1 Key Information on Immigrant Civic Potential A Report to the John S. and James L. Knight Foundation February 2008 Research and evaluation for family and community development

2 Introduction Large numbers of legal immigrants in the United States are eligible to naturalize and become U.S. citizens. The Knight Foundation seeks information on the size and other characteristics of these immigrants in the 26 communities served by the foundation. In this report we provide statistics on immigrants eligible to naturalize and on two other closely related populations: naturalized adult immigrants and U.S. citizen children of immigrants turning 18 years of age in the next few years. The U.S. Citizenship and Immigration Service (USCIS) provides estimates of legal permanent residents eligible to naturalize as of The USCIS data are provided at the national level for selected countries of origin. USCIS also provides estimates for certain states, although no specific country of origin data are available at the state level. Our estimates are based on both the USCIS data and information from the U.S. Census Bureau. We distribute national and statewide USCIS estimates using data on comparable cohorts from the Census Bureau. This kind of estimation process has been frequently used by policy researchers in the immigration field including the Urban Institute, the Pew Hispanic Center, and other. Rob Paral and Associates have completed comparable estimates for a variety of organizations, and our own methodological contributions have been cited in the literature. 3 Notes on Findings Legal Permanent Residents Eligible to Naturalize There are 573,000 legal permanent residents eligible to naturalize in the Knight communities. Nearly all of these persons are at least 18 years of age. The largest number of these persons 213,000 are in Miami- Dade County The largest single group of legal immigrants eligible to naturalize in the Knight communities are persons from Cuba: 96,000 persons Based on world region groupings that include many but not all countries of origin, the legal immigrants eligible to naturalize are predominantly from Latino America (325,000 persons), followed by Asia (124,000 persons). o We are limited in our ability to create comprehensive world region groups due to the fact that the U.S. Citizenship and Immigration Service does not provide national estimates for each country of origin. 4 Naturalized Adult Immigrants There are 1,302,699 adult naturalized immigrants in the Knight communities The largest number of these persons 562,000 are in Miami- Dade County The largest single group of adult naturalized immigrants are from Cuba: 327,000 persons Based on world region groupings that include all countries of origin, the largest region of origin of adult naturalized immigrants is Latin America, with 704,000 persons.
