Previous Minutes and Actions Fear of Crime Survey Students completing Public Services course at FCOT have been working on a Fear of Crime Survey. Karen Sinden (SNH), Terry Wellerd (Police) and Paula Hankin (HFRS) attended separate lessons to assist. The survey has been sent round to members of the Strategic for comments so any amendments can be added before finalising. There will be a couple of roadshows organised once the survey is complete where the students will ask local residents for their responses. The survey will also be available for people to complete online

2 Membership and Voting The Army have been added to the list. The PCC won t attend meetings regularly, but on an ad-hoc basis as and when necessary. HCC are in the process of reconvening the Community Strategy Group, which would link into HCC. Comms Team Carrie is in the final stages of agreeing a Comms Plan. Partner Updates Mac MacMcGregor s replacement is starting at the end of April. Any future Army Garrison Commanders coming will do a 3-year tenure, which will provide consistency. 3. CSP Chair Handover Ken Muschamp handed over the Chair to Simon Bound. Terms of Reference - Review Terms of Reference attached for comments. Terms of Reference Strategic CSP - March 1. Everyone to any comments they have regarding Terms of Reference to DL. 2. Marion Short to send clause in to say all Partners agree to share information (see below). The Partners shall consent to the coordinator of the Partnership processing the contact details of their representatives for the purpose of coordinating meetings and sharing minutes (which shall be published on the Partnership website) and for other purposes relevant to the work of this Partnership, such details to be held for as long as the representatives continue to represent the Partner organisation. Partners have a duty to inform the coordinator of any changes to representation so that the contact list remains accurate and up to date to comply with the General Data Protection Regulations. 3 CSP Key Performance Indicators : unable to find any CSP s that are monitoring what s being done/delivered. Not seen any Performance Indicators from other CSPs. What are Partnerships doing to reduce crime and disorder? 1. Carrie Ryan to set up a Task & Finish group to look at where the gaps are. 2. Carrie Ryan to contact Anya Kimberley to discuss where we are in terms of performance targets. PCC Bids Feedback : None of the new project bids put in by the CSP were successful. Existing projects did get funding. Those projects the OPCC wished they could have funded first time around will be looked at in the second round of bidding. Bids are due to open within a month. None of our bids will be automatically put forward. Second round of bidding is for up to 15,000. Carrie is happy to resubmit bids but they will need rework. Bounty Project Challenge & Change Parents Vulnerable Older People (won t resubmit, will tackle in other ways) Demand Officer take off collaborative working HFRS/SCAS/Community Safety/Police and reduce to part time NC: HFRS are looking at demand profiles. BR: SCAS work ongoing in primary care regarding profiles. 1. Caroline Ryan to rework and resubmit relevant bids. 2. Carrie Ryan to liaise with Nigel Cooper and SCAS regarding demand profiles. 4. Modern Slavery Presentation Inspector Dave Humphries was unable to attend the meeting to give the presentation. Matt Reeves ran through some of issues in Basingstoke and Rushmoor. Two key areas for Modern Slavery : County Lines Drugs Supply Basingstoke presented a case study on Op Spoken. Six young people were being used by drugs networks. They were put through a national framework and deemed to be victims of Modern Slavery.

4 1. Details of drug related harm briefing on 14 June attached. Anyone interested please book a space (see info below). ALL Op Fortress invite May 2018.pdf Vulnerable Agricultural Workers in Rural Areas Unlawful development in Silchester, Basingstoke. Suspicions around Eastern European workers being exploited. Also a farm in Eversley, which is borderline. Matt Reeves and Carrie attended a Conference on preventing exploitation and modern slavery. The sharing of information between Agencies is vitally important. Case study looked at family make up and their life from birth to see why vulnerable and susceptible to exploitation. MR: Home Office funding for County Lines bid could be put forward. MS: key area looking at supply chains. FOIs being received request how BDBC can prove they are not feeding the supply chain of Modern Slavery. SB: BDBC supply chains are written into the procurement process. 1. Carrie Ryan and Matt Reeves to liaise regarding possible bid. /MR 5. Analyst Update Information was sent out to Agencies for comment but there were limited responses. The CSP was graded as good. There are a couple of outstanding areas around supporting the vulnerable. There were a cluster of comments regarding areas that require improvement and those will be put into the improvement plan. Joint overview and scrutiny to be improved. All comments will be fedback into the Partnership Plan. 1. Carrie Ryan to revisit those who did not respond. Strategic Assessment /Away Morning The Strategic Assessment has been adopted as final and formally accepted by the Strategic CSP. The Strategic Assessment crime & service delivery improvement plan will track performance. The Away morning will be held on 1 st May, invites have been sent out. There will be a maximum of 5 projects to come out of the Away Morning. Analyst Report attached. CSP update.docx

HFRS Services - How they can support the CSP Nigel Cooper attended and gave an update on the activities HFRS are involved in and the services they provide across NE Hampshire and the rest of the County. HFRS play an influential role in improving the public s health. They are committed to promoting health and wellbeing and this is achieved by working in partnership with Public Health England, CCG groups and local communities to provide support for vulnerable people. Preventative courses are free to the person attending. Fire stations are key to the community. They provide the following services: Safe & Well Visits for the over 65s HFRS carry out a full risk assessment to maximise the opportunity to prevent ill health and harm to people in their home, including: Falls risk reduction Loneliness and isolation Winter warmth assessment Smoking Alcohol Substance misuse If they feel the person is at risk of a fall they will make a referral to their GP. Home Fire Safety visits have reduced fires by up to 50%. STEER Falls reduction for over 65s. The course consists of 12 weekly, 2-hour sessions to tackle falls and social isolation. There are two Steer courses due to start in Basingstoke. They are not solely about falls. They give information on what ease is available in the community. Quit and Get Fit HFRS are working in partnership with Southern Health NHS Foundation and Quit4Life. A 10-week Quit and Get Fit smoking cessation and exercise course at local fire stations. Basingstoke fire station running the first course in NE Hampshire. Fatal Four Road Safety initiative focusing on the fatal four behaviours that cause the majority of deaths or serious injuries. Focuses on inappropriate speed, driver distractions (smart phone use, drinking coffee at the wheel etc.) not wearing a seatbelt and drink or drug driving. Contact HFRS Road Safety lead for information Jim Green. Princes Trust There are two teams, one in Basingstoke and Rushmoor. The Princes Trust run a 12-week programme for those aged not in education, training or work Last year saw the completion of the 100 th Princes Trust course.

6 Cadets Looking at reinvigorating Police and Fire Service working together. New Initiatives Falls Long Lie Partner Agencies: SCAS/Police/HFRS. HFRS send fire engine and can enter the property and conduct medical response. This scheme is being trialled in Wickham and New Milton from If successful, it will be rolled out. Cardiac Arrest Calls. HFRS are also looking to progress to deal with these. SCAS Restart your heart day running in schools. HFRS carry defibrillators and carry out emergency response medical treatment. Fire engines can often get to an emergency more quickly than an ambulance. They work in partnership with SCAS and SeCAMB RT: HFRS are an enforcing authority with regards to fire safety legislation for business premises, hotels and commercial buildings. They have no authority over private dwellings. There are 10 stations across the North of the County and 3 Community Safety Officers across the area. 7. Operational Updates Domestic Abuse DA Forum accounts have now transferred to SNH. At the next Chief Inspectors meeting they will look at whether historic money can be repurposed for a specific local project. Partnership Plan final complete.d Away Morning To be held on 1 st May at The Connaught Centre, Alanbrooke Road, GU11 2NX from 9:30am to 12.30pm.

7 Community Safety Awards To be held on 26 th April at FCOT. There are 11 nominees. Education Sarah Lambert has completed CEOP Ambassador course. She delivered a full day of training at Calthorpe Park School for teachers, students and parents. Around 200 parents attended. Very positive day with positive feedback from the School. Carrie and David are attending RBC Schools Cluster Meeting in May. 1. Marion Short to give David Lipscombe contact for Basingstoke Schools. MS Salesian Salesian have produced a Young Enterprise Booklet Business Plan : looking at offering private schools the education programme for a charge. SNH currently looking at branding. KM: CMPP focus on raising aspirations. Challenge & Change DL: The Prison withdrew support for the Keep Out Scheme. Challenge & Change is not currently running but SNH looking for something to replace it. Keep Out is part of a research project being done by Guildford Uni. They are continuing with the research, which looks at the benefits of Keep Out. Carrie and Sarah Lambert attended a presentation at Guildford Uni about the project. Carrie has asked Maria Miller to raise this in the House. There are some cells under Southampton shopping centre, which are currently used for storage. Carrie has approached Southampton as to whether the cells could be used to run a similar project to Keep Out. Aldershot Police Station also has cells so may be a possibility. 1. David Lipscombe/Carrie Ryan to speak to John Halfacre regarding Aldershot cells. DL/ 8. Partner Updaters Police MR: HMIC/FRS report rated Hampshire Police as good. There has been an improvement in DA arrest rates/visits and the amount of crime solved year to date. Rated as good consistently. Neighbourhood Policing Focus is on vulnerability. Four pillar neighbourhood policing policy: Safeguarding Offender Management Problem Solving Community Engagement

8 Looking at what workforce mix is needed. Likely to mean an increase in officer numbers and reduction in PCSO s. Focus groups have been held with Police teams. PCSO s are not currently being recruited. PC numbers are increasing in Rushmoor. Basingstoke District Threats include: Drug Related Hart (DRH) Recent murder in Basingstoke. Street robbery in Basingstoke around Town Centre. Police have taken action to reduce issues. : Task and finish group has been set up looking at issues around rough sleepers and ASB/crime. Looking to recruit a Case File Builder SNH will host the post. 1 year fixed team contract, based in Basingstoke. CPO process will run alongside, issuing warning letters/notices etc. Rushmoor Debbie Brooks is off on long term sick. John Halfacre has been covering as Chief Inspector since December. Rushmoor District Two ongoing murder investigations: Op Meter newborn baby Op Bracket stabbing, 5 charged and refused bail Hart District Attempted murder investigation ongoing. Hart & Rushmoor Increase 6.7% in recorded crime in last 12 months Increase in domestic crime, 200 incidents in last 12 months No increase in violent crime Hate crime increased by 16% connected to hospital in Winchfield Vehicle crime increased by 8% Priorities in Hart & Rushmoor Drug Related Harm (DRH) Tool thefts from vans Rural crime (non-dwelling burglary) Aldershot Town Centre A couple of CBOs have been issued and the Council are doing extra patrols. Hampshire Fire & Rescue Service RT: Courses are running in Basingstoke and Rushmoor fire stations. Road Safety HFRS are doing some work due to recent fatalities. Investigating bin fires in Church Crookham

9 HFRS First inspection in July. Blue Light Collaboration: Nigel Cooper leading. Open Days Basingstoke Fire Station: 10 th June Rushmoor Fire Station: 23 rd June NC: NHCCG are holding Community Market place days regarding services in the Community. CCG Headline New models of care are being introduced which will focus on what the local population needs. Practices will group together into primary care homes. CCG are overseeing local process. Army Army are happy to work with HFRS on driver safety. Looking at raising awareness and informing soldiers about drink driving. MT: Rushmoor Crews do Road Safety talks. 1. Ryan Thurman to contact Mac MacGregor regarding road safety. RT Warrior Games Cadet event every June. Happy to invite other cadets. Domestic Abuse Day Organised by Karen Evans went down well. Looking to run yearly. Army are working with Police regarding Counter Terrorism. Developing a fridge magnet with a booklet with information on reporting incidents. Launch date 12 th May. 9.
