Pellatt Commission Secretary British Columbia Utilities Commission Sixth Floor Howe Street Vancouver, BC V6Z 2N3 Dear Mr. Pellatt: RE: Project No British Columbia Utilties Commission (BCUC) British Columbia Hydro and Power Authority (BC Hydro) 2007 Rate Design Application (2007 RDA) Request from E-Plus Homeowners Group BC Hydro is writing to the BCUC in response to a matter arising from the 2007 RDA procedural conference held on May 4,2007. At the conference, counsel for the E-Plus Homeowners Group requested that BC Hydro provide a notification to all E-Plus customers during its next billing cycle (through a bill stuffer or a bill message) which would provide E-Plus customers with information on the E-Plus Homeowners Group. BC Hydro responded that it would take the request into consideration and submit a letter to the BCUC proposing how it would address the concerns raised by the E-Plus Group (T1: 65/5-65/11). Logistical and cost concerns were raised by BC Hydro regarding the request (T1: 63/8-63/12). In addition, BC Hydro considers that it has already done a substantial amount of stakeholder engagement with all of its customers concerning the 2007 RDA and in particular, its E-Plus customers. Two separate letters were sent to all E-Plus customers in February and March, 2007 providing them with information about BC Hydro's proposals for the E-Plus rate. In January a survey was done of 700 E-Plus (and 700 non E-Plus) customers and BC Hydro has also provided information to E-Plus customers on its website. In addition, BC Hydro is also concerned about the precedent that would be set in providing BC Hydro resources to assist a particular intervenor group. As far as BC Hydro can ascertain, this type of assistance has not been provided in any previous regulatory proceeding. BC Hydro is of the view that accommodating the request from the E-Plus Homeowners Group would naturally lead to future intervenors asking for similar treatment. For these reasons BC Hydro continues to believe it would not be appropriate to accede to the request of the E-Plus Homeowners Group. 2 -2- BC Hydro does recognize, however, that E-Plus customers are primarily residential and are spread across BC Hydro's service territory, and therefore may be difficult to contact. In light of this, BC Hydro is able to provide a listing of numbers of E-Plus customers by geographic location (see attached). Hopefully, this information will assist the E-Plus Homeowners Group in focusing their efforts most efficiently in those communities that have larger numbers of E-Plus customers.
