2 THE PRESIDENT S MESSAGE Our new season is off and running. We had a very successful Spring Breakfast in spite of some poor weather, netting $277. Thank you all who worked so hard to make this event possible. The joint 1310 /166 Young Eagles flight is coming up on the 29 th of this month at Brainard. This is one area where our chapter is weak. Any member who flies more than 10 Young Eagles receives credits for our scholarship fund. This past year we received Zero. Can we do better? The friends of Skylark work day is this month, April 22. Each year we get together for several hours to make improvements to the airpark. This is definitely a time when many hands make light work. Please join us!!! Our hangar project is moving along. Jack Hilditch and I have met with the Town Planner, the Wet lands Commissioner, the Assessor and the Building Inspector. All have been very cooperative and supportive of our project. We have also met with a Civil Engineer and a Structural Engineer. Because our plans are over 20 years old, they must be updated by an engineer to today s codes. If any of you have these credentials and would be willing to help, please contact me. We are still working on the exact cost of the project. The variables are any changes made by the engineer, the outcome of our tax exemption from the assessor and the final size of the hangar. Several people have suggested we add an additional bay making the hangar 42 x 48 instead of 42 x 36. We are moving ahead with the permitting and engineering process. After completing that phase, we will present the final costs and size to the membership and begin construction. EAA CHAPTER 1310 MEETING MINUTES EAA Chapter 1310, Monthly Chapter Meeting Minutes Date: March 11, 2017 Meeting was called to order by Jack Olsen, President at 10:05 Attendees: 15 Members present Regular Business No Progress Reports The Secretary s February minutes were accepted as published in the March newsletter Treasurers report: General Fund: $16, Jon Witkin Memorial: $2, Mike's Hangar Fund: $825.00

3 No changes in the chapter property Membership Report: There are 36 paid members Old Business Jon Witkin Fund: Paul Cappa and Shawn Jacobaccio visited with New England Air Museum. They currently, do not have summer programs for students. They are looking at They currently sponsor classrooms, usually 4th and 8th graders. However, they did suggest awarding a family membership Christmas party Overall the membership thought the turnout for our last Christmas party was poor. There has been discussion of moving the party to January. We ve been invited to have our Christmas party with the Connecticut Flight Club (based at Brainard). They have their party at the Chowder Pot. The cost is $32.50 for a good meal. Would be around the same time as we've done it in the past. Win-win, both organizations could get new members. Both organizations have an awards ceremony. The flight club has drawings for door prizes. Discussion: Driving was an issue in the past. This is in Hartford. How is the food? Opinions were mixed. With event in January, there are more options. The vote to move forward with accepting the offer to merge the party 9 in favor, 1 abstain, 4 non votes Jack to bring the positive vote to the Connecticut Flight Club New Business Safety Meeting: It is in conflict with Meriden fly-in. Hangar: Appointment made for Jack Olsen and Jack Hilditch to talk with the town. Jack Olsen presented estimates. $30,000 is the nut (providing we do some scrounging). Finish of the floor is important. We must have an appropriate finish. Jack and Jack met with Bruce Bemer. Explained the spot is leveled and the only one permitted. Bruce said we could use the spot. We asked if we needed to use his contractor.

4 Ownership is a question mark. Discussed 20 year, with revert back to Skylark Airpark. After 20 years, we can discuss the arrangement. We have legal work to put together the contract. We can go ahead anytime we want. Bruce agreed we could rent the hangar to pay of hangar. Bruce said he would not charge us rent for the land. Fred Goff raised the issue of taxes. We should be tax exempt. We have a good portion of the funds we need. Bonding would be necessary. Moving forward we have to be careful how we spend the money in the treasury. The hangar would be rented, to a permanent resident, under the provisions we can use the hangar for events. The group believed you must be a chapter member to rent the hangar on a permanent basis, and the membership fee is inconsequential. Other members must be able to rent time in hangar for annuals or special projects. Bonds to be paid off in a 50 month period. Jack would like to get that time down. A motion was made to authorize the board to start moving forward and seconded: Discussion followed. Letter to be sent to member base (active and inactive). Fred concerned about risks. The vote to move forward was 14 Yes, 1 No. EAA Support for Skylark Internet Service: Jack Olsen made a motion to drop the chapter s support of Internet (we pay 1/3 the cost). The motion was defeated: 7 Yes, 8 No Chapter Trailer: The trailer was cleaned out. Next Fly-In: Breakfast coming up on March 25, 2017, Jim Glista to chair. Young Eagles Points: Our Young Eagle points were shifted to Chapter 27. We voted off a donation of $300 from the Witkin Fund to Chapter 27 to support their candidate (if they can use it). Business portion ended at 1137

5 NEWSWORTHY CORRESPONDENCE RECEIVED BY THE EDITOR HANGAR THOUGHTS Hi Everyone: I have had a few thoughts on the new hangar that we have been working on. I have a few ideas that may help us produce some added revenue in the months of Dec, Jan & Feb. Flying is at a minimum hear in New England in this time period if it turns out that we have some room maybe we could rent out some storage space for non flying aircraft tucked in the corner and the full time flying spot would be in front spot that has access to the door without moving anything. This would allow any of us that would want to rent the non flying area for a week, month (or more) to do our annuals, updates or just to keep it protected for some time during this period. Or we would be able to stack a few tail wheel aircraft like cubs champs Luscombes on their noses like it use to be done back in the 40's and 50's. Any other thoughts anyone would have to produce revenue let's just throw them out there and maybe some will be able to help us out with the hangar. FlightSimCon 2017 builds momentum MARCH 20, 2017 BY GENERAL AVIATION NEWS STAFF WINDSOR LOCKS, Conn The fifth edition of FlightSimCon 2017, North America s largest annual aviation and flight simulation conference, is set for June 10-11, at the Sheraton Hartford Hotel at Bradley International Airport, just outside of Hartford, Connecticut.

New for this year are several education education-focused exhibitors, including Embry-Riddle Riddle Aeronautical University and Vaughn College of Aeronautics and Technology. The conference also welcomes Aer Lingus, which now offers non-stop stop flights between Dublin, Ireland, and Bradley International Airport, as a sponsor. One of the biggest challenges for student pilots is determining a career path from Cessna to Boeing, said event team member Evan Reiter. The addition of both Embry Embry-Riddle Riddle and Vaughn to the conference will aid in showing our many high school and college college-aged aged attendees how to turn aviation into a career. Other new exhibitors include PilotEdge, Dovetail Games (developer of Flight Simulator X: Steam Edition), Laminar Research (developer of X X-Plane), ane), FlyInside, FSFX Packages, Noble Flight Simulation, Sim Innovations, TFDi Design, VATSTAR and VolairSim. This brings the current number of exhibitors to 25 with more expected to come onboard before June, according to organizers. Exhibitors will have a variety of hands hands-on on demonstrations for attendees to try and will be showing off a large selection of hardware and software products. The conference will also feature more than a dozen speakers and seminars on topics ranging from how to make your own DIY home cockpit to turning aviation from a hobby into a career. Speakers include current and former airline pilots, military personnel, flight simulation developers, and people from across the aviation and flight simulation world.

7 The conference will also feature a complimentary social event on Saturday night, sponsored by Private Jet Class Sponsor Orbx Simulation Systems. BASIC MED INSURANCE QUESTIONS Everybody's got questions about BasicMed and how it will change their lives. But here's a question you may not have heard the answer to yet: "Will BasicMed change your airplane insurance?" BasicMed and My Avemco Insurance Policy (Excerpt) By Michael Adams, Senior Vice President, Avemco Insurance Company March 2017 I don t know about you, but I can t recall any developments in the 34 years since I obtained my first 3 rd class medical exam as exciting as the prospect of never having to get another one. Not surprisingly, we ve been getting questions from our customers for months about how BasicMed 1 (when it goes into effect May 1, 2017) will impact their Avemco policy. Often the question was as simple as How much will my premium go up? Our standard answer had been, We do not have any plans to change our underwriting, policy contract, limits offered, or premiums charged because of the proposed new medical requirements. Now that the rules have been published for the BasicMed, we ve been answering questions by stating, We are accepting the BasicMed medical the same as the 3 rd class medical for satisfying our insurance policy requirements for a pilot medical.
