4 FAA s ATFM System Advanced Capabilities In April, 2016 all ATFM data exchange will begin transition to SWIM The FAA will begin sunsetting legacy interfaces FAA s ATFM System will feature advance capabilities to allow two-way flight information exchange supporting cross border ATFM via SWIM The system offers scalable services, beginning with flight and track data for shared situational awareness More advanced services allow ANSP partners the ability to initiate TMIs and adaptation 4

5 Why ATFM in the Caribbean? The FAA is a partner and member of the Caribbean region that: Has multiple Flight Information Regions (FIRs) adjacent to U.S. domestic airspace Has the third-highest traffic count for outbound US traffic after Canada and Mexico Is growing at a rapid pace (ICAO expects 5-8% annual growth) Directly impacts U.S. domestic operations Has no integrated network for situational awareness and ATFM Has inconsistent operations across FIR boundaries Has significant tropical weather disruptions and airspace complexity causing ripple delays and disruptions 5

7 U.S. Outbound Air Traffic Central America, 5.3% South America, 6.3% Asia Pacific, 10.3% Europe-Russia; 16,4% Middle East, 1.2% Africa, 0.4% Caribbean; 16,6% Canada; 29,9% Mexico; 16,6% Destinations in the Western Hemisphere accounted for 60% of U.S. outbound international travel in 2014 Passengers travel to Caribbean destinations was in excess of 9 million in 2013, and represented 23% of all international flights in the Western Hemisphere Flights to Central and South America frequently over-fly Caribbean airspace, adding traffic volume and complexity to flights to and from the dozens of regional airports 7
