Minutes Action 1.1 The Minutes of the meeting held on 10 December 2008 were confirmed and signed as a true record. 2 Matters Arising Min 3 N Newton urged that visitors be signed up at Traffex as Affiliates on the spot. Put leaflets on Passive Safety and Highways stands as well Redesigned form to be ready by 20 April. Website: private areas being designed and access tested. Forums nearly ready to launch. Membership Cards were being costed. Banners:: 2 new banners now printed. Sec Sec 3. Recruitment Initiatives The Committee reviewed progress on the 2009 actions. Traffex Highways had agreed to share visitor data collected. Renting a reader was c Check with Surveyor that IHIE in catalogue and website. Do Press Release for Daily News to announce Highway Inspector and Maintenance developments. Facebook Need to revitalize Siemens Contact to AJS to chase. Time4Time RIBA had moved on and incorporated it into CPD. Happy for IHIE to use name. Check again with Bradford. Sec Sec Sec CEng Promote moving to IHIE to existing registrants. 4 4. Member Survey The tabled aims were agreed. To be circulated end of April. 5. Member Directory 2009 Publications UK had offered to publish the Directory on CD and to supply an encrypted E-Book for the website and 500 hard copies. Agreed to circulate with September Highways, subject to publisher s agreement. P Smith questioned the value of a Directory particularly in view of the DPA. The Secretary explained that Publications UK had approached IHIE and took the risk. 6. Website and E Bulletins The Marketing Manager reported difficulties in accessing statistics for the E- Bulletin and in doing selected separate mailings. IHIE main website still not moved to Google analytics. Agreed would relaunch the Motorcycling website in 2010 to co-incide with revised government strategy. Needed to update over 2009/10 and to sort out the Forum. AJS 7. Publications Surveyor: Password to AJS. Highway: The President reported earlier discussion with Highways publisher. Sec Excellence Awards: Agreed scope was right but more promotion was needed. Perhaps a change of title? IHIE to be proactive in identifying schemes and organizations: Ringway, Lincs Ex offenders (Const. Youth Trust) (Christian Pollock, Ringway) LB Croydon - unemployed Rochdale Wiltshire TFL (Chris Martin, Daniel Moyhan) Brian Godfrey, DRDNI Jacobs (Gill Foster) TMS, JCT contacts HA (Derek Turner) All No decision on feasibility of selection by member voting. 8. Business Plan 2009 A2 A3 B3 Article in Public Service Review. 2 Surveyor comments. Use showreal only at conferences and exhibitions. Articles in Surveyor and Highways differentiating between IHIE membership and EC registration were requested. Sec
5 J Clarke to start telephoning affiliates from May after subscription chase. JC 9. Powerpoint Members commented that the presentation was too long and the slides wordy. The Secretary explained was a comprehensive programme from which presenters could select slides to suit the audience. The Secretary was asked to provide speaker s notes suitable for different events then issue the slides. Meanwhile a more interactive PR course presentation was in preparation. Sec 10. Subscriptions 2010 The Chair woman explained the request from Management to consider the implications of offering free places for events to members to soften the subscription blow. IHIE sees you through the better times. On 2008 figures of one third member attendance, a 50% discount offer to members would cost c. 25k, if taken up at all eligible events. The Committee considered the offer could be a considerable recruitment tool: offering membership plus the discount as a package - Join and do the course. Affiliates would not be eligible. Agreed to recommend to Council one 50% discounted (non-residential) event in 2010 per member - per year (if extended in 2011). (CONFIDENTIAL) Chair 11. PR Course Take up for 2009 courses was very poor despite recent 2 for 1 offer. In view of what was considered unfair competition from easier IHT review, agreed to ask EC on 20 May if would be OK to adopt IHT like processes. Meanwhile, look to simplify review procedure by comparing IHIE with IHT procedures and paperwork. An easier review was not IHT s sole attraction; there were unrelated IHT selling points higher visibility within industry; perceived technical preeminence. AJS Sec 12. 14 Item 3.3 INSTITUTE OF HIGHWAY INCORPORATED ENGINEERS RECRUITMENT AND MARKETING COMMITTEE 13 June 2009 Proposal to Establish Training Support Action To discuss this proposal from Graham Milne Proposal Challenge The IHIE would like to attract new members. Within the Roads Departments throughout Scotland, there is a huge pool of personnel wishing to become chartered, incorporated etc in an appropriate Institution. Most Councils still promote ICE with limited success we should promote IHIE as the Councils are aware of the difficulties but do not know which way to turn. Hurdles Councils do not have enough resources for training for young engineers, as it tends to be too costly. Recently qualified engineers are usually keen to progress their career but do not know what direction to take. Suggestion Offer a service to Councils/Consultants/Contractors suggest 5days/year for a fixed fee say 3K. For that fee they would receive the services of an IHIE person for advice, assistance, preparation of engineers for the professional interview. Councils etc are usually keen to progress their engineers but cannot afford their own trainer. Test the market with a flyer/letter. Benefits to IHIE IHIE could make money from the training. Many new members could be attracted larger membership more annual income
15 IHIE University task force 1.0 Objectives We have recognised the need to attract increasing numbers of younger graduates to membership and the ability to register CEngs provides the opportunity to head off student members before they join competing organisations such as ICE and IHT. It is proposed that the task force will actively seek to capture young members by going directly to Universities to promote membership of the IHIE. The task force will provide a personal link for prospective members both handling their initial enquiries and where appropriate putting them directly in touch with suitable mentors. To this end it is proposed that three direct objectives be adopted by the task force: 1. To identify educational institutions likely to be a source of membership 2. To provide IHIE link members to directly deal with enquiries and offer support and advice to individual institutions 3. To contact the institutions and seek to address students directly in the form of a seminar / presentation slot / individual consultations and to place individually tailored literature into the institutions with clear and unambiguous information details of the direct point of contact. 2.0 Proposed methodology 2.1 Identify the institutions for targeting and seek key contacts. In order to retain CEng registration privileges the IHIE needs to attract an increasing number of CEng candidates but what should not be overlooked is the strong and identified position of the IHIE as the home of incorporated engineers and engineering technicians. It should also be recognised that there are opportunities to capture EngTech and IEng candidates with a view to encouraging a career development path up to CEng registration where applicable. As such it is proposed that a primary list of institutions be identified who currently offer accredited courses for CEng registration and a secondary list of institutions offering courses accredited for IEng registration. A search of EC web site has revealed that a total of 9 institutions currently offer accredited Masters programmes likely to provide CEng candidates for the IHIE these are: University of Leeds University of Salford Napier University University of Newcastle London South Bank University of London Imperial College University of Nottingham
16 Nottingham Trent University of Southampton There are a further 68 institutions providing accredited courses recognised by the IHIE for IEng registration (listed in appendix A) and over 200 with courses accredited for EngTech registration. It is proposed that the 9 institutions identified for CEng registration form the form the primary target list with the remaining institutions the secondary list. 2.2 Seek IHIE members to act as link volunteers for nominated institutions. The most obvious way of identifying areas for link members is to adopt the IHIE branch boundaries, but it is recognised that where individuals have established contacts they may be better placed to take responsibility for these institutions. Further, by using the branch network as a model it should also be possible to promote branch activities in parallel. The current list of branches are: North of Scotland South of Scotland North Eastern North Western Yorkshire North Wales East Midlands Mercia Eastern Severnside Chilterns Thames North Southern South Western Northern Ireland In addition it is proposed that a link member be established for overseas institutions as and when the opportunities arise. 2.3 Provide link volunteers with contacts, presentational material and key literature and support their activities via IHIE membership services and committee. A draft pro forma for a notice board flyer is presented in Appendix B.
17 2.4 Link members should seek to push associate membership hard with a view to signing up members on the seminar/presentation day or on the first point of contact where possible. The no cost initial membership and the opportunity to apply on line should prove popular with students. 3.0 Action plan 3.1 The current economic situation provides an excellent opportunity to potential members by hard selling the idea that professional membership will give students seeking work a distinct advantage over their peers. It is therefore proposed that an ambitious action plan be adopted to establish an active task force for no later than the start of the next intake in September Table 1 lists key actions to this end: Key Actions Dates Establish target lists Done Establish link members Immediate Form contact list End of June 2009 Prepare and distribute recruitment pack End of August 2009 Roll out programme Sept 2009 Table 1 : key actions 3.2 Coordination It is recognised that there is a large amount of work in rolling out this programme so to share the efforts fairly it has to fall on individual link members to be able to act with reasonable autonomy and initiative. It is however proposed that the activities initially be coordinated via membership. This is a key area for discussion. 4.0 Discussion
