6 Neighbors Up and Down the Road The Foothills Yuma, Arizona The Foothills, east of Yuma, is a separate unincorporated community in Yuma County, offering its residents full services, many attractions, and recreational opportunities. It has easy access to I-8, with three exits - 9, 12 and 14. This rapidly expanding area grew 25% in the past 10 years, with a current population of over 27,000. There have been many efforts to annex this community into the City of Yuma, but local residents appreciate their independence and have resisted such efforts. The area is supplied by Farwest Water & Sewer, privately owned and operated. All streets are paved, accessing a variety of oversized residential lot options, including RV lots with pad and storage, park models, modular homes, and site-built homes, some valued at over $300,000. The newer cluster of homes comprise the more upscale neighborhood in the southeastern area. This area rises slightly allowing distant view. It s close to the Gila Mountains to the east. In addition to numerous desirable RV resorts, many of the private oversized lots are available for rent during snowbird season for those wanting a quiet setting without the RV park atmosphere. Enjoy all the Foothills offers with a variety of retail, dining and professional services, and local recreational opportunities. Somerton Just 12 miles south of Yuma, in the fertile Yuma Valley, you ll find the primarily agricultural town of Somerton, population 15,000. Drive the same distance south to Mexico as you go southwest on Hwy. 95 through San Luis, AZ. Somerton was established in 1898 and incorporated in 1918, on land once claimed for the fraudulent Rancho El Paso de los Algodones [land] Grant. This property along the Colorado River was very attractive to speculators. The U.S. Congress passed a law that allowed settlers who were on the land prior to May 25, 1898 to buy up to 40 acres for only $1.25 per acre. In addition to agriculture, there is some light industry starting up in Somerton. Citrus and vegetable growing and processing concerns employ many local residents, and some small commercial service companies are paving the way for more small businesses. For entertainment, there are many great places to eat lunch or dinner here, and the Cocopah Casino and the Cocopah Tribe s Wild River Entertainment Center, Museum & Cultural Center, & Speedway are recreational hubs. 7 Wellton Located 29 miles east of Yuma on the opposite side of the Gila Mountains, the town of Wellton is a lively center for business, services and recreation. During the winter season, the population of 3,000 almost doubles as seasonal vacationers flock to the many RV parks from the western states and Canada. It s no wonder, with so many warm, sunny days that the area in and around Wellton has become such a popular retirement destination. nce a water stop for the Butterfield verland Mail stagecoaches and then the Southern Pacific Railroad, this small town s history began with its founding in As cars came into use, Well Town, named for the water wells to supply the railroad, became Wellton which is now primarily an agricultural community. Coyote Wash Shopping Center is located just south of I-8 at the Wellton exit, on Commerce Way. The Coyote Wash Golf Course is a short distance south, surrounded by the master-planned community of Coyote Wash. San Luis Go an additional 12 miles south of Somerton, and you ll be in San Luis, just over the border from Mexico. The city promotes trade with Mexico with a combination of industrial, commercial and agricultural businesses. Established in 1930, San Luis was then opened as a U.S. Port of Entry. In 1979 the town was incorporated with a population under 2,000. Since then, the population has grown quickly to over 28,000 today - the county s fourth largest incorporated community. Because of the closeness to both Mexico and California, San Luis has become one of the fastest-growing cities in Yuma County, offering productive border activities and opportunities. Across the border is the sister city, San Luis Rio Colorado, Sonora, with a population of 250,000. The current permanent population is 95,429, as of Yuma is the county seat and the 11th largest city in Arizona. Military Personnel comprise about 30,000, with 5-6,000 permanent military staff at two bases, Marine Corps Air Station Yuma and the Yuma Proving Grounds, just north of Yuma. 11 The extremely brief history of the Arizona navy by Clay Thompson, Arizona Republic In 1934, long before some of you were born, California began construction of Parker Dam on the Colorado River to supply water to Southern California. The problem was that Congress had not yet authroized the dam and this riled Arizonans who felt California was stealing Arizona s water. So, in 1934, Gov. Benjamin Moeur called out the National Guard and ordered 40 infantrymen and 20 machine-gunners to the Colorado to block construction of the dam on the Arizona side. In a telegram to President Theodore Roosevelt, Moeur said, I therefore found it necessary to issue a proclamation establishing martial law on the Arizona side of the river at that point and directing the National Guard to use such means as may be necessary to prevent an invasion of the sovereignty and territory of the State of Arizona. The Guard commissioned a couple of old steamboats from a pistol-packing state legislator named Nellie Bush to scout the enemy s side of the river. Bush was proclaimed admiral of the Arizona Navy. The fleet got tangled up in some cables and had to be rescued by the Californians. The affair angered Harold Ickes, the U.S. Secretary of the Interior, who had to halt construction of the dam. The U.S. Supreme Court eventually issued an injunction prohibiting anyone from interfering with construction of the dam, our troops came home and the Arizona Navy was mothballed. But the larger impact is to the community s economy, according to Linda Morgan, executive director of the Yuma Visitors Bureau. At the ctober 2013 Know Yuma: Inside and ut event, Morgan reported that winter visitors and other tourists spent $657 million, contributed to 6,660 jobs for earnings of $15.6 million, and generated tax income of $40.5 million. Winter visitors go to swap meets, visit Mexico, dine out, shop, play golf, explore the desert, attend musical events and hit the casinos, based on a survey conducted by the Yuma Sun in the past year, with 446 respondents. Also determined was that winter visitors tend to be younger and more active - less likely to just sit and watch TV. Morgan noted that Yuma s tourism business isn t limited to winter visitors. It also includes military and government p e r s o n n e l, business travelers, conventions, group and leisure travelers. We re fortunate to have them, she said. 16 Medjool date trees that are 6-8 will yield approximately 90 pounds of Medjools compared to the taller trees that will produce in excess of 200 pounds of Medjools. The majority of the lifts will reach a height of 55 and after that point the Medjools are still harvested but harvesting is that much more difficult. Usually at the end of July the workers will complete the last three operations to the dates prior to harvesting in late August. A few months earlier the fruit arm was tied to a lower branch to make the fruit arm arch downward and now the fruit arm will be tied to a higher branch to support the weight of the dates on the fruit arm. The workers will then insert the rings in the middle of the dates to allow circulation and they will hang the bags over the fruit arm. At this point there is no need to tie the bottom of the bag because as long as the fruit is green it is bitter and there is no worry that the birds or insects will eat the fruit. nce the fruit starts to turn yellow, the bags will be closed from the bottom. As the dates mature they will detach from the fruit arm and fall into the bag. If Medjool dates fall to the ground they can not be harvested due to the softness of the dates and food safety reasons. 19 Be Aware of New Yuma Electronic Device Laws If you do any driving in Yuma, you need to know that the Yuma City Council has added a ban on using cell phones or other electronic devices while driving to the current traffic laws. The ban, which goes into effect in early 2016 prohibits drivers from using handheld electronic devices, including a cell phone, tablet or electronic game for talking, texting or any other purpose while behind the wheel. The ban makes exceptions for handsfree devices such as Bluetooth, law enforcement officers or emergency vehicle drivers on official duties, drivers on private property and those who are legally parked. CB or ham radios are also excluded. Tickets will be dismissed if drivers can prove they were contacting authorities. Arizona is one of two states that haven t enacted any sort of ban on texting or talking behind the wheel. The Arizona Department of Transportation says distracted driving was a factor in more than 11,100 crashes in f those crashes, at least 200 involved a wireless communications devices such as a cell phone. There were 195,762 crashes reported in the state in 2014, according to ADT. Current prohibitions in Arizona No state restrictions on texting or cell phone use, except for school bus drivers. Texting drivers might find themselves cited under the state s law against driving at a speed that is not reasonable and prudent. In Phoenix, Flagstaff and Tucson, drivers are prohibited from text messaging. San Luis also bans use of handheld wireless devices. Fines in all cities are $100 or $250 (accident). School bus operators may not use cell phones while driving. Cell phone use is banned in Arizona military bases. Visitors are always welcome. The garden clubs all have common goals of beautifying Yuma, sponsoring community service projects, encouraging youth and adults to begin gardening and flower arranging, helping protect our natural resources and environment and educating the public about gardening in Yuma. ne community service project supported by garden clubs nationwide is the Blue Star Memorial Marker program, which places plaques in parks, along highways and in cemeteries to honor our U.S. veterans. Yuma Garden Club placed a marker at the Yuma Civic Center in The plaque reads: A Tribute to the Armed Forces of America. Local garden clubs join together as Federated Garden Clubs of Yuma to sponsor the flower show held at the Yuma County Fair, to show the public what will grow in Yuma. The club sponsors Yuma s annual Smokey Bear and Woodsy wl poster contests and the National Garden Clubs essay contest for high school students and poetry contest for elementary students. The club also supplies a local Girl Scout troop with materials to create floral designs for the Yuma County Fair s flower show. They have donated plants to landscape a variety of areas within the city, such as the Kennedy Athletic Complex and along Avenue A near the Civic Center. Yuma Garden Club Meetings are the second Monday at 1pm at the Main Library. The club has a floral design group, which meets monthly to learn techniques of flower arranging with the goal of creating flower arrangements to enter in the Yuma County Fair Flower Show. Each year, trees are planted in city parks in honor of club members, The club also presents a $1,000 scholarship to an AWC student majoring in agriculture. ne of the club s fundraisers is a member-created cookbook, Desert Jewels, which can be purchased at their monthly meetings. Another fundraiser is creating tufa dish gardens that are sold at the Home and Garden Show. Yuma rchid and African Violet Society Meetings are the second Thursday at 1pm at the Foothills Library, E. South Frontage Rd. The society donates orchids to 4-H members who wish to grow them as a project to exhibit at the Yuma County Fair Flower Show. Hawaiian orchids are sold at the Home and Garden Show as their main fundraiser. Master Gardener Training Program Classes for this program are held at the Yuma Agriculture Center, 6425 W. 8th St. from 8:30am to noon each Tuesday. 48 Coupons! Supercharged: Yuma becoming a charging hub for electric vehicles For motorists passing through on I-8, Yuma is a convenient stop between Phoenix and San Diego. So it s not surprising that electric carmakers are eyeing the city as a charging station hub for electric vehicles, also known as EVs. Tesla Motors, Inc. has recently installed charging stations at the Hilton Garden Inn Pivot Point Conference Center, 310 N Madison Ave. The charging stations have regular chargers and superchargers. Superchargers can charge up to 50 percent in 20 minutes. Each supercharger station has its own dedicated meter from the local utility and Tesla pays for all operating costs, including electricity. Shangri-La RV Resort has added an EV charging station in the Foothills. Superchargers are designed for city-to-city travel, enabling electric vehicle drivers to travel for about three hours, take a 20 to 30 minute break to grab lunch or a soda or coffee, and get back on the road charged up. Yuma also has two 240V EV plugs in the public parking lot in front of City Hall, 1 City Plaza. They re available to the public free of charge. They have been used by EV owners - both Yuma residents visiting City Hall to conduct business and people passing through town. They plug in their cars and go downtown for lunch, they shop, they look around, according to Ricky Rinehart, deputy city administrator. 49 ver the Border Los Algodones Guide The friendly community of Los Algodones is located in Baja California, Mexico at the California - Arizona border. It is about 10 miles west of Yuma. Go west on I-8, take exit 166 and travel south on CA Hwy. 186/Andrade Rd., past the Quechan Casino & Resort. You may park on the U.S. side and walk less than one block or park in one of the attended lots in Los Algodones. Most of the businesses in town are located less than four blocks from the border. American dollars are the currency of choice. You ll find a wide variety of shopping and professional services, including gift shops, pharmacies, medical and dental health professionals and open air cafés, offering prices that will make your trip worthwhile. Most businesses employ someone who is fluent in English, so you don t have to worry if you don t speak Spanish. Los Algodones has been recognized by the American government as a safe destination for tourists. The small business community caters to snowbirds and American travelers with cost savings in mind. Note that as of June 1, 2009, American citizens must present their passport or passport card to re-enter the U.S. Children 18 and under need to present a birth certificate, naturalization certificate or passport to re-enter the U.S. Border Crossing Passport Information To re-enter the U.S. when you visit Mexico by land, you must present a passport card or passport book.
