DURAND He was born in the city of Buenos Aires, Argentina, on April 3rd, EDUCATIONAL BACKGROUND He completed primary and secondary studies at the Champagnat school (Buenos Aires) in He graduated as a Lawyer from the University of Buenos Aires in In 2002, he attended the Update Course on Public Law at the University of San Pablo CEU (Madrid). BACKGROUND He worked at the Judicial Power of the Nation (Administrative Jurisdiction) between 1989 and 1991, and at the López Olaciregui law firm between 1994 and In 1996, he joined EDESUR (Electric power supplying company), at its Legal Department. His professional activity was basically focused on the analysis and advicerendering on regulations governing the electric power utility field. In 1998, he joined the Cárdenas, Cassagne & Associates law firm, where he undertook the advisory assistance to companies in Administrative Law matters and, in 2005, he took up his present position as Partner at the Cassagne Abogados law firm. 1

2 In his professional activity, he works on rendering analysis and advisory assistance in Administrative Law matters to companies from different industries, ranging from manufacturing industries and financial institutions to public utilities licensees, on all matters related to the regulation by the State of their respective line of business. He has an extensive background experience in representing clients at court and, specifically, at national and international arbitrages in matters related to his specialty field. He has had an intense academic and teaching activity, namely: Auxiliary Professor of Elements of Civil Law ( ) and of Elements of Administrative Law ( ) at the University of Buenos Aires; Assistant Teacher ( ) and later on Assistant Professor of Administrative Law at the Pontifical Argentine Catholic University (2005); Professor of the Post-graduate Course of Economic Regulation of the Argentine Pontifical Catholic University (2001); Guest Lecturer on Public Utilities and Economic Regulation in the Master studies in Administrative Law at the Austral University (2002); Guest Lecturer on Liability of the State in the specialty studies in Regulatory Law on Public Utilities of the Austral University / ); Professor of the Post-graduate Summer Course (2002) on Liability of the State, at the Argentine Pontifical Catholic University; Associate Professor of the School of State Attorney Corps of the Office of the Attorney for the National Treasury, for the seminar on Liability of the State and Public Utility Companies (2004) and Administrative Contracts and Emergency (2006). Since 2001, he has served as Editorial Secretary of the Magazine of Administrative Law of the Lexis Nexis publishing house, in which he often publishes articles he authors. He served as Associate Justice of Original Jurisdiction in Administrative Matters of the Federal Capital City, and he is a member of the Institute of Administrative Law of the National Academy of Law and Social Sciences of Buenos Aires, since He is a member of the Bar Association of the Federal Capital City (CPACF) since 1997, and of the Association of Lawyers of the City of Buenos Aires since He has been recognized as Leading individual (Band 3) in Energy and Natural Resources in Chambers Latin America since 2010, and in Energy and Natural Resources: Electricity in The Legal 500 (2014).
