Your knowledge, abilities and positive attitude made you a highly regarded addition to our team, and I am certain that you will make a positive impact on our future. All of us want to make your tenure at this facility as enjoyable and rewarding as possible. 4 A Brief History of Binghamton Airport and Tower The seeds of The Greater Binghamton Airport can be traced back to the mid 1940 s. George W. Johnson, chairman of the Endicott Johnson Corporation, is generally credited with having been one of the first, if not the first, to suggest that a mountain to site would be the best location for a airport in the Binghamton area. Tri-cities airport in Endicott, the principal airport in the region would never be able to handle the future needs and demands of the region. Mount Ettrick was chosen as the site of the new airport as it was adequate to serve Broome County s future needs. The new Broome County Airport, was dedicated Memorial Day, It had been built for a cost of 4 Million dollars. The long runway, was 5500ft, expanded to 6300 feet and finally to 7500 feet in 1990 and is still that today. The crossing runway, is 5002 feet and has been that way since it creation. The airport has gone through several changes over the years; currently the County is building a parallel taxiway to runway and is planning to repave the main ramp to include mostly concrete to be able to park the regional jets that we serve. The Airport has had several name changes over the years but still keeps it s subtitle of Edwin A. Link Field. Mr. Link was a well-known inventor in the Binghamton area for many years as well as a pioneer of aviation. He is most known for the creation of the Link Trainer, the first pilot trainer that taught how to fly in IFR conditions using only instruments. A Prototype is located at the academy and in the lobby of the airport. Binghamton ATCT has been operating on the top of the terminal for over 55 years. At one time a flight service station was located in the tower. The facility is split with a control tower portion as well as a complete TRACON located on the second floor of the terminal building. Aircraft operations have risen and fallen with the economy. Binghamton ATCT currently works about 32,000 operations a year. Binghamton ATCT is currently going through the process of a major upgrade to our radar. We will be working the new ASR-11 as of May This will provide better coverage as well as use of the newer weather radar presentation. We are currently using the ARTS IIE automation system. 4
5 As you can see Binghamton ATCT continues to grow and develop with modernization changing how we do business. Some of new equipment we are looking to see here soon is a new voice switching system for communication along with an upgrade to the Stars automation platform in the future. Along with the County, we continue to work toward making this facility one of the best in the country. 5
6 Our Expectations of All Employees Binghamton Tower leadership team expects all employees to: Come to work, be on time Be prepared mentally and physically Understand leave policy and manage your leave appropriately Be cooperative and professional Treat people with respect and dignity Take initiative Be accountable Lead by example be a good role model Do not tolerate or engage in any form of harassment or discrimination Actively participate in training Know your airspace and systems, know your equipment Use prescribed phraseology/correct facility and equipment names Follow rules and procedures Be open to feedback provide honest information Be an effective team member 6
7 Policies Reporting for Duty Employees are expected to report for work at their assigned shift time. If a situation arises that will prevent you from reporting on time, call the tower at (607) Hours of Duty Operational personnel are assigned to work 8-hour shifts unless assigned an administrative day. Employees working an 8-hour shift are subject to immediate recall. Employees working an 8-hour shift may not leave the facility, during their shift, unless they have obtained management approval. Employees working an administrative shift are assigned an 8.5 hour shift and may leave the facility for their 30 minute unpaid lunch break after obtaining management approval. Parking Employees park in the airport employee lot located on the west side of the terminal building. On your first day reporting to the building you will park in the short term parking lot. Bring the parking ticket into the facility, it will be validated for you. As part of the initial processing you will be issued a parking decal and a parking card that will authorize you to enter the parking lot. Building Access You will be issued a key at initial check-in to allow you access to all FAA spaces that you will be authorized to enter. This key is your responsibility and you will be required to return it when you leave Binghamton in the future. FAA ID Cards FAA photo ID cards must be worn and visible at all times when on BGM property. You will be issued a temporary visitors pass when you arrive until your ID card is issued. 7
8 Guests and Visitors Employees may have family members visit the facility after obtaining approval from management. All guests and visitors must report to the administrative office to be issue a visitor s badge. Employees must escort their guests at all times. Cell Phones Cell phones must be in the off position while in the operation. Personal reading material and electronic devices are not permitted in operational areas. CRU-ART and READ & INITIAL BINDERS Upon reporting for duty you will be briefed on how to sign in and out on duty at BGM. We do this using the CRU-ART computers located in the TRACON and tower. You also will be required to review the read and initial binder (R & I) located in the tower daily, prior to taking an operating position. MAIL Personal mail and package deliveries are not permitted at the tower. SMOKING Smoking is only permitted in the areas designated by the County. These will be pointed out to you when you arrive. Please be responsible and dispose of smoking remnants in the designated places. MAIL BOXES AND LOCKERS Mail boxes are located in the TRACON and are used for delivery of official FAA notices and memorandums. Lockers are available if you wish one and are located in the TRACON and the tower. 8
9 Local Area Information The Greater Binghamton area enjoys all of the beauty that living in an area with the four seasons brings. Every season brings new adventures for you and your family to discover. The Greater Binghamton area is known as a region rich in scenic beauty and friendly people. Our central location provides first class hotels, dining and sports venues to meet any taste. Binghamton is the home to six antique carousels, the largest collection in the world. The Roberson Museum & Science Center, Binghamton Zoo at Ross Corner, the Discovery Center a hands on museum for children, the Annual Spiedie Fest & Balloon Rally and top ranked golf courses are just some of the attractions in our area. There are great skiing areas and snow mobile trails for your entertainment as well. Winter or summer there is something for everyone s taste here in upstate New York. Sporting and Special Events Binghamton boasts professional teams in baseball and hockey. College and high school sports are big and include basketball, football, hockey, baseball and soccer. NYSEG Stadium, located minutes outside the heart of downtown, is readily accessible by public transportation. Both Pro teams are very affordable entertainment for you and your family. The Senior Golf Tour s Dick s Open is held here at the Enjoie golf club in July. Hunting and fishing is also very big in our area. 9
10 From sporting events to special events, Binghamton hosts all kinds. In July, the Greater Binghamton Airport hosts its annual air-show this includes many of the top acts in aviation today. This year s event brings the Blue Angels to town. The Spiedie Fest and Balloon Rally is held every year in August and includes musical acts, good food and hot air balloon launches every day of the festival in the morning and at early evening. The spiedie is a local food delicacy. Restaurants of Note Number 5 33 S Washington St, Binghamton, A little bite of the big apple. For 15 years voted best in fine dining in our area. Cortese 117 Robinson St, Binghamton, Italian-American Cuisine, a tradition in our area for years. Delgado s Café 119 Harry L Drive, Johnson City Serving fine Mexican food for over 25 years. Phil s Chicken House, Rt.26, Endicott Great American food and reasonable prices. You won t go away hungry. Spiedie & Rib Pit, 1268 Front Street, Binghamton Some of the best of our local delicacy in the area and the ribs are not bad either. 10
