3 Civil Aviation Safety Inspectors-CASIs A CASI is a qualified person authorized by the State to carry out safety oversight activities. Safety oversight is a function performed by a State to ensure that individuals and organizations performing an aviation activity comply with safety-related national laws and regulations.

One of the obligations is oversight of various aviation entities and activities. ü To accomplish these obligations, Annex 19 Safety Management, Appendix 1 identifies eight critical elements (CE)
