2 ICAO EUR-NAT, Mr. Sven HALLE (1/3) Job title: Regional Officer ANS (ATM) ICAO EUR/NAT Office, Paris, France Mr. Sven Halle is working in the ICAO European and North Atlantic Office in Paris, France. He joined ICAO in January 2010 and is Regional Officer, Air Navigation Systems Implementation (Air Traffic Management) with a focus on the support to the States in the Eastern part of the ICAO EUR Region, the implementation of the regional performance framework, the monitoring of GANP/ASBU implementation, civil/military cooperation issues, crisis management and inter-regional coordination aspects. 2

3 ICAO EUR-NAT, Mr. Sven HALLE (2/3) Job title: Regional Officer ANS (ATM) ICAO EUR/NAT Office, Paris, France He is also an active ICAO audit team member covering the Air Navigation Services provisions Sven started to work as an Air Traffic Controller in 1984 with the Berlin Aeronautics Unit and after the German reunification joined the German Air Navigation Service Provider as an ATC-Expert. In 1995 he moved to DFS (Deutsche Flugsicherung GmbH) Headquarter in Frankfurt, Germany where he started to work in the Air Traffic Management Systems Domain and on Airborne Collision Avoidance Systems (ACAS). 3

4 ICAO EUR-NAT, Mr. Sven HALLE (3/3) Job title: Regional Officer ANS (ATM) ICAO EUR/NAT Office, Paris, France As head of the operational ATM-System unit, he became an active member of several international civil (ICAO, Eurocontrol) and also military (NATO) working groups. In 2006 he was seconded to the European Commission DG TREN (Transport and Energy) Air Transport Directorate in Brussels, Belgium, where he was responsible for the development of Community Specifications, the support to Implementing Rules activities and the coordination of all standardization/certification activities under the Single European Sky Regulations. Sven has a Master Certificate from PSDS. 4

5 ICAO, Mr. Elie El Khoury (1/2) Job title: ICAO Regional Officer ATM ICAO-MID Brief Profile Mr. Elie began his aviation carrier with the Lebanese Directorate General of Civil Aviation as an air traffic controller than attained his qualification as PANS-OPS specialist and occupied the position Head of AIS for three years without getting away from the radar position as an ATCO at Beirut Area Control Centre, before joining ICAO in Mr. Elie is currently the Regional Officer for Air Traffic Management and Search and Rescue at the ICAO Middle East Regional Office based in Cairo 5

6 ICAO, Mr. Elie El Khoury (2/2) Job title: ICAO Regional Officer ATM ICAO-MID Mr. Elie has 20 years of combined operational and managerial experience in ATC, AIS and Procedure Design (PANS-OPS), which supported him to perform effectively his tasks and responsibilities as an ICAO Regional Officer for the Middle East Region. Mr. Elie is assigned to promote, coordinate and ensure effective implementation of the ICAO Standards and Recommended Practices (SARPs) and the global and regional requirements related mainly to ATM and SAR. Elie has been supporting the ICAO USAOP CMA Programme since 2013 covering the ANS Area. Elie is also leading the Contingency Coordination Teams (CCTs) established under the framework of the MID Region ATM Contingency Plan. 6

7 Eurocontrol, Mr. Francois Cervo (1/2) Job title: Senior Civ-Mil ATM Coordination Expert, François Cervo works for 15 years at the EUROCONTROL s Civil Military ATM Coordination Division. He is involved into the LARA (Local and sub-regional ASM sub-system) and the CIMACT (Civil/Military ATM Coordination Tool) development and implementation. He is both an aeronautics engineer and an en-route Air Defence controller. He was an active officer in the French Air Force (COL) for 28 years. 7

8 Eurocontrol, Mr. Francois Cervo (2/2) Job title: Senior Civ-Mil ATM Coordination Expert, Brief Profile Apart from numerous other assignments, he served as the commander of the Control and Reporting Centre (CRC), in charge of implementing the first cross-border area between France and Belgium (CBA1). He logged 1,800 flight hours on board the French AWACS (E3F) as its mission crew commander. 8

9 ACAC, Mr. Mohamed REJEB (1/2) Job title: ACAC Air Navigation & Air Safety Expert Eng. Mohamed REJEB is currently an Air Navigation and Air Safety Expert of Arab Civil Aviation Commission (ACAC). He is a senior aviation manager, he hold a Master s Degree in Engineering in INDUSTRIAL ENGINEERING from Engineering School of TUNIS (ENIT) since 1992 and Master s Degree in Aeronautical Operations from National School of Civil Aviation of Toulouse - France (ENAC) since He is ISO, CNS/ATM and SMS Lead Auditor. 9

10 ACAC, Mr. Mohamed REJEB (2/2) Job title: ACAC Air Navigation & Air Safety Expert He started his career in Tunisian Civil Aviation and Airport Authority (OACA) in During his time at OACA he has demonstrated his extensive experience in Air Navigation /Air Safety/ Airworthiness, design and many studies in management/ Quality/planning/Training and held a management positions: Air Navigation Director, Air Safety Director and Airworthiness Director t before joining ACAC. 10

11 ICAO MID: Mohamed Smaoui(1/2) Job title: Deputy Regional Director ICAO Middle East Office, Mohamed SMAOUI is a Principal Engineer with a Master Degree in Air Navigation Operations. He is currently the Deputy Regional Director of the ICAO Middle East Office. He joined ICAO in Mohamed has also been an approved ICAO ANS Auditor within the USOAP Programme since 2007 and an SSP Instructor since November
