the need to identify transit corridors in the county was discussed. These meetings resulted in the following language, which has been included as part of chapter 3 of the draft CTP: Improving Transit Infrastructure: As a service-based mode, transit is as dependent on the quality of the service as it is on the infrastructure placed to support utilization and ridership. Transit infrastructure can best be defined as the physical attributes of transit, such as vehicle type and design, stations and stops, rails and lanes, transit signal priority (TSP), and even branding. The other characteristics of transit, such as frequencies, routing, fleet sizes, financial planning, operations and maintenance, and anything else that would be a component of the TDP would fall under the auspices of transit operations. In order to build a more robust core network structure atop the Silver Line spine, this plan includes identification of transit corridors. These corridors have been identified through a combination of considerations of existing routes, existing and planned population densities, street functions, and planned service changes in the TDP. Above all, this plan emphases utilization of Silver Line stations and attempts to link both regional and community activity centers in a way that supports mutual interaction between residents and workers in those areas. Transit Corridors may include but are not limited to segments of the following roadways:

It creates a transit infrastructure supportive of greater densities and growth at activity centers, establishes highly visible and managed transit corridors capable of linking multiple activity centers through the use of multiple routes, shifts transportation mode shares in the denser and more congested eastern portion of the county, introduces logical feeder service to Metrorail and commuter bus service in currently unserved areas, provides opportunities to reassess present and future importance of activity centers as development occurs, and allows consideration of the role of the Dulles Greenway and nearby park-and-ride facilities in providing express services for riders from central and western portions of the County. Conversely, as a framework, this network is limited. It does not add significantly enhanced coverage to currently underserved areas, requires additional consideration of transit-only lanes, transit-priority lanes, and more robust facility investments as part of corridor improvements, and needs further study of the best locations for investments in additional base or premium services

11 while maintaining reasonable service levels along existing routes. Item I -5, Transit Service Overview Page 11 Transit Development Plan (TDP): In 2018, the Department of Rail and Public Transportation required all jurisdictions to update their current TDP from a six year plan to a ten year plan. Additionally, the process to update the TDP changed from simply writing an update letter to actually updating the TDP, essentially keeping it a rolling ten year plan. Loudoun s TDP was updated with the route changes submitted with the FY 2019 transit budget and the proposed changes shown in the Post Metrorail Transit Services section in this document. This submission was made to DRPT in January Premium Commuter Bus and Local Fixed Route Contracts expire in September 2019: The Premium Commuter Bus and Local Fixed Route contracts will be rebid as a single contract in late This will define what the new service hourly rates will be moving forward. The FY 2019 budget for the premium bus service includes a fare increase of $1.00 to $10.00 starting on July 23, While this rate does not place the County in a revenue neutral position, the current contract for this service expires in September 2019 at which time the cost to operate this program will likely change. It is important to note that following the selection of a vendor, staff will evaluate the revenue neutrality of the premium services program and bring recommendations to the Board of Supervisors. Local Fixed Route Fleet The biggest issue/concern will be the leased Body-On-Chassis buses that are currently provided by MV Transportation. If the county chooses to keep the same model with regards to leasing the Body-On-Chassis buses, it could significantly limit the number of bidders the county may have for the next RFP. During the last bid, the only two Local Fixed Route providers made a bid. Additionally, should the County decide to continue leasing the Body-On-Chassis buses, an estimated $1.5 million in funding would be needed to outfit the buses with electronic fareboxes and Real-Time Information Systems. As previously mentioned, the county has an existing $5,500,000 State Capital Assistance grant from DRPT which has a 32% local match requirement and expires in June Staff have submitted several proffer determination requests to the county s proffer manager and are waiting on these determinations to see if there will be enough proffer funding available to be used for the local match for the $5.5 million DRPT capital assistance funds. If there is enough funding for the local match, staff will be bringing an item to the FGOEDC in the near future with this request. Current Standard for measuring route viability will need to be revaluated The current standard utilized by the Board and staff for measuring the success of a route is the TPD standard that any route that performs at less than one-half of the average for that type of service should be a candidate for adjustment or elimination. This standard was established several years ago since Loudoun County at that time did not have a baseline to measure their routes performance. DTCI Staff believes that there is now enough data 3 FY 2018 TDP Update

12 Page 12 to possibly re-define what the minimum standard of a route should be and will be bringing an item to the Board in the near future with a new suggested standard. ATTACHMENTS: 1.
