Verbal update on Closure of Dollymount Beach Car park ( Report herewith) MOTIONS: Motion in the name of Councillor Seán Haughey That toilet facilities for the disabled be provided in the Donnycarney Social Services Centre Motion in the name of Councillor Ciarán O Moore To ask DCC to remove the barriers at Dollymount beach as there was no consultation with the stakeholders of North Bull Island including the kitesurfers (Irish Kite Surfing Association (IKSA) who are listed as a stakeholder in the Management Plan for North Bull Island, Motion in the name of Councillor Michael O Brien That this area committee supports the objectives of the Darndale Park Renewal Project including the employment of CE workers to maintain the park and opposes any engagement of unemployed people by Dublin City Council under the Gateway scheme for the maintenance of Darndale Park or any other role in the North Central Area. 5

Motion in the name of Councillor Michael O Brien That this area committee supports the protest action scheduled for Monday 1st July outside the Northside Civic Centre organised by the local Housing Action Group in response to the housing crisis and the threat posed to citizens' position on the social housing list by the Housing Miscellaneous Provisions Bill Motion in the name of Councillor Michael O Brien That this area committee favours the building of social and affordable housing on available and suitable council owned land banks by means of directly employed council labour over any new form of public private partnership including one that involves gifting private developers a share of council own land for private development for profit Motion in the name of Councillor Michael O Brien That this area committee supports the ongoing funding by the relevant statutory bodies of the Darndale Belcamp Integrated Childcare Centre and any will support any campaigning action taken by the staff and parents of children attending the centre to defend service levels, jobs, pay and conditions Motion in the name of Councillor Michael O Brien That this area committee supports legitimate peaceful resistance by local residents to the process of water meter installation and mass boycott of the charge Motion in the name of Councillor Deirdre Heney That the manager please refer to complaint from a local resident who complains about the fact that HGV's., car transporters etc use Collins Avenue as a thru-way from the Malahide road to the Swords road and on to the M1/M50 and make the necessary arrangements to prevent this this type of traffic using this route e.g. direct the HGVs to use the N3, a much wider road than the urban Collins Avenue Motion in the name of Councillor John Lyons This committee recognises the invaluable community resource that is the Darndale/Belcamp Intergrated Childcare Service, otherwise known as the Jigsaw creche, is fully cognisant of the devastating impact its closure would have on the local community, particularly the families that avail of the centre's services and the workers employed there, and demands that the new Minister For Children & Youth Affairs, James Reilly, liaise with the relevant state agencies to secure the 00,000 in funding needed to ensure that the quality childcare this centre provides to two hundred and fifty children each and every day is guaranteed not only for this year but long into the future. A letter outlining this demand from the area committee will be sent to the Minister Department for Children & Youth Affairs as a matter of urgency Motion in the name of Councillor John Lyons That this committee welcomes the Local Authority Construction Initiative for Darndale that will see 35 new homes built in the Buttercup area at a cost of 35 million and supports the demand that a social clause be activated in this instance which would require of the main contractor the following: (i) To recruit one long term unemployed person from the local Dublin 17 area, directly or through the supply chain, for each 1,000,000 of project value while retaining all current employees of the company; (ii)to recruit one apprentice from the local Dublin 17 area, directly or through the supply chain, for each,000,000 of project value. 6

9 MOTIONS: Motion in the name of Councillor Pat Crimmins That the Manager inform what is being done to improve the roads in the Clontarf Ward area? A few key roads to mention are Middle Third in Killester, Castle Avenue, the Stiles Road, Hollybrook Road, Fairview / Marino Mart, Watermill Drive. Overall the quality of the roads in the area has reduced dramatically over the last few years and is not being maintained. A lot of money is collected every year on Road Tax what is this money being spent on? Order: Report to Councillor 479. Motion in the name of Councillor Deirdre Heney That the Manager refer to the very old trees in the laneway between Vernon Rise, Vernon Drive, and Dunluce Road which residents say are dangerously high and in need of attention/severe pruning, two of which are leaning at a 30 degree angle and have possible weakened systems and arrange; can he also refer to the dumping and anti- social behaviour that residents complain takes place at this location and arrange to have the trees pruned to a safe height to allay the fears of nearby residents who are concerned for their own safety and the safety of pedestrians walking through this public laneway. Order: Report to Councillor Motion in the name of Councillor Micheál MacDonncha & Councillor Larry O Toole This Area Committee fully support the Jigsaw (Darndale/Belcamp Integrated Childcare Services) in their call for the restoration of adequate State funding, failing which they face imminent closure with the loss of some 60 childcare places and 98 jobs, and we call on the Minister for Children immediately to provide adequate funding to ensure the survival of this vital facility. 26 CITYWIDE INITATIVES RUGBY DEVELOPMENT OFFICER CITY WIDE INITATIVE Dublin City Cup: The annual DCC cup is scheduled for Wednesday the 7 th of May in Donnybrook stadium; the cup is DCC team of competent young rugby players from non- traditional rugby schools against a traditional rugby playing school. The competition has been set up to facilitate the growth of the sport of the Dublin City region and is seen as a stepping stone for teams into the Development cups. All of the teams have undertaken a period of preparation, with most participating in localised training sessions and blitzes pre-christmas. The hope from the competition is that more of the players will go to further their rugby experience by playing in clubs and the local clubs will be invited to the matches to speak to the players. The ethos of rugby has been very much in evidence thus far, with all schools playing with discipline and fairness through were physical encounters. Other programmes that are up and coming in the DCC area are the DCC blitz which will take place in May with approximately 400 kids that have been coached through 6 week blocks of tag rugby. Also in mid May, will be the culmination of the Dublinia u14 team, were a group of kids, again from non traditional areas will play against a known rugby school, having participated in 8 weeks of coaching by Leinster Community Rugby Officers. SPORT AND RECREATION & SPORT DEVELOPMENT - CITYWIDE INITATIVES Lord Mayor 5 Alive Challenge Following on from last years success of the Lord Mayor 5 Alive Challenge, Lord Mayor Oisín Quinn agreed the initiative was well worth rolling out again in 014. The Challenge has now finished and the last race was the DCC/BHAA race on the 5th April. Over 140 people completed all five races and the Lord Mayor will host a reception at the Mansion House on Friday 9 th May. Jim Aughney organiser of the Dublin City Marathon and the Race Series in the Phoenix Park will be present on the night to provide the participants with information on the race series and offer places at a discount rate. Dick Hooper well known Irish Runner will also be present on the night to speak to participants and congratulate them on their achievement. Each participant will receive a scroll and gold medal. Coisceim Dance Project Love, Song and Dance is a partnership project between Coisceim Broadreach and Dublin City Council Arts, Sport & Recreation and Community development sections. It is a dance class and performance project for people aged Throughout April and May as part of the Bealtaine festival, older adult will be able to take part in drop in classes across the City, which were organised and facilitated by the Sport & Recreation /Community/Arts officers. The project culminates in a performance celebration presented by the participants themselves. Older Adult Area Sports Days Due to the success of the Older Adult Annual Sports Day, the sport & recreation team will locally host their own sports days with the idea to test and trial the Go For Life Games to allow the team to pick the best candidates to go forward and compete in the Go for Life Games in June in DCU Sports Club representing Dublin City Sports Network. These sports day also give the opportunity for older adult groups to engage, meet & socialise while enjoying physical activity and games. The last sports day will take place on Friday 30 th May in Cabra Parkside where we will select our Dublin City Council Team to go forward and take part in the June games. Irish Heart Foundation National Stroke Survivors Conference On Thursday 10 th April the Sport & Recreation Section were invited to present at this conference. The conference was attended by over 400 people and Dublin City Council also provided an information stand with all details on the services we deliver. The sport & Active living coordinator gave a presentation to in the afternoon to the break out groups which was attended by 0 people and a practical demonstration of our Boccia programme was given. The presence at this conference allowed the team to compile a list of people living in Dublin City who would be interested in some of the sport & recreation programmes we provide. The Irish Hear t Foundation thanked us for our support and gave feedback that participants thoroughly enjoyed the presentation & demo session DCSN Young Peoples Small Grant Scheme 6

27 The DCSN Grant was advertised on Tuesday 15 th April. All current clubs were ed the information & application form, the information was also distributed through all sport development officers and local clubs. The grant was also advertised in National Papers and on our website. Closing date for applications is Monday 1th May 014. Bike Week - 14th nd June 014 Dublin City Council Sport & Recreation Section and the Roads & Traffic planning department have secured funding for programmes during Bike Week. All sport development staff are planning to organise and deliver local bike programmes in their area during bike week. All programmes will be finalised by mid May. DIT CARA Training On Monday 1 th May Dublin City Council Sport & Recreation Section will host their nd sports inclusion disability course. The course will take place in Ballyfermot Leisure Centre and there are 5 people signed up to take part. The course is aimed at providing leaders, coaches, Sport development staff and volunteers in sport with knowledge and awareness on how to include people of all ages with disabilities in their sport. The course is certified by Coaching Ireland. DCSN The next DCSN Meeting is scheduled for Wednesday the nd of July. Other work committed are the Go For life Games in June, Presentation to Headway Ireland and attendance at two key sports conferences, Sport Tourism Summit 014 and the Federation of Irish Sport Annual Conference. 29 The Chairman and Members of North Central Area Committee 1 th May 014 FAIRVIEW PARK PAVILLION Fairview Park Pavilion is currently used by Sheriff YC (7 soccer teams), Belvedere FC (16 soccer teams), St. Josephs O Connell Boys (6 GAA teams) and St. Josephs East Wall (7 soccer teams). A number of other clubs use pitches within the park but did not express an interest in using the pavilion for the 013/ 014 season (They include St. Vincents GAA, Scoil Uí Chonaill and Marino FC). The changing facilities are predominantly used by clubs for their weekend fixtures. The changing facilities are also used for midweek fixtures (where applicable). For the 013/14 season clubs were charged 00 per changing room for use of changing rooms. This charge will continue for the 014/015 season. The charge is used as a contribution towards insurance, utilities, security and general maintenance of the building. Application forms for both the use of pitches and pavilion are due to be issued to clubs shortly for the 014/015 season. They will be offered under the one permit in order to get clubs to use the changing facilities available. It is noted that the occupancy rate during daytime (midweek) is currently low. To address this, local schools and youth groups will also be written to for similar expressions of interest under the same criteria as club access. Service Checks A service check was carried out and the following were received: Drainage and Waste Water Services Division There is a 300mm pipeline and a manhole located within the underpass. The developer has given commitment that a 900mm steel door will be included in the reinforced concrete wall to which Drainage and Waste Water Services Division will be given a key in order to facilitate access. Gardai, Traffic While there is no objection from a traffic point of view to the extinguishing of this right of way, the issue of pedestrian safety needs careful consideration and liaison should take place with the DTU, DMR North. Parks The proposal to close the right of way by backfilling and closing the underpass will have significant drainage implications. The walk ways and grassed area south of the underpass drain towards a manhole located mid way along the underpass which is then connected to a manhole located on Oscar Traynor Road, approximately 75M west of the underpass. Blocking off and backfilling the underpass would effectively prevent access to the manhole located in the underpass and would prevent the City Council dealing with flooding in the park land area directly adjacent to the underpass. 31
