Rubbish was also dumped by the roadside at Birkenhills and commercial rubbish was improperly dumped in a bin store at Langstane Place. The clean-up cost for this will be met by Moray taxpayers and enquiries are ongoing to trace culprits who face fines for their inconsiderate and irresponsible actions. Abandoned vehicles are another form of fly tipping that has featured prominently in March with 12 reports in Elgin. A number of these vehicles have already been collected and destroyed as we don t store them. The last keeper of a vehicle may be liable for costs up to 250. Dog Fouling areas Hamilton Drive, Springfield Drive, North Street, Robertson Drive Forres & Upper Speyside CW Dave Haytack Forres is a lovely town that has won awards for its floral displays and cleanliness and whilst we do live in a comparatively clean area there is a problem with littering bubbling away. At this point I would commend the sterling work done by groups and individuals who give up their time to go out and clear areas of litter. Forres Community Clean Up in particular meet on a regular basis to take on this task. Some readers might not know that littering carries a fine of 80 which is the same as dog fouling. I recently spoke with primary pupils about dropping litter and encouraged them to use bins, particularly with regard to play times and lunch breaks. Did you know that throwing away a cigarette butt is an act of littering. This is often taken for granted, but cigarette butts contain various toxins, take years to biodegrade and are harmful to the environment. 3 ASB Community Safety Report Lossiemouth Area CW Tim Betts In Lossie disruption has been caused by young people at the Library and also at the Community Centre. In response, a number of young people have been banned from these venues and joint patrols between Youth Workers and Community Wardens have been undertaken during the evenings to engage with them to prevent further CCTV cameras have also been utilised to prevent further disruption to staff and those accessing the services at both locations. In Hopeman a group of young people have been banging windows and throwing items at a number of properties during the evenings. This too has resulted in regular joint patrols with the Youth Worker and during which we engaged a number of young people. Along with the local Bobby, I also visited a number of parents to make them aware their child had been identified as throwing eggs at houses. Dog Fouling areas Duff Street and Havers Place, Hopeman. Grant Street and Cromarty View, Burghead. Shackleton Place, Lossiemouth. Keith / Fochabers Area CW Donna Jamieson Fly tipping is the illegal dumping of waste it can be anything from a bin bag of household rubbish to large quantities of tyres or building waste. It is a selfish act which becomes everyone s problem. The Loch Park layby on B9014 Keith to Dufftown road should be a great spot to take in the stunning view across the Loch but unfortunately it is better known as a fly tipping hotspot with everything from tyres, household rubbish and even a bathroom suite being left there. On a smaller scale, but on the same theme, loiterers littering at the Doocot in the Tinniver Park, Dufftown have been reported this month. I will be keeping an eye on this at key times over the next few weeks so jist pit it in the bin min. Well done to Milnes Primary School pupils who regularly carry out litter picks in the area to try and keep Fochabers as a pleasant place to live. This month the young litter pickers discovered a steering wheel and car door in the woods close to the school, this had obviously been deliberately dumped and the children were disappointed that someone could be so irresponsible and spoil what should be a safe area to play and explore. The pupils and adult helpers are always amazed at the amount of litter and full dog poo bags they come across. Fly tipping and littering is blight on our countryside and it s everybody s responsibility to address this. Dog Fouling areas Colvin Court, Keith Buckie Area CW Chris Haywood There has been an increase in complaints from residents about dog fouling in the area. Areas recently highlighted to me have included Portgordon, Buckie and Findochty the latter having received 3 complaints in the last month as well as a request from the Community Council for assistance in dealing with the problem. As part of our Op Typhoon I will be running a project with Findochty Primary School and the Banffshire Advertiser to highlight this problem. There are still incidents of ASB in Buckpool with youths knocking on doors throwing items, including eggs at houses and causing a general nuisance. Some of the affected residents have been given advice on this as well as use of CCTV to help detect and deter further incidents. 4 Forres, Finhorn & Kinloss, Finderne, Dyke Landward Community Council Area Report In relation to last month's report, 2 local men have been arrested and charged with thefts by housebreaking throughout Moray, including several reported in the Kinloss area. Kinloss 8/3 - About 0035 hrs a 25 year old man from the Glasgow area was assaulted outside a licensed premises at Kinloss. He was attached by a group of men, but did not suffer any serious injury. Findhorn Between 26/2 and 5/3 a beach hut at Findhorn was vandalised. Words and symbols were etched into its fabric. 21/3 - A café premises at The Park, Findhorn, was broken into, and a small amount of money was stolen. 25/3 - A small amount of money was stolen from a "tips jar" at a restaurant in Findhorn. A 24 year old local man has been charged. Forres 1/3 - A 28 year old male from the Glasgow area was charged with theft of alcohol from a licensed retail premises on Forres High Street. 1/3 - A 17 year old local man assaulted and robbed another local man of a small bag and its contents. He was arrested and charged. 4/3 - About 2339 hrs, a 56 year old local man acted in a threatening or abusive manner in a licensed premises in Forres. He has been charged. 4/3 - About 2345 hrs, a 21 year old local man assaulted 2 patrons within a licensed premises on Forres High Street. He has been charged. 5/3 - A 50 year old man of no fixed abode behaved in a threatening manner towards staff at Tesco, Forres. He was arrested and charged. 7/3 - A drugs search warrant was executed at an address in Forres. A small amount of a Class B drug was recovered. A 44 year old local female, and a 36 year old local man were charged. 9/3 - About 2249 hrs, a 21 year old local man smashed the display window of a commercial premises in Tollbooth Street, Forres. He was subsequently charged. 18/3 - About 0840 hrs, A 38 year old local man drove his car on St Catherine's Road, Forres, without valid insurance, and without having paid road tax. He was charged and his vehicle was seized. 19/3 - About 0100 hrs, a 27 year old man, normally resident in Wales, drove a car on Victoria Road, Forres, whilst over the drink / drive limit. He was arrested and charged. Nothing to report in the remaining areas. 4

5 Elgin, Heldon, Burghead & Cummingston, Lossiemouth, Community Council Area Report Lossiemouth Police in Lossiemouth are looking into reports of drugs misuse at the Royal Naval Association, Lossiemouth, which occurred on 4 March 2017 and one male aged 18 was detained in relation to this. During March there have been a number of reports of anti-social behaviour by youths in the Lossiemouth area, in particular around about the library and Community centre, including an instance of fire raising which occurred overnight on 17 March at the rear of the centre. Hopeman Sometime between Saturday 18 March and Thursday 23 March an unlocked motor car parked at East Beach, Hopeman was entered and a mobile phone and pair of binocular were stolen. Elgin Police in Elgin are investigating 9 reports of vandalism that have occurred in Elgin during March. These include damage to a window on Morriston Road, a glass door panel at Zed Bar, High Street, and vehicles damaged whilst parked on North Street and Reid Street. We are investigating a serious assault that occurred outside the Rising Sun Public House on 18 March 2017 about midnight whereby a male sustained injuries after being assaulted. There was an assault at Dicey Riley's, Elgin on 18 March whereby a female was assaulted. Police are following a positive line of enquiry. Sometime between the 17th and 20th March the building site at Alba Place, Elgin was broken into and a quantity of tools and gas canisters were stolen. Sometime between 21st and 24th March 2017 an unlocked motor car parked on Pinefield Crescent was entered and cash boxes were stolen from the boot. Overnight of 25th March 2017 a disused part of Spynie Hospital was entered and a quantity of copper piping was removed from the premises. Enquiries are ongoing into this crime. Nothing to report in the remaining areas. 5

6 Lennox, Buckie, Portnockie, Findochty, Cullen & Deskford Community Council Area Report Buckie On 2 March 2017, at Douglas Crescent, Buckie, a 35 year old male was caught driving whilst only the holder of a provisional driving licence, not having a valid insurance certificate and failing to display learner driver plates. On 3 March 2017, a housebreaking with intent occurred at Burns Square, Buckie, and subsequent enquiries identified a 22 year old male as being responsible who was also found in possession of cannabis. On 2 March 2017, following two separate reports were received in Buckie of the theft of a bike and wallet and then a handbag, following enquiries a 38 year old male was identified as being responsible. On 5 March 2017, on Commercial Road, Buckie, a 40 year old female was arrested for driving whilst under the influence of alcohol. On 5 March 2017, in West Church Street, Buckie, a 29 year old male was found urinating in the street and dealt with by a fixed penalty. On 5 March 2017, on the A990 near Portgordon, a 21 year old was dealt with for careless driving and having no valid certificate of insurance. The owner of the vehicle was also reported for allowing the male to use the vehicle. On 6 March 2017 a housebreaking occurred to a residential property at Yuill Avenue, Buckie, following enquiries a 21 year old male was identified as responsible. On 10 March 2017, in Haig Street, Buckie a 38 year old female was stopped by Police in Buckie and found to be driving whilst under the influence of alcohol. On 14 March 2017, a 28 year old male was dealt with for stealing alcohol from a local shop in Buckie, following further enquiries he was also dealt with for two other thefts of alcohol from the same shop. On 18 March 2017, a Theft of alcohol occurred within a local Buckie Shop, in Buckie following enquiries a male aged 21 and two females aged 21 and 18 were identified. On 17 March 2017, two males were stopped by Police in Buckie and subjected to a drug search, during which they were found in possession of Cannabis. On 19 March 2017, a 17 year old male was found to be urinating in East Church Street, Buckie and was issued a fixed penalty. On 19 March 2017, Police attended report of a crashed car in Low Street, Buckie the driver a 27 year old male was found to be under the influence of alcohol. On 23 March 2017, Police attended a report of a two vehicle road traffic accident on the A98 near Inchgower Distillery. A 17 year old male was later dealt with for careless driving. On 24 March 2017, on Barhill Road Buckie, Police searched two males aged 31 and 24 who were found in possession of Diazepam and cocaine respectively. On 25 March 2017, two males aged 32 years and 23 years were charged with racing their vehicles on the A98 near to its junction with High Street, Buckie. On 25 March a drunk 24 year old male was issued with a fixed penalty notice for trying to enter Sandisons Cafe/Bar, 22 East Church Street, Buckie, whilst drunk. Buckie Continued on page 7 6

On 26 March 2017, a Housebreaking with intent to steal occurred during the afternoon at the Seafield and Cullen Medical Group, Barhill Road, Buckie. The front door to the premises appeared to have been forced and the internal alarm activated. Enquiry is ongoing. On 27 March 2017, a motor vehicle which had been left unattended for a period of months at the derelict site that used to be Grampian Country Pork, Great Western Road, Buckie was deliberately set on fire and destroyed. Enquiry is ongoing. On 28 March 2017, two drug search warrants were executed at two separate addresses in Buckie. At the first one a female aged 45 years old women was dealt with for possession of heroin and cannabis. The search of the second address revealed a dealer quantity of Cannabis resin and Diazepam and a large amount of money and the female was dealt with for supplying controlled drugs. On 30 March 2017, on West Cathcart Street, Buckie, a fail to stop and fail to report road accident occurred where a parked vehicle was damaged. Enquiry is ongoing. On 30 March 2017, on High Street, Buckie a 23 year old male was found in possession of Cannabis resin. On 31 March 2017, a drugs search warrant was executed in Buckie and a 54 year old male was found in possession of Cannabis resin and Cocaine. Cullen On 9 March 2017, a robbery occurred involving a knife at a shop premises in Cullen, a 29 year old male was arrested almost immediately after the crime. He was also dealt with for causing disturbances and a vandalism. Lennox A suspicious incident occurred about 1810 hours on Sunday 12 March At that time, a young male, who was walking home from friends house, was approached by a silver 4x4 type vehicle in Woodside Road, Fochabers. The vehicle stopped beside him and the male driver asked to take him home. This request was declined and the silver 4x4 vehicle, left the area. The driver is described as a white male aged between 40 and 50 years of age, with a slim, long face, short grey hair and grey facial stubble. He spoke with a local accent. Enquiries into this incident are continuing. Nothing to report in the remaining areas. 7

8 Keith, Strathisla, Dufftown & District and Speyside Community Council Area Report Keith On 2 March 2017, on Church Road, Keith an eighteen year old male was dealt with for careless driving, having pulled out of a junction in to the path of an oncoming car, the driver of which had to take evasive action resulting in it colliding with a wall. On 4 March 2017, following a report of a car being driven erratically in Keith, the car owner was traced along with the vehicle in Mid Street, Keith. The owner denied driving the vehicle and failed to comply with legal requirements and was found to under the influence of alcohol. On 5 March 2017, a caravan was found to have been deliberately set on fire at Quarryhill, Keith, enquiries are ongoing in this regard. On 5 March 2017, a vandalism to a car at Westerton Court, Keith this enquiry is ongoing. On 6 March 2017, a vandalism to a car occurred at Chapel Street, Keith this enquiry is ongoing. Between 10 and 13 March 2017, Diesel and heating Oil were stolen from an address at Marypark, Keith. Enquiries are ongoing. On 13 March 2017, a 30 year old male and a 66 year old male were reported for speeding offences at Coachford. On 18 March 2017, at Holy Trinity Rectory, Seafield Avenue, Keith a vandalism occurred where a wall was damaged and knocked down, enquiries are ongoing. On 21 March 2017, a theft occurred at the Cosy Neuk, Mid Street, Keith where money was stolen. Enquiries are ongoing. On 23 March 2017, the proprietor of the Crown Inn, 22 Reidhaven Square received a threatening letter containing an unidentified powder; as a result a cordon was put in place with various emergency services being deployed until the powder was deemed to be safe. Enquiries are ongoing. On 25 March 2017, at Reidhaven Square police were called to a disturbance and found a 39 year old male in possession of a knuckle duster. On 26 March 2017, at Old Den Road, Keith a sheds windows were smashed. On 28 March 2017, a theft of a red muddy fox bike occurred at Hay Crescent, Keith. Enquiry is ongoing. On 28 March 2017, at Cameron Drive, Keith a theft of a Go Kart occurred from a garden. Enquiry is ongoing. Rothes 4/3 - A 47 year old female, normally resident in England, drove a motor car on the A941 near Rothes, whilst over the drink / drive limit. She has been charged. 6/3 - A ground floor window at Rothes Primary school was smashed. No entry to the school was attempted. 26 / 3 - An unoccupied caravan kept in a field near Rothes was destroyed by fire. It appears that the fire was deliberately set. Aberlour Between 5/3 and 21/3 several hundred pounds worth of firewood was stolen from a store outside an unoccupied holiday cottage near Carron. 13/3-2 as yet unidentified men stole a number of bottles of whisky from a retail premises in Aberlour. Nothing to report in remaining areas. 8

9 Scottish Fire and Rescue Service LIFE SAVING CPR SKILLS Whole-time and Retained crews from across Moray have been involved within their local communities providing CPR Life Saving Skills. These sessions have taken place within Work places, community groups, Flu Clinics and Local Community Fire Stations including Elgin, Forres, Lossiemouth, Cullen, Buckie and Aberlour. The Firefighters have passed on these skills to approximately 300 people in the local area and would like to offer this opportunity to anyone interested in learning this important skill.
