ATM Harmonisation Luis Coimbra CEO NAV Portugal
ATM Harmonisation The NAV Portugal Experience
Working Environment Lisboa FIR (EUR) Santa Maria FIR (1/3 of NAT) Total of Mov. Portuguese Airports (9) TWRs (5 EUR + 4 NAT) Total of Arr+Dep Staff (2012) 348 ATCO (288 operational) Total 999 Training Academy Over 2000 trainees per year. Portuguese Civ. & Milit, Angola, Cape Verde, China, Mozambique and São Tomé.
Santa Maria FIR Combined coverage of Radar & ADS-B at FL 330
International harmonization programs Cooperation with other ANSPs, airlines, industry and other partners: AIRE, NEXGEN, SESAR AIRE with both the FAA and the SJU by supporting several flight campaigns to promote the utilization by the airlines of the new generation ATM systems and procedures (in-flight reroutes, data link communications). Supporting both USA/NEXGEN and EU/SESAR programs as NAV Portugal ATS units are the physical interface between those programs.
International harmonization programs Cooperation with other ANPS, airlines, industry and other partners: Participation on approx. 30 projects of the SESAR program development; Supporting current flight trial campaigns to validate the program technical and operational concepts e.g.: SMART SWIM like application to share a/c flights (progression and planning) between ATC and airlines flight operations centers to support optimized inflight changes. ICATS - flight object (FO) concept validation on trans Atlantic flights between the USA and Europe.
Interoperability between ICAO Reg. (NAT, EUR, AFI, CAR) Active participation on the: ICAO NAT, EUR, and SAT technical and operational groups; CANSO groups (e.g. interoperability task force); AEFMP (Algeria, Spain, France, Morocco and Portugal) ATS working arrangements & improvement plan; Financial support of the NAT arrangement to monitor the aircraft RVSM capabilities. Participation on the Satellite Navigation EGNOS system deployment. Also as shareholder (8.33%) of the ESSP entity that exploits the EGNOS system.
Regional cooperation Facilities exchange with neighbours, e.g.: With ONDA (Morocco) by delivering radar data and hosting air ground stations (VHF) on NAV Portugal sites Sharing radar data with AENA (Spain) Project launched to extend the FRAL (Free Route in Lisbon FIR) concept to adjacent areas (Canarias FIR, Oceanic sectors of Casablanca FIR, Santiago & Asturias sectors of the Madrid FIR, Oceanic sectors of Brest FIR). EVOLUTION OF THE ROUTE SYSTEM TO FREE ROUTE A C D B A C D B Average year reduction at FRAL: miles flown (corresponding to fuel savings of more than Tons)
Europe South America Aviation Cooperation Build on the experience of large multinational & multi-partners projects (e.g. OPTIMI which looked on ways to improve the A/G data link information), NAV Portugal is willing to join and support other initiatives on the Atlantic area for the benefit of the aviation industry and ANSPs on both sides of the Atlantic. As an example, NAV Portugal and DECEA (Brasil) signed a general MoU in 2012 for cooperation concerning ATM operational areas.
Single European Sky, SES Participation on the ANSPs consortium with the European Commission to monitor the ATM Interim Deployment Program (IDP); Deployment of the IDP elements in Portugal, A/G data-link, CDO approaches, and the ANSP enablers to support enhanced airport operations (e.g. A-ADM).
Single European Sky: what about EU FAB s? RP1 ( ) RP2 ( ) SES2+ Centralized Services (Eurocontrol)
Conclusions Lisboa FIR and Santa Maria Oceanic FIR are in the core of the geographical link between Europe, Latin America-Caribbean and North America; NAV Portugal has the ambition to become an important partner in promoting the harmonization between our Regions in the ATM field for the benefit of global aviation and protection of the environment. (with or without FABs). Thank you for your kind attention!

We are an industry connecting continents Lome Sao Paulo Panama Boston Paris Montevideo Lima Easter Island Abu Dhabi Rio Istanbul Buenos Aires
Our regional airlines are now success stories
.And there are successful ANSPs and airports Airports: Panama, Lima, Cancun ANSPs: DCANSP, COCESNA, CENAMER, Chile
So why do we still have so many challenges? Capacity Constraints on the ground and in the air Implementation of PBN is too slow Vision of future ATM in Americas is not clear Lack of regional harmonization Regulations are different in different countries States work issues/ initiatives independently
Let aircraft operate using the technology that already exists in the cockpit
Today s fleets operating in the region 69% are capable of RNP 4 navigation 46% are CPDLC equipped 43% are ADS-C equipped Aircraft are still controlled as if they were B727, DC8 or B

Performance Based Navigation (PBN) Fully managed approaches Better descent profiles Stable configuration Route predictability Less Diversions Cancellations Fuel burn Reduce CO2 emissions Avoid noise sensitive areas
Military - Flexible Usage

We have been successful in the past with harmonization!
RNAV routes in the region enhance efficiency Since 2006 more than 60 new routes were implemented We need to continue our efforts for improvements SCL-MAD Savings : 1.6M Kgs of Fuel & 60 NMs
WATRS + Initiative Reduce lateral separation from 90nm to 50nm Provided continuation of RNAV routes from LATAM/CAR to US Implemented in less than two years RNP-10 was a minimum operator navigation requirement

What s needed? Consolidate regional and Intra-regional initiatives Stakeholders engagement ICAO, CANSO, ALTA, States Programmatic approach Lessons learned from other regions
The Project for CANSO 2020 ATM Regional Strategy Formalize PBN Implementation Quick Win Initiatives
Successful harmonization requires collaboration, clear vision and work plan
