MINUTES OF MEETING OF February 14, 2007 Upon motion by Ms. Doreen Moore, seconded by Mr. Russ Kimball and carried, the minutes of the regular meeting of February 14, 2007, were approved as submitted. CHAIRMAN'S COMMENTS Chairman Ronnie Duncan gave a brief update on the International Trade Show in Berlin, reporting on the importance in building and supporting international tourism relationships. Acknowledgements were given to the CVB staff for their continued efforts and creativity in maintaining this marketing mission. 8510

3 On behalf of Pinellas County and the International Trade Show in Berlin, Mr. Kimball thanked Chairman Duncan for his time and participation at ITB. Ms. Ketterhagen thanked the Board of County Commissioners for their support in signing the resolution of recognition for Barbara Schuch-Beckers of the Central European Office for her years of service in the tourism industry. Chairman Duncan reported on a recent meeting between Pinellas, Hillsborough and Pasco counties regarding transient tourism relationships and the importance to assist and enhance the tourism industry between counties. Updates on the progress of these meetings will be provided to the TDC as they become available. SPECIAL PRESENTATION PINELLAS COUNTY TAX COLLECTOR Diane Nelson, Pinellas County Tax Collector, gave an update on a possible Pinellas County lawsuit against various Dot.com Internet Travel Companies. Introductions were first given of Erin Sullivan, Chief Tax Auditor, and Sarah Richardson, Managing Assistant Accounting Attorney, who both represent the tax collectors office in working on such legal and technical aspects of this issue. Upon reviewing a brief history of the Tourist Development Tax in Pinellas County, Ms. Nelson presented a chronological order of events that have taken place over the years with the Dot.com companies. It was noted that the 2007 Senate Interim Work Plan Project objective is to monitor the court cases filed by local governments against the internet sites or dotcoms. In the interim, local law firms have agreed to partner and offered to represent various counties, including Pinellas County, in this pursuit. In summary, Ms. Nelson stated that it is the position of the Pinellas County Tax Collector to move forward with the lawsuit to collect and enforce the Tourist Development Taxes due from the Dot.com Internet Travel Companies. Discussion was held among the board in consideration of options to explore joining forces with other Florida counties, and to also consider the risks involved that may affect the hoteliers and tourism. In conclusion, it was noted that all concerns and suggestions from the TDC board will be taken under advisement. COMMUNITY ORGANIZATION REPORTS: ST. 8 PINELLAS COUNTY CHAMBER REPORT The Pinellas County Chamber report was presented by Connie Davis of the Palm Harbor Chamber of Commerce, and has been made a part of the member s packets. REPORT ON PINELLAS COUNTY CHAMBERS ACTIVITIES FOR THE MONTH OF MARCH 2007 Presented at the TDC Meeting, March 14, 2007 By Connie Davis, President/CEO Greater Palm Harbor Area Chamber of Commerce The Greater Palm Harbor Area Chamber of Commerce reports the following: The annual Evening Extraordinaire Fine Wine, Food and Auction was held February 8 at the Safety Harbor Resort & Spa. In attendance were 500 people from local businesses as well as residents and visitors to our communities. 18 Restaurants were featured in a food sampling. Because of the size of this event, we host it at the Spa who graciously accommodates that amount of people! The evening was quite a success and helps promote our economies! The First Friday Celebrations have resumed in our downtown area. The celebration includes music, food and beverages, children s activities and display tables of arts and crafts. The downtown will also host their 10 th Annual Spring Craft Show by American Craft Endeavors on March 31,-April 1 st. These events are open to the public and bring many residents and tourists to our area. We have begun sales for our official Community Guide/Membership Directory available to all residents, visitors, relocation inquiries, etc. It will be available in the late Fall. 9 Clearwater Regional Chamber of Commerce March 2007 Pinellas County Chambers Report The Clearwater Regional Chamber of Commerce coordinated several ad coops in cooperation with the CVB this month including AAA Journeys Cincinnati, AAA Midwest Traveler Missouri, AAA Home and Away Indianapolis, AAA Horizons Massachusetts and Rhode Island, and AAA Hone and Away Louisville with a circulation over 2.3 million. They installed a computer at the 60 Welcome Centers for visitor use. It has proved to be very popular. Welcome Center traffic in January was up 6% with over 12,500 visitors going through the two centers. Judy Worley, a writer the chamber hosted, on behalf of the City, last November, is visiting once again this mon th, this time on vacation, and she plans to produce stories for American Chronicle and USA Travel Magazine on Captain Memo s Pirate Cruise and the Starlite Majesty. They are planning their May press trip wherein they will bring in 6 travel writers with the focus on natural Clearwater. They have received over 50 requests to participate; they will be making their selections shortly and issuing formal acceptances. At the Chamber s Annual Meeting last month, they awarded two Tourism People of the Year honors - Ben Fertic with Ironman and Terry Schmidt with the City of Clearwater in honor of their tremendous efforts in executing the city first Ford Ironman World Championship 70.3 event. St. Petersburg Area Chamber of Commerce TDC Report, March Brian Melton, Director of Tourism & Marketing Chamber TV has streaming video of the Penny for Pinellas video as well as the presentation made to our executive board by Marcia Crowley. The Honda Grand Prix of St. Petersburg and The Chamber will be hosting the inaugural VIP/Driver Luncheon to be held March 29, the Thursday of race week. The Chamber continues our sponsorship of Festivals of Speed again in 2007 as the event comes to St. Petersburg, March 23 & 24. The Official Visitors Guide sales have now opened for the publication. Our St. Pete Beach Visitor Center has been completely re-organized to mirror our website & accommodate this. The TBBC now operates one Visitor Center in St. Pete Beach, a Visitor Kiosk in John s Pass plus a Visitor Kiosk in Treasure Island. These centers handled over 4,000 Visitors & over 500 phone calls in January alone. On February 28, 2007 our President made presentations to the Mayors & Commissioners of Indian Shores & Redington Shores with the view to partnering to open Visitor Centers in their town Halls to better cater to Visitors on the Beaches. We are beta testing our new Visitor Synergy Card to help Visitors identify themselves to local businesses. Website Completely re-categorized and re-launched to maximize Visitor opportunities in our thirteen beach communities received almost 15,000 unique visitors in January. We encourage all present to take a look at this website, especially our Public Events Calendar which represents a multitude of activities across the beaches & more. 8517

10 Upper Tampa Bay Regional Chamber of Commerce In coordination with the Tampa Bay Hispanic Chamber, the Upper Tampa Bay Regional Chamber of Commerce conducted a Salsa Fest event during the month of February. Cold weather during the weekend event affected the anticipated turn-out. Although turn out was down, excellent contacts were established between to two chamber and the Hispanic community. A wrap-up session conducted after the event will incorporate changes to ensure a better turn out for next year s event. All hotels in the area are reporting they are always booked to near-full capacity, both during the week supporting business events and during the weekends supporting tourism and local community events. During the month of March, the Upper Tampa Bay Regional Chamber will conduct its Annual Oldsmar Days event. Estimates are that this event will draw approximately 30,000 tourist and visitors to the Oldsmar Area during the course of the week long event. The week long celebration will include: o A kick off event on Friday, March 16 th with a Tampa Bay Derby Pre-Race Cocktail Party at Tampa Bay Downs. o A Tampa Bay Festival Day on Saturday, March 17 th. o A Taste of Tampa Bay on Sunday, March 18 th. o A Celebrity Golf Outing on Monday, March 19 th. o A Chamber Mixer featuring a Historic Stoll of Oldsmar on Wednesday, March 21 st. o The week will end with a 3 day community festival which features musical entertainment, a classic car show, vendors, carnival rides and contests. This leads to the final item for the Upper Tampa Bay Chamber to report which is that the Marketing Feasibility Study to determine the need for a Convention & Cultural Center in the Oldsmar area. This report will be briefed to the chamber s Economic Development Committee in April. This study may lead to development of a complex which could easily service and enhance economic development and tourist within a 3 county area (Pinellas, Hillsborough and Pasco). March 2007 Report Largo/Mid-Pinellas Chamber of Commerce Chamber staff is undergoing training for the implementation of the organization s new web site to be officially unveiled in April. It features many new whistles and bells including an online business directory with a direct link to Map Quest for on-the-site directions. The Home Page is broken into three categories Our Chamber, Our Community and Our Region with links to government agencies, organizations and places of interest throughout Pinellas County. Several advertising opportunities are available. Final negotiations are underway for financing the construction of the Chamber s new offices and visitor s center at the Schiller International University campus on East Bay Drive. The 3,500 square foot structure should be completed and open for business in mid A program will be developed by the university for students to manage the day-to-day operations of the visitors center. Largo Cultural Center continues to be a regional attraction offering a wide variety of entertainment. Scheduled performances in March include My Fair Lady, Leon Redbone, Jazzing It Up-A Study in Swing and Sha Na Na. Thousands of people leashed to their family pets took part in the first PawFest, a fun-filled day of entertainment and education held at Largo Central Park on March 3. The Kiwanis Club of Mid-Pinellas presented the event which attracted families and tourists from Pinellas County and beyond. Tarpon Springs TDC Report The community has been busy, the construction in our main traffic patterns have presented some opportunities for our visitors. The detours has had some positive effect in the traffic is forced to travel patterns less used and are passing some of our out of the way places to visit. Once the construction is complete on the FDOT projects we will have a wonderful pristine visitor friendly area with the true feel of a downtown small town atmosphere. The hosting of the Fox 13 Good Morning Tampa Bay in Tarpon Springs sparked some interest in visitors within the viewing area who have come in the past few weekends since the program aired. We have provided several photos and information about our city to a number of other TV programs and magazines this month such as the Today with Rachel Ray and Boca Raton Magazine. Our city celebrated our 120 anniversary with a Saturday venue that was fairly well attended from 10 am till 2 pm. It gave visitors and residents a chance to learn about our city and how it is ran. We had Touch a Truck that was very popular with the children. The Chamber is currently gearing up for our 33 rd annual Fine Arts Festival March 31 and April 1 from 9 am till 5 pm. We hope to increase our annual audience to well over 20,000 visitors. We have increased our media to include some radio and cable TV as well as the traditional newspaper that we have used in the past. We encourage you to 8518

11 come and join us. The Chamber is also working diligently on our 2 nd annual Tarpon Spring Water Sports Carnival and Illuminated Fleet Parade planned for the first weekend in June. Respectfully Submitted, Tj Davis Dunedin Chamber of Commerce Spring Training Major League Baseball is drawing thousands of visitors to Dunedin. The Toronto Blue spring training season on Opening Day, Thursday, March 1, at Knology Park. Jays kicked off their 31 st For the past four years the Blue Jays have offered a round trip plane ticket, plus tickets to a game and a barbecue attended by the players, for Toronto season ticket holders. Each year Chamber representatives join with the Jays staff in greeting these fans on their arrival to the Bay area dressed in Blue Jays shirts and holding Welcome to Spring Training signs. The welcoming group hands out Dunedin brochures, maps, spring training schedules and more. This year 1,800 fans came to Pinellas County because of this Jays promotion. The Chamber also hosts a Welcome Back Blue Jays Reception for the team s management, attended by community leaders, to let the Jays management know how much the team means to the community and to thank them for their support of many organizations within the City. This year the event was held at Dunedin s new Community Center. Dunedin Highland Games The 41 st Annual Dunedin Highland Games and Spring Clan Gathering will take place in Dunedin on Saturday, March 31, at Highlander Park, from 8 a.m. to 5 p.m. This celebration of Dunedin s Scottish heritage includes ancient athletic games, Clan exhibits, piping & drumming, dancing, arts & crafts vendors, and an assortment of food vendors. The cost is $10 per person, children 12 and under are free. PINELLAS COU NTY CULTURAL AFFAIRS The Pinellas County Cultural Affairs report, as presented by Judith Powers, has been made a part of the member s packets. PROPOSED ADDITIONS to the CULTURAL TOURISM GRANT PANEL ROSTER The Cultural Affairs Department requests that the following experts from the field be added to the roster of panelists approved from Additional panelists in the pool will ensure that scheduling a panel meeting can be accomplished in a timely manner with knowledgeable and well-prepared panel members. Jane Pope Arnett, CFRE Retired Former Director of Endowment and Planned Giving Tampa Bay Performing Arts Center Jane Pope Arnett joined the Tampa Bay Performing Arts Center staff in January of 2000 as the Director of Endowment and Planned Giving. Her primary responsibility was for a $31.7 million capital campaign which funded construction of the Dr. Pallavi Patel Performing Arts Conservatory and provided an endowment for all of the Center s programs and operations. Ms. Arnett earned a Bachelor of Art in English from the University of Florida, and has taken classes in drawing, design, and computer applications from St. Petersburg College. At the University of Tennessee, she took graduate level courses in graphic design, fiber construction, surface design and drawing and at the Defense Language Institute in Monterey, CA, she participated in a nine-month course in the German language. She belongs to the Association of Fundraising Professionals and the Tampa Bay Planned Giving Council. 12 John Bell was appointed Director of the Tampa Theatre in November 1985 and is responsible for all programming, promotion, technical services, general administration, and restoration/renovations. He was previously Managing Director of the Carolina Theatre in Greensboro, N.C. Earl Bosworth Assistant Director Broward Cultural Council Earl Bosworth brings 12 years of management experience in the government and private sector. He is also a professional musician, beginning his life-long affiliation with music at age five. Mr. Bosworth plays the guitar at a number of local establishments. In his prior experience with the Broward County Commission s Consumer Affairs Division, his responsibilities included general administration and management of the regulatory section, including licensing, enforcement, and preparing recommendations to the Board of County Commissioners. He participated in conducting meetings with industry groups, responding to Commissioners requests and preparing monthly and quarterly performance reports. He directed a staff of 180 employees and an annual budget of $21 million with the Wynmoor Community Council, Inc., his portfolio including administration, finance, theater, security, transportation, building maintenance, emergency health services and recreation. He served four years as president of the Expediter Association Services, Inc. and worked for four years with the State of Florida, Department of Business Regulation, Division of Florida Land Sales, Condominium and Mobile Homes. A master s graduate in business administration at Nova Southeastern University, Bosworth also brings numerous affiliations with management agencies including the International Association of Transportation Regulators, State of Florida Advisory Council of Community Association Managers and the Executive Managers Association. Cynthia Gandee Executive Director Henry B. Plant Museum Cynthia Gandee has been Executive Director of the Henry B. Plant Museum in Tampa since Her educational background includes The Seminar for Historical Administration, Williamsburg, VA; earned a Bachelor of Arts in History at the University of Florida; attended the Institute of European Studies, Vienna, Austria; and Queens College, Charlotte, NC. Keeble Executive Director Arts Council of Hillsborough County Art Keeble has been Executive Director of the Arts Council since July He was Executive Director of the Tennessee Arts Commission, a state agency, for five years and was the founder, in 1974, of the Knoxville (TN) Arts Council. He has produced numerous arts fairs, festivals and exhibitions, and developed Tennessee Crafts Marketplace, a sales/marketing program for Tennessee craftsmen. His education was in journalism and television. He has served on the Boards of Directors of the Ybor City Chamber of Commerce and Florida Craftsmen, Inc., coordinated the legislation/marketing for the Florida Arts License Plate, and has served as a panelist for the Florida Division of Cultural Affairs, among others. He is treasurer of the Florida Association of Local Arts Agencies, serves on the Creative Industries Council for the City of Tampa, and is the founding chair of the Ybor City Saturday Market. Ann Larsen Executive Director Pasco Arts Council Ann Larsen was named the Executive Director of the Pasco Arts Council in May, She was formerly the Executive Director of the Management Assistance Program of Tampa, a nonprofit organization providing management workshops and seminars for the nonprofit sector. Before moving to Florida in the late 1990 s she was assistant to the director of the Iowa Arts Council, project director of the Art in State Buildings in Iowa and executive director of the Minnetonka Center for the Arts in Minneapolis.
