2 2 MATTERS ARISING (a) Trading Standards Victim List Standard Item In relation to item 4(a) of the previous minute, the Environmental Strategy Manager submitted a data report and provided a verbal progress report relative to the response to the mass marketing scam which had targeted Renfrewshire residents. It was noted that the programme of joint visits by trading standard officers and police officers should be completed by the end of February to ensure that those identified as having been targeted by the scammers were provided with appropriate information and offered support. It was intended that contact be made with Royal Mail front line staff in the next few weeks. It was agreed that a further progress report be submitted to the next meeting. T Stirling (b) ivpd Update In relation to item 4(b) of the previous minute, a report by the Adult Support and Protection Officer relative to the impact of the new Police Scotland concern reports on the Social Work service, which included an evaluation of referrals, was submitted and noted. It was noted that the Adult Support and Protection Officer and the Detective Sergeant for the Concern Hub in K Division would continue to meet every two months to sample concern reports, monitor levels of referrals and identify any training needs arising from the sampling. It was agreed that the referral process be kept under close review and that a further evaluation report be submitted to the next meeting. B O Shea/ N Burns 3 MINUTES OF SUB-GROUPS (a) Training Sub-Committee the draft minute of the meeting of the sub-committee held on 22 nd January, 2015 was submitted for information and noted. The following matters were highlighted from the minutes: the training exercise planned for 9 th December, 2014 on roles and responsibilities had to be cancelled due to the low number of nominations. The reasons for the low uptake in training opportunities would be investigated; the inter-agency training strategy and action plan

3 was in the process of being updated; the membership of the Training Sub-Committee was being kept under review; and it was proposed and agreed that the 2015 Adult Protection Conference be postponed until September. It was noted that the sub-committee were in the process of considering themes for the conference, the programme and speakers. It was agreed that the up to date position on the various items highlighted from the minutes be noted. (b) Practice and Performance Sub-Committee the draft minute of the meeting of the sub-committee held on 4 th February, 2015 was submitted for information and noted. It was noted that the sub-committee had reviewed the purpose of the group and that approval was sought to the various recommendations contained in the minute, including the establishment of a small self-evaluation group and the retention of the repeat referrals group. The recommendations contained in the minute were approved. S Strachan 4 PUBLICITY: JOINT ADULT PROTECTION TV ADVERTISING CAMPAIGN A report by the Senior Communications Officer relative to progress with communications activity, including options for an Adult Protection public awareness campaign, was submitted and noted. It was recommended that a public awareness campaign on adult protection issues be run similar to the recent child protection campaign, subject to the identification of appropriate budget provision. It was noted that the proposal had been agreed in principle at the Community Protection Chief Officers Group subject to identifying financial resources. It was agreed that a progress report be submitted to the next meeting. J Menzies 5 PRESENTATIONS (a) Community Triage Pilot Chief Inspector Rosie Wright, Police Scotland, gave a presentation on the operation of the Community Triage pilot exercise, the aim of which was to improve the policing response to persons presenting to the police with

4 mental health issues. It was noted that the pilot exercise had been running in NHS Greater Glasgow & Clyde since 5 th January, It was agreed that an evaluation of the pilot exercise would be forwarded to the committee on conclusion broken down by local authority area. The Chairperson thanked Chief Inspector Wright for her attendance at the meeting. (b) Current Status of the Integration of Health and Social Care Ms Shiona Strachan, Head of Adult Services, and Ms Frances Burns, Project Manager, gave a presentation on the current status of the integration of health and social care into one independent body. Phase 1 of the exercise involved the integration scheme consultation process, the appointment of the Chief Officer Designate, Mr David Leese, and the establishment of the shadow Integrated Joint Board. Phase 1 was due to be completed by April The report accompanying the presentation set out the programme stages and time frames for the establishment of the Renfrewshire Health and Social Care Partnership. The Chairperson thanked both Ms Strachan and Ms Burns for the information contained in the presentation. 6 ADULT PROTECTION: KEY ISSUES AND CURRENT ACTIVITIES A report by the Adult Protection Lead Officer relative to current activities and emergent issues for the Adult Protection Committee was submitted and noted. The following matters were highlighted: the success of the network lunch held on 15 th January, 2015 which included input from the Mental Welfare Commission on their published report on the Mr J L case. It had been decided to re-run the event to allow more practitioners to benefit from the inter-agency learning and networking which had taken place; a request received to provide input to the Renfrewshire GP forum on 17 th February on the subject of information sharing; and progress with the establishment of a Carers Group which would report to the committee.

5 The Committee resolved to exclude the press and public from the meeting during consideration of the following item of business as it was likely, in view of the nature of the business to be transacted, that if members of the press and public were present, there could be disclosure to them of exempt information, as defined in paragraphs 3 & 7 of Part I of Schedule 7A of the Local Government (Scotland) Act CARE PROVISION IN A CARE HOME: LARGE SCALE INVESTIGATION In relation to item 10 of the previous minute, the Head of Adult Services reported on areas of concern relating to a nursing home in Paisley and the actions taken to address the issues raised. The report was noted and it was agreed that a further progress report be submitted to the next meeting of the committee. S Strachan 8 SCOTTISH FIRE AND RESCUE Mr J McGhie, Group Manager, Scottish Fire & Rescue, provided a report on a recent fire fatality in the Paisley area and the actions taken to investigate the circumstances and identify whether any prevention measures could have been taken. The report was noted and it was agreed that a further report be submitted to the next meeting of the committee.
