3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 5 Very Good Quality of Environment 5 Very Good Quality of Staffing 5 Very Good Quality of Management and Leadership 5 Very Good What the service does well This is a high quality service with access to very good facilities within Seaview Primary School. The staff are well trained and professional, the activities on offer cover indoor and outdoor games, arts crafts and trips. The club itself is managed in an effective way - keeping abreast of developments in best practice and legislation. What the service could do better The club needs to further develop its medication protocols. What the service has done since the last inspection The club continues to develop its provision of activities for the young people who use it. Conclusion This is a high quality service which provides a good service to the parents and children who use it. 4 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. Information in relation to all care services is available on our website at The Care Inspectorate will award grades for services based on findings of inspections. Grades for this service may change after this inspection if we have to take enforcement action to make the service improve, or if we uphold or partially uphold a complaint that we investigate. Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve its service, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reforms (Scotland) Act 2010 and Regulations or Orders made under the Act, or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Inspectorate." Monifieth Out of School Club (Seaview) provides a breakfast service before school and a day care service after school, during school holidays and in service days. The service was registered by the Care Commission on 1 April w 2002 and is based in Seaview Primary School in Monifieth. The club has use of a community room, shared use of the school gym hall and a large outdoor area. During the school holidays and inservice days, the service is joined by its partner club based at Grange Primary School and managed by the same committee. There is one peripatetic manager who spends time in both clubs. There is a designated depute available in both clubs to accommodate this arrangement. The service aims "to provide a top quality service, in a safe, caring environment for children whose parents require childcare". 6 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection This report was written following an unannounced inspection and contained the following inspection activities:- Interview with manager and staff. Interview with service users. Inspection of policies and procedures. Observation of practice within the service. Inspection of certificate and insurance documents. Inspection of the service's environment. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. 7 Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 8 What the service has done to meet any recommendations we made at our last inspection The club has made parents fully aware of its child protection protocols. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. A competent self assessment was completed, within designated timescales, by the service. Taking the views of people using the care service into account On the day of inspection two children using the club were spoken with by the inspector. Their views were all positive. Her are some of the things they said:- There are lots of toys and games to play with. I have made lots of friends here. I enjoyed the trip to the wildlife park and muddy boots. 9 Taking carers' views into account Ten care service questionnaires were returned to the Inspectorate by parents. The views expressed were generally positive about the service with people agreeing or strongly agreeing in response to positive statements about the service. Here are some of the written views expressed:- The service on offer is first class and supports the family. Its an excellent service the staff provide. I am very confident that when I go to work my child will be cared for. Staff are always interacting with the children. There is always a good atmosphere within the club. 10 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths This service provides a very good level of participation for its stakeholders - children and parents have a say in what they think about how the club is run. Here are some of its strengths:- Children are asked to make wish lists on what they would like for a snack, what equipment for activities the club should purchase and what different activities could be undertaken. Questionnaires are widely used by MOOSCC to gain the opinions of both parents and children on various club matters. They contain set questions to allow opinions to be expressed with an additional comments box. The parents recently completed a questionnaire asking how they felt about the club and if they were aware of how it was run amongst other questions. The results of this have been collated and have been discussed at the last committee meeting. The survey shows that parents are happy with the service. The manager is available in the club as are all staff - to discuss any issues privately with parents. The service has a newsletter which lets parents know what is going on at the club. Newsletters are distributed to parents via and are available for collection in the club on a quarterly basis. These are full of information regarding current and future events and activities. The contact details of both clubs are printed in the newsletter as well as the dates of forthcoming committee meetings, to which parents are invited to attend to express their opinions and contribute towards making important decisions. There is a secure suggestions/comments box within the club, the key to which is held by a member of the Committee. This member regularly checks the box for comments or complaints. 11 The club is run by parents who have children who attend, or have attended, the club. This is a very hands on form of participation. Staff have a say in how the club is run at team meetings. The children at the club have a suggestions wall on which they can write any suggestions they have for what they would like. This is done in the form of a mind map. Areas for improvement The service should continue to develop its participation strategies. Service strengths The service has a very good level of quality in relation to promoting health and wellbeing of its service users. Here are some of its strengths:- On the day of inspection healthy snack was being given to children using the service. When asked children were able to speak about other healthy snacks they had received on other days. Fresh fruit is available every day. The service has a robust system for recording and monitoring incidents and accidents. There was evidence of regular fire drills undertaken with reports written. staff interviewed were aware of the fire drill. Children were encouraged to drink regularly throughout the session with juice, milk and water freely available. Posters made by the children highlight the importance of handwashing at snack time and after craft, these posters are positioned above the sink in the club room and also in the kitchen. The club has a UV lightbox which can be used to help children see if they have not washed their hands correctly. The manager and senior practitioner have both attended Infection control training and have fed back to all staff. They have a policy and procedure on the administration and storage of medication The children have access to lots of physical play and a quiet area if they need one. 12 each child has a registration record which has details of their doctor, their parents and other significant contacts and any medical issues or allergies the child might have. Areas for improvement The sister club which is managed by the same committee and manager were asked at their inspection to implement changes to the medication policy in relation to giving parents a record of any medication administered at the club. Grade awarded for this statement: 5 - Very Good Number of requirements: 0 Number of recommendations: 0 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths This service provides a very good standard of environment for its users. Here are some of its strengths:- Daily risk assessments are carried out. Any faults are reported to the Manager or school janitor and the situation monitored to ensure the fault is fixed. Premises have adequate and suitable ventilation, heating and light. Access is available for children with additional support needs including physical disabilities. All toilet facilities are accessible and appropriate for the children attending. Children have access to extensive outdoor areas - all within the enclosed grounds of the school. Access to the club is restricted via a a secure entry system. Electrical equipment used by the club is PAT tested at the same time the school has its equipment tested. Regular checks of the toys ensure that broken toys are disposed of and the children are also very good at reporting any damaged or broken toys. On the day of inspection staffing levels were above the minimum levels required by the Inspectorate. Staff have been trained in food hygiene and ensure children are protected. 14 Any trips out are risk assessed and as far as possible any hazards are identified. Grade awarded for this statement: 5 - Very Good Number of recommendations: 0 Number of requirements: 0 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths The service is very good in relation to its workforce. Here are some of its strengths:- All staff are committed to continued professional development and use Angus Council's CPD online training matrix. Staff have a range of relevant training including first aid, food hygiene and child protection. Staff get annual appraisal, supervision and attend regular team meetings. This ensures their performance and professional development. A relatively new member of staff confirmed he had been recruited using recognised good recruitment practice. The manager attends network meetings with other out of school clubs and keeps up-to-date with any developments in out of school care. The committee supports the manager and an annual plan is produced which includes staffing. Staff interviewed confirmed they felt part of a team where their individual skills are used. Staff interviewed were aware of the National Care Standards in relation to the care they provide and could demonstrate how they used them. Monifieth Out Of School Care Club (Seaview), page 15 of 21

Here are some of its strengths:- The service has a good participation protocol which ensures that stakeholders are given opportunities to comment on the quality of the service. (see 1.1) The club ensures that the environment is monitored for safety and is used to maximise the quality of experience for the young people using it. (see 2.2) The service ensures that its staff are well trained, supported to do their job and their skills and performance is monitored. (see 3.3) The manager ensures that the club maintains its quality with the support of its committee. They put together a business plan each year to ensure the progress, development and stability of the club. Action plans ensure that their targets are identified and met. Areas for improvement Although the service manages its quality assurance very well a formal system to monitor quality would benefit the club. (this is a suggestion for further development.) Additional Information None noted Action Plan Failure to submit an appropriate action plan within the required timescale, including any agreed extension, where requirements and recommendations have been made, will result in SCSWIS re-grading the Quality Statement within the Management and Leadership Theme as unsatisfactory (1).
