2 The rationale (WHY we need regional cooperation in ATM?) Common approach to share expensive technology investments (e.g. SESAR deployment) To act together Common or centralized projects and cross-border use of airspace will require much closer regional cooperation between NSAs and ANSPs than in the past and at present. React on the efficiency pressure from airspace users (SES II+) Network development at European level: there is a need to improve the performance of service provision. 4 JSPAI objectives (1/2) The aim of JSPAI is to create proactive relationship and cooperation among SEE regional neighbouring CAAs, ANSPs and enabling interface with FABs. Objectives Increase the efficiency of ATM service provision and focus on user needs and Ensure that institutional and regulatory framework of SEE aviation regulators is in a position to support the changes in service provision and maintain simultaneously a high and consistent level of safety

6 JSPAI objectives (2/2) In order to achive the above objectives the JSPA initiative shall work closely with ongoing ATM initiatives at European level and in the region. In particular, JSPAI shall benefit from the ISIS II Programme and the SEE2020 Strategy prepared by the Regional Cooperation Council (RCC).

9 JSPAI Focus Areas The JSPAI Preparatory Team recommended that the proposed technical and operational JSPAI common projects have to be in line with European Key Performance Areas (KPAs). Safety SMS harmonization and supervision Just culture, joint supervision and common safety targets. Capacity Free Route Airspace Stepped implementation in the JSPAI area Operational and technical ATM training (ATCO, AFIS, ATSEP, ASM) Environment Implementation of PBN concept; CO2 reduction initiatives; Cost efficiency Sharing resources and best practices; NSA Pool of the Experts, Regional PBN Implementation Plan and new technology deployment (e.g. MLAT)

10 JSPAI Priority Projects In line with SES and SEE 2020 Strategy, JSPAI s agreed and approved projects are as follows: Free Route Airspace Project Regional Performance-Based Navigation (PBN) Implementation Plan and CO2 Emission Reduction Plan Wide Area Multilateration (WAM) surveillance systems project (early phase) NSA Pool of the Experts (with ISIS II Programme, early phase) Coordinated use of satellite technology in the region (the BEYOND consortium).

11 JSPAI Regional Programme (submitted in Oct to the RCC) In line with SES and SEE 2020 Strategy, CAA of MNE and HungaroControl proposed: Regional Programme for Developing Contemporary Utilization of the SEE Airspace Developing Contemporary Utilization of SEE Airspace Programme by the means of exploring and identifying airspace utilization possibilities, and its implementation through application of Free Route Airspace Concept (FRA) and of performance-based navigation (PBN), for the en-route phase of a flight and in the terminal areas around the airports, aims to protect the environment, reduce GHG emissions and to increase ATM capacity of the region. The Regional Programme is to deliver the South East Europe Airspace Study, which results in unifying regional approaches and optimizes the implementation of FRA and PBN in the region, with detailed local i.e. national peculiarities, which shall help to reducing fuel consumption, thus to protecting the environment and reduce emissions, and provided for costs reduction to aircraft operators.

12 JSPAI activities in the domain of air transport In line with SES and SEE 2020 Strategy, JSPAI and RCC organized: Air Transport as a Driver for Development and Economic Prosperity in the South East Europe, May 2014 The event assessed the present and potential future contribution of air transport services as an infrastructural connectivity network and its potential in fostering advanced economic and social development and cooperation in South East Europe (SEE), especially in light of the SEE 2020 development strategy. The Conference brought together representatives of the ministries responsible for air transport, representatives of airlines, airports and academia to discuss enhanced regional airline interconnectivity, national air carrier s privatisation opportunities and challenges, economic impact on air transport development. 13 * Fitting the fleet and service to the regional air transport market must include and harmonize production, environmental, financial, strategic development and human resources policies, as necessary preconditions for sustainable business. * The nature of competition is changing and ability to increase the amount of flexibility could be crucial for improving the airline competitive position. * The process of deregulation / liberalization and the subsequent process of privatization have induced important changes in the strategy of the airlines. Survival of Southeast Europe airlines is directly related to the cooperation between the existing key aviation players. New air routes within the region would considerably improve and increase economic integrations, cooperation and growth, being of special interest having in mind the undeveloped degree of the region as a whole. Aviation is a capital-intensive sector of high financial gearing with the need for sound investment decisions. General aviation operations in the South East Europe should be stimulated, as a positive and possible solution to speed up more effective utilization of regional airspace

14 TASKS: * Evaluation of economic viability of air transport connections - cost benefit evaluation of air transport connections should be made, Potential air transport connections could be supported under the Public Service Obligation (PSO) Evaluation and selection of appropriate fleet. Instead of top down approach, regional air carriers are invited to conclude more bilateral agreements in order to enhance regional cooperation. To support that, states should introduce this opportunity by relaxing existing legal constraints, if any. The Conference invites regional state administrations and aviation stakeholders to further promote and work on regional cooperation looking for more efficient and effective solutions for better interconnectivity between regional airports, based on the objectives stemming from the SEE2020 Strategy.

15 There is the need to further encourage regional ministries of transport to enhance mutual cooperation on rather practical level in order to deal with air transport issues more efficiently. * The Conference invites regional state administrations to act together in order to establish increased and enhanced regional air traffic by publishing unified call for tender which will cater the required network.
