2 Advisory Circular Update Context The challenge: Current average age of FAA s Airport Planning and Environmental Advisory Circulars (ACs) is approximately 20 years The goal: To maintain average age of ACs at five years or less In many cases, ACRP research has facilitated the update of ACs by: documenting existing literature/research, industry practices, methodologies, and case studies, and advancing new research in emerging areas and developing new methodologies and tools 2

4 Aircraft Noise Research/Guidance Report 89, is being used as a reference document to update: Advisory Circular (AC) 150/5000-9A "Guidelines for Sound Insulation of Residences Exposed to Aircraft Noise, last updated 1993 Project 02-51(pending) "Methods for Determining Interior Noise Levels Used in Airport Sound Insulation Programs" is also intended to supplement Report 89 in updating AC 150/5000-9A. 4
5 Aircraft Noise Research/Guidance Document 16 (Project 2-26) "Assessing Aircraft Noise Conditions Affecting Student Learning is advancing the knowledge base for student learning in an aviation noise impacted environment 5
6 Aircraft Noise Research/Guidance Project (pending) "Assessing Aircraft Noise Conditions Affecting Student Learning - Case Studies" will further investigate the level and characteristics of aircraft noise that impact student achievement. 8 Airport Capacity and Delay ACRP Report 79, is being used as a reference document to update: AC 150/5060-5A Airport Capacity and Delay, which was last updated in 1983 Report 79 provides up-to-date information to guide typical airport capacity analyses AC guidance will be expanded to include FAA policy expectations regarding ATC coordination, data sources, and model validation. 9 Unmanned Aircraft Systems ACRP Project (pending) is developing a primer to assist airports and their stakeholders in gaining an understanding of UAS and their potential use and impacts to airports The primer will provide insights into gaps in FAA guidance and help FAA and industry identify areas for further research The FAA s UAS Test Site Program will further inform research needs and guidance development [Pending] FAA point of contact for UAS: Danielle Rinsler, AICP danielle.rinsler@faa.gov 9

11 Airport Sustainability The FAA has issued 45 grants for sustainability plans (over $15M in AIP funding) ACRP Study: Lessons Learned from Airport Sustainability Master Planning Programs The FAA has proposed a cooperative research project that will evaluate the effectiveness of sustainability plans and collect useful case studies Research will compare the benefits of comprehensive planning with ad-hoc project planning The study will cover FAA and airport-funded plans Research will begin this fiscal year FAA will incorporate sustainability considerations and practices into the Master Planning AC and in other guidance FAA point of contact for airport sustainability: Patrick Magnotta patrick.magnotta@faa.gov 11
12 Climate Change ACRP Projects on Carbon Emissions and Mitigation: Guidebook on Preparing Airport Greenhouse Gas (GHG) Emissions Inventories (completed 2008) Practical Greenhouse Gas Emission Reduction Strategies for Airports (completed 2011) FAA was able to align agency environmental procedures with Federal Executive initiatives knowing airports have tools and resources available: FAA Memorandum: Considering of Greenhouse Gases and Climate under the National Environmental Policy Act: Interim Guidance (final January 2012) Policy Initiatives: Executive Order 13514: Federal Leadership in Environmental, Energy, and Economic Performance (2009) Council on Environmental Quality: Consideration of Greenhouse Gas Emissions and the Effects of Climate Change in NEPA Reviews (draft 2010; new guidance forthcoming) 12
13 Climate Change Adaptation (avoiding impacts) ACRP Projects on Carbon Emissions and Mitigation: S02-06 Airport Climate Adaptation and Resilience (completed 2011) Climate Change Risk Assessment and Adaptation Planning at Airports (active) Addressing Significant Weather Impacts on Airports (active) FAA has been able to stay ahead of this emerging topic thanks to ACRP research: FAA Memorandum: Considering of Greenhouse Gases and Climate under the National Environmental Policy Act: Interim Guidance (final January 2012) Airport Sustainability Planning: Policy Initiatives: US DOT Policy Statement On Climate Change Adaptation (June 2011) President s Climate Action Plan (June 2013) Executive Order 13653: Preparing the United States for the Impacts of Climate Change (November 2013) FAA point of contact for climate change: Tom Cuddy thomas.cuddy@faa.gov 13
14 Climate Change Adaptation In FY14, the Office of Airports is developing an Airports Climate Change and Adaptation Report that will outline airport activities and potential funding sources that: Reduce the potential effects of climate change, and Ensure airport infrastructure resilience from increased heat, more intense storms, wildfires, extreme precipitation, drought, sea-level rise, heat island effects, and other climate-related impacts. This effort will draw on ACRP and other domestic and international research and policy The report will identify best practices for airports and outline specific steps (with regard to revising standards and guidance) necessary to achieve the broader objectives of the Executive Orders. 15 Terminal Planning and Design ACRP Reports 25, 55 and related research are being used as reference documents to update: AC 150/ , Planning and Design Guidelines for Airport Terminal Facilities and AC 150/5360-9, Planning and Design of Airport Terminal Facilities at Non- Hub Locations This ACRP research was intended to serve as foundational documents for the update of the FAA s ACs. 16 Terminal Planning and Design In initiating the updates to the terminal planning ACs, the FAA Reviewed Report 25 (Vol.1 and 2), and various ACRP Reports and other industry resources, including: IATA Airport Development Reference Manual, 9th edition Airport Technical Design Standards Passenger Processing Facilities ACRP Report 10 - Innovations for Airport Terminal Facilities ACRP Report 23 - Airport Passenger-Related Processing Rates ACRP Report 25 - Airport Passenger Terminal Planning and Design, Volume 1: Guidebook ACRP Report 25 - Volume 2: Spreadsheet Models and User's Guide ACRP Report 30 - Reference Guide on Understanding Common Use at Airports ACRP Report 35 - Planning for Offsite Airport Terminals ACRP Report 54 - Resource Manual for Airport In-Terminal Concessions ACRP Report 55 - Passenger Level of Service and Spatial Planning for Airport Terminals ACRP Report 4 - Ground Access to Major Airports by Public Transportation ACRP Report 37 - Guidebook for Planning and Implementing APM Systems at Airports ACRP Report 40 - Curbside and Terminal Area Roadway Operations ACRP Report 41 - Guide to the Decision-Making Tool for Evaluating Passenger Self-Tagging Planning Guidelines and Design Standards for Checked Baggage Inspection Systems TSA Checkpoint Design Guide Recommended Security Guidelines for Airport Planning Design and Construction Reviewed the two terminal planning ACs to determine their relevance to terminal planning today, the role of the FAA in the terminal planning and design process, and the need for FAA guidance (what aspects are important in terms of FAA s role in airport development) 16
17 Terminal Planning and Design Key conclusions from the initial review include: The new AC should have a stronger focus on the process of planning terminal facilities, as opposed to detailed metrics, which are to a large degree well documented in other industry publications. The two ACs should be combined into one, with a separate chapter in the new AC devoted to small airport terminals. Technical areas that are new to the trade since the current ACs were published, such as new security screening processes and sustainability, will be addressed in the new AC (with references to other relevant industry guidance and resources). 17
18 Airport Land Use Compatibility ACRP Report 27, is being used as a reference document to update: AC 150/5190-4A, A Model Zoning Ordinance to Limit Height of Objects Around Airports The ACRP report provides a comprehensive document for community planners, airports and other stakeholders to understand airport land use considerations, context, relevant regulations, assurances, and FAA guidance FAA point of contact for land use compatibility: Rick Etter - rick.etter@faa.gov 18
19 Airport Land Use Compatibility The AC Update objectives mirror those of the ACRP report Encourage compatible land uses around airports Facilitate coordination between entities developing airport master plans and local land use or comprehensive/general plans. Educate airport planners about local land use planning and inform local land use planners about airport planning 19
