3 Introduction When Newcastle-under-Lyme Borough Council was searching to site its new customer services centre to deliver on one of its corporate priorities, their remit was to provide a fit for purpose centre offering customers choice in face to face council and community services, whilst ensuring high quality and value for money. The customer access team faced two choices. Extend the current civic offices, or, the more complex but ultimately desirable option of restoring the historic Guildhall in the centre of town a true focal point for residents. The Guildhall had served the town well over hundreds of years, including as a courthouse and gallows, however, following various incarnations, most recently as a public house, this much-loved Grade II listed building was in a state of severe disrepair. The council, under the guidance of head of customer services, Jeanette Hilton, decided it was time to return the Guildhall to the people of Newcastleunder-Lyme. To kick start the lengthy process of consultation on such a historic site, the council worked for months with Paragon, on a design for English Heritage s inspection.

9 Project Details Refurbishment of The Guildhall: The design was to meet the requirements of the Council s conservation officer and English Heritage Important architectural features included the conservation of the entrance hall, adjacent staircases, mezzanine floor ballastrading and ceiling coves Design features and colour scheme would maximise the original architectural detail of the Grade II listed building The Guildhall had been unused for two years and was evidencing severe structural and internal problems The scheme would provide a modern, fit for purpose centre without compromise to its heritage All original fixtures were retained, restored and reused

11 We had always known that in electing to locate our first Customer Services Centre within The Guildhall, an iconic Grade II listed building, the project would not be without its challenges. We had high expectations for our new centre. Paragon took the time to understand our organisation and that was one of the main reasons why we chose them. Their experience of delivering customer focused design and build solutions meant they were able to translate our vision and expectations of completing the project within very tight timescales and to a high standard. Key to the success of the project was Paragon s ability to work in partnership with our in-house team; they took into account our views and objectives for our new centre and delivered a scheme that sympathetically restored the Guildhall to its former glory whilst providing a modern, fit for purpose Customer Services Centre, which continues to impress our customers.
