5 KESWlCK TOWN CENTRE ENVRONMENTAL MPROVEMENTS STAGE 2 ROAD SAFETY AUDT 1 NTRODUCTON CAPTA SYMONDS 1.1 Ths report results from a Stage 2 Road Safety Audit carried out on Lake Road n Keswlck Town Centre. The audit was requested by the nfrastructure Team of capita Symonds, carlisle and was camed out during March The Audit Team consisted of: Team Leader: Team Member Observer: Tracey Lewls, Traffic Consultant, Transport Policy Safety Team, capita Symonds, carlisle. Chrls Stalnton, Graduate Consultant, Transport Poliey Safety Team, capita Symonds, carlisle. 1.3 The audit look place n the offices of capita Symonds, Klngmoor Park, carlisle. A visit was made to the slle on B March Appendix A lists the drawings and nformation provided for the audil and ncludes a list of any significant reference documents. All comments and recommendations are referenced 10 the design drawings. 1.4 The terms of reference for this audit are as described in HO n the Design Manual for Roads and Bridges. 6 KESWlCK TOWN CENTRE ENVlRONMENTAlMPROVEMENTS STAGE 2 ROAD SAFETY AUDT 2 TEMS RASED BY PREVOUS AUDTS OR REPORTS CAPTA SYMONDS 2.1 A Slage 1 Safely Audit was carried n December 2004 for Phase 4.Thls sludy has been made available 10 he audilleam. 2.2 From Phase 4 Slage 1 RSA PROBLEM Location: Kerb Height, full length of scheme, from Market Square to DelWent Street. Summary: Refer io paragraph 2.5 above. n previous phases of the Town Centre scheme, vertical displacement along the line of the kerb is generally flush or altematively about 5Omm. A flush kerb is liable to encourage vehicle overrun, whilst a kerb with only a 50mm upstand is liable to act as a trip to pedestrians and an obstacle to impaired mobflily users. A trip for public liability purposes is generally accepted to be 20mm, whereas a nonnal kerb face is 100mm (SD 10 Am.O). Anecdotal evidence suggests these kerbs have caused a number of falls since their installation, which has prompted the audit team to recommend that the design team/project sponsor re-examine this design. The Experimental OrcJer was made on 2:1" February 2001, and was made permanent on :1" June RECOMMENDATON On Phase 4, consistent with threshold levels, attempt to achieve as close as possible to the 'normal' kerb face of 100mm. Alternatively build the pedestrian edge flush with the road surface and incorporate street furniture into the design to provide the necessary delineation. The auditors accept that the current upstand of 0-50mm has been used to delineate the road space and the pedestrian footway and to maintain a certain aesthetic value. However. anecdotal evidence of falls caused due to these upstands suggests that the problem is likely to continue if the design remains in its current format. The audit team recommends that in the light of the number of trip instances, the provision of these kerbs at their current height should be re-examined during a review of this scheme (to include this and any other problems or issues which might have arisen), say 5 years from inceplion. Summary: Kerbs heighls are to remain at their current levels in Phase 4. However changes to the road surface should be completed to be consistent with threshold levels (refer to paragraph 2.2 above) thus avoiding repetition of the trip hazards experienced by vulnerable road users in Phases 1-3. RECOMMENDATON On Phase 4 ensure that kerb upstands retain their current height after construction of the new road surface. 3.3 PROBLEM Location: Oulside "George Rsher" at the corner of Lake RoadBorrowdale Road Summary: Drivers approaching Borrowdale Road from Derwent Road will encounter difficulties n seeing new road sign (reference 816V. Drawing No 31986/05/407/AmO). The angle of approach from Derwent Road coupled with the position of the existing sign post n contact with the corner of the "George Rsher" building. will prevent direct line of sight. ~ RECOMMENDATON nvestigate possibility of relocating Sign 816V to ncrease visibility to drivers. 3.4 PROBLEM Location: On Lake Road. oulslde the Congregational Chapel. Summary: The existing white thermoplastic arrow s not consistent with this new road layout. thus win cause road user conflict. RECOMMENDATON Remove white thermoplastic arrow.
