4 Overview and Maps Section 33 T 29N R 17W Location The herein described property is made up of 40 acre parcels and is located in Northern Mohave County, Arizona. This area, which is south of the Hoover Dam, has gained recognition through the assemblage and development of The Ranch At White Hills and The Mardian Ranch area plans, approved by the Mohave County Board of Supervisors in December of 2004 and (This property is not a part of the plan mentioned above.) Kingman Arizona is located approximately 35 miles southeast of this property at the junction of Highway 93 and Interstate 40. Other adjacent communities just a few minutes away are Dolan Springs and Mead View, which both offer a small town atmosphere, friendly people, and a few businesses. 9 Las Vegas Market The Las Vegas Metropolitan area continues to be one of the leading regions of population and employment growth in the United States. Population in the Las Vegas area expanded from 1.39 million to 1.75 million between 2000 and 2005, a stunning 3.8% average annual rate of growth, as indicated in the population growth table below. Source: Las Vegas Visitor and Development Authority Employment projections appear to be strong. The Nevada Department of Employment, statistics indicate that Clark County should continue to grow at 2.2% annually or 15,500 jobs per year from 2005 to 2010, 1.2% annually or 11,400 jobs per year from 2010 to In addition, with over $38 billion of recently completed or future projects in the pipeline (excluding $21 billion +/- of public projects), employment is virtually assured at least in the near-term. 10 Source: Las Vegas Convention and Visitor Authority It is no secret that a lot of Las Vegas recent growth and plentiful job opportunities can be attributed to inexpensive housing, in planned communities throughout the valley. The current housing market however, makes inexpensive housing a statement of the past. As of the first quarter of 2006 the median new home price in the Las Vegas valley was $328, and the median resale home price was $283, However, income growth has only risen 2% annually between 2000 and Lands to satisfy future growth are limited with high demand. Planned communities under development and in planning stages will no longer be able to offer Single Family Residential products under $300, Outlying lands for the most part are Federal wilderness preservation areas and government controlled land. The Bureau of Land Management has been selling parcels of land to meet demand and will not be able to satisfy further growth without significant policy changes. As a result, areas such as White Hills are becoming attractive alternatives. Inexpensive land, close proximity, easy commute, attractive community, affordable housing and beautiful desert environment are all key ingredients to a successful community. Dusty Boots Unit II 9

11 Hoover Dam Bypass/ N.A.F.T.A. The present route of U.S. 93 uses the top of Hoover Dam to cross the Colorado River. U.S. Highway 93 is the major commercial corridor between the states of Arizona, Nevada, and Utah; it is also on the North American Free Trade Agreement (NAFTA) route between Mexico and Canada. U.S. 93 has been identified as a high priority corridor in the National Highway System Designation Act of The traffic congestion caused by the inadequacy of the existing highway across the dam imposes a serious economic burden on the states of Arizona, Nevada, and Utah. The traffic volumes, combined with the sharp curves on U.S. 93 in the vicinity of Hoover Dam, create a potentially dangerous situation. A major catastrophe could occur, involving innocent bystanders, millions of dollars in property damage to the dam and its facilities, contamination of the waters of Lake Mead or the Colorado River, and interruption of the power and water supply for people in the Southwest. By developing an alternate crossing of the river near Hoover Dam, through-vehicle and truck traffic would be removed from the top of the dam. This new route would eliminate the problems with the existing roadway--sharp turns, narrow roadways, inadequate shoulders, poor sight distance, and low travel speeds. Dusty Boots Unit II 10

12 The purpose of the project is to accomplish the following objectives: Minimize the potential for pedestrian-vehicle accidents on the dam crest and on the Nevada and Arizona approaches to the dam. Remove a major bottleneck to interstate and international commerce and travel in the west by reducing traffic congestion and accidents in this segment of the major commercial route between Phoenix and Las Vegas. Replace an inadequate highway river crossing with a new crossing that meets current roadway design criteria and improves through-vehicle and truck traffic capacity on U.S. 93 at the dam. Reduce travel time in the dam vicinity. Protect Hoover Dam employees, visitors, equipment, power generation capabilities and Colorado River waters, while enhancing the visitors experience at Hoover Dam by: Safeguarding dam and power plant facilities and the waters of Lake Mead and the Colorado River from hazardous spills or explosions. Protecting the dam and power plant facilities from interruptions in electricity and water delivery. 13 Area Attractions: With close to 1 million visitors a year, Hoover Dam has been rated as one of America s Seven Modern Civil Engineering wonders. Completed in 1936, this marvel, found on the Colorado River, has since become a National Historic Landmark. Established as America's first national recreation area, the Lake Mead National Recreation Area is a destination for millions of visitors who flock to the desert for boating, fishing, swimming and water-skiing. The 1.5 million acre area includes Lake Mead, Lake Mohave and the Colorado River. These natural attractions draw people who backpack, hunt, horseback, or just want to view the immense variety of desert wildlife. Created by the Davis Dam, this 67 mile stretch of the Colorado River provides a multitude of recreational opportunities. There are hundreds of beaches that can only be accessed by boat. In the summer, boaters seek out their own private beach sites for base camps from which they can swim, water ski, and relax. For fisherman, Rainbow Trout are found in the cool, clear waters at the upper end of the lake, while Largemouth and Striped Bass are taken from the lower reaches. Dusty Boots Unit II 12
