3 it is in a hazardous condition for pedestrians, particularly senior citizens Motion in the name of Councillor Andrew Montague That the manager ensure that the leak outside 20 Shanliss Park is fixed as soon as possible. It has been leaking since at least the 13th February. DCC say its an Irish Water problem, and Irish Water say it s the responsibility of DCC. Either way the leak has been there for over a months. The resident living at this location is in his 80s and water leaking at the entrance to his driveway is potentially slippy for him. Especially when the problem first started back in February. Will the manager also make a sure a proper protocol is set up so that this sort of problem between Irish Water and DCC doesn't happen again Motion in the name of Councillor Andrew Montague That the manager report on long term plans for upgrading of senior citizen bedsit units belonging to Dublin City Council. Some senior citizen bedsits are being combined together to provide bigger units. It is envisaged that all units will be improved over the longterm? If not, why are some being done and not others? That the desire line at the Kilbarrack Dart Station on the Grange Park side is upgraded with a tarmacadam/cement pathway immediately. 3. That all of the trees that have been removed from the Grange Park Estate are replaced and where they have been removed that the sites are made safe, if necessary by carrying out excavation works to do so. To replace the broken tree at the Raheny Road at Grange Park Road junction where there was a recent road traffic accident and to replace the broken tree at the junction of Woodine Close and Drive. 4. That Anti Dog Fouling enforcement measures are taken urgently to prevent dog fouling in the green open spaces in the Grange Woodbine Area. 5. 11 Report to the North Central Area Committee 24 th March 2014 Re-development of Buttercup, Darndale. Following the announcement in Darndale by Minister O Sullivan on Tuesday 11 th March 2014 that funding of 7.9m is available for the re-development of Buttercup the final adjustments to the tender documentation are underway and it is anticipated that tenders will issue in the next 2/3 weeks. The tender process takes two months following which the approval of the Department of the Environment, Community & Local Government will be required to engage the successful tenderer. Experience of other projects indicates that from commencement of the tender process to commencement of work on site takes approximately 4/6 months. Accordingly, at this time I anticipate commencement on site by September It was previously proposed to carry out the works over a number of phases. However, now that 19 of the vacant houses were demolished late in 2013 it will be possible to carry out the works, including demolition of the six additional houses, in one phase. Construction of the 35 new houses will take approximately 18 months. Handover and allocation of the houses is therefore anticipated around March John Egan Administrative Officer 11

12 Report to the North Central Area Committee On the City Neighbourhoods Competition Objective of the Competition The Dublin City Neighbourhoods Awards are a meaningfully way to acknowledge the selfless work done for our city by people in communities, businesses and schools. On a corporate level, it is used to foster a sense of place and community pride and also to promote environmental awareness amongst all of our citizens. Strong emphasis is placed on traditional values and community effort. For example, measures taken by entrants to control litter and graffiti in their area, the organising of socially inclusive community events and working in partnership with Dublin City Council, all contribute to high marks. The ultimate aim of competition is to achieve a cleaner, greener environment and a more attractively presented locality that will benefit all of the residents and users of our city. Entry Criteria The competition is open to all residents groups, businesses and schools in the North Central Area. To date, the entire area has been well represented in terms of entrants. The judging for the local heat takes place in June and winners are then put forward for the Citywide Competition which takes place in Croke Park on the third Thursday of September each year. As schools are on holidays at this time, their competition is judged separately in September. The winner of Best School will then be invited to a daytime reception in the Mansion House or City Hall by the Lord Mayor/Deputy Lord Mayor. 12

This may be consistent with the demographics when residents have more time for 14

15 community contribution. It is considered that all the winning estates have considerably enhanced the urban environment generally of the North Central but particularly for the residents themselves. Outside of the buoyancy of the residents associations applications, it is considered that that there is scope for more applications from businesses and under the heading of sustainability and waste management initiatives. Overall, the North Central Area can be very heartened by the number and quality of the applications. The Area Office will continue to work with the community in seeking further environmental gains. Presentation Night and Awards The format of the competition is decided by the Environment and Engineering Strategic Policy Committee and is the same in all 5 administrative areas. All participants in the competition receive a framed certificate of merit. North Central Area residential and business entrants are invited to the local Awards Ceremony which takes place in St. Brigid s Resource Centre, Howth Road, Killester, on the first Thursday of September each year. Light refreshments are served after the awards ceremony. The winners in all of the residential categories will receive a cheque for 150, with the business categories receiving a glass trophy for their efforts. The modest reward is to encourage ongoing environmental works. Winners from the area are then submitted to Bernie Lillis and her team, for judging for the Citywide Competition. This judging usually takes place in July each year. The North Central Area Office has been fortunate for the past 6 years to receive support from the local Coolock Artane Credit Union in the form of 1,000 co-sponsorship. As a community based organisation, the Credit Union actively works with and sponsors local people and projects. We also receive lucky-dip prizes from T.P. Whelehan. 15

16 Breakdown of participants 2011/ Residential Entries Business Entries Summary The competition has been a tremendous success in the area over the years. In particular, three of our groups (Ard na Greine, Woodlawn and Raheny Business Association) have won not only the local heat, but the overall Citywide Competition outright as well. This is a very positive reflection on the groups and Dublin City Council. Now into its 11 th Year, the competition fulfils its brief to a large extent. However, there may be scope for improvement to address the following issues: The structure of the competition facilitates a widening gap between the winners and general entrants getting wider year after year, i.e., long established groups are always going to have the edge over groups that are just starting out. One is mindful that there is the possibility that groups will become discouraged with the process and not enter because they feel they haven t a realistic expectation of winning. Dublin City Council staff liaise with new groups. In the residential category, the same groups win consistently (i.e., it is a competition and judges must give first prize to those groups that merit it. The majority of our residential winners are from private housing estates. It is difficult to get engagement from local authority housing estates, despite the best efforts of both area office and community staff. Given the recession, some groups are dependent on community grants to improve their areas. Administratively, the processing of these grants is timed to happen after the competition is over. 17 Disposal of Fee Simple 10 Croydon Green. 10th February 2014 The Chairman and Members of North Central Area Committee With reference to the above matter and advise that arising from queries, inter alia, in respect of the determination of the disposal price, the advice of the Law Agent and Counsel was obtained. This advice supports an interpretation of the relevant legislation which would produce a substantially lower disposal price than assessed heretofore by my office. Clarification is now being sought from the Department of the Environment, Community and Local Government, as to the correct application of the provisions nationally. In the interim, the Council is suspending the processing of any new or existing cases affected. The standard fees charged by the Council continue to apply. Proposal A request to have the public right of way extinguished over the laneway to the rear Ferrycarrig Road and Ferrycarrig Park, Dublin 17 was received from the Residents. The reason for the closure is to prevent anti-social behaviour. The proposed method of closure is to replace existing gate with a brick wall. The extent of the proposed extinguishment is shown on Drawing No RM 26287(copy attached). Service Checks A service check has been initiated.
