7 On FAA reauthorization If new FAA reauthorization is passed: Please provide an update on the impacts of reauthorization. Please explain how FAA funding is broken down and implications of separating ATO. What has the FAA considered with regards to the potential impacts to airports if FAA regulatory and funding reform occurs (separation of ATO)?
8 On FAA reauthorization (cont d) If new FAA reauthorization is passed: If elimination of the significant contribution requirement is included in the FAA reauthorization legislation passed by Congress (and the wording under the proposed Aviation Innovation, Reform, and Reauthorization Act of 2016 remains), what will the FAA s approach be for handling changes to existing PFC approvals? If the FAA has not developed a process, how long after a regulatory change could airports expect guidance on how to change prior PFC authority? How will applications in-process be treated? Is the significant contribution requirement elimination retroactive? If not, can airports amend to delete old applications and resubmit under a new application to step up to the higher level desired?

11 Passenger Facility Charge (PFC) Order What are the major changes/clarifications? What will change in practice given the new clarifications? What were the major comments received and will the FAA provide public responses to the comments submitted? When will the handbook be issued? What was the approach in developing the PFC handbook? Are there areas of eligibility that are clarified in the handbook that are more restrictive than some ADOs How will the FAA handle prior PFC authority approvals of scope that may be not eligible due to clarifications in the handbook? Do amendments to those applications put existing PFC authority at risk?
12 Airport Improvement Program (AIP) status What is FAA s schedule for grant distribution for FY2016? What was the amount of protected entitlements for FY2015? What is the anticipated amount of protected entitlements for FY 2016? Would it go up, or down, or stay the same?
